What documents do we need?

In order to register your yacht in Spain, we do not need any survey reports and the documentation is very simple:

Buying a boat in Spain, Tax and other Duties

Buying a boat in Spain is painful. It is true, the boat requirements and sailor certifications in Spain are neither sensitive nor sensible. We are going through the issues and tackle them one by one, based on our experience with the BarcelonaSail boat in Barcelona.  The Spanish government, keen on reducing its ballooning debt, invent new regulations every year for boat safety, communication equipment, and things such as toilet requirements and a minimal number of buckets reducing your fun sailing in Barcelona.  A detailed requirement list can be found in the GUIA AD 2021.

Safety equipment

Depending on your boat safety equipment, you are allowed to sail a certain distance from the shore line. The Spanish government has invented 7 different zones, ranging from 0 mile (within harbor or protected waters),  2 mile , 5 mile 12 mile 25 mile 60 mile to unlimited, zona 1.

Upon buying a boat in Spain your boat will be certified, at your cost, for one of these zones. Many sailboats we see are in category (zona) 4, (maximum 12 miles from the shore) and thus not allowed to sail to the Balearic islands (zona 2).  Additional cost to get your boat licensed for zona 2 will be well over 4000 euro.  Safety equipment such as a lifeboat needs to be tested yearly, by a Spanish-certified institute at your cost.  The boat has to go out of the water every 5 years, not to document errors in the hull, but to check if the boat meets the theoretical requirements. To be honest in reality these requirements are not always enforced, none the less it leaves you with an uncanny feeling.

Spanish Boat registration

Boats are registered in 11 different ways, so called “lista”  depending the usage of the boat mostly related to tax.  Try to get a “lista septima” or “lista 7″ boat, that is for individual use no business purpose.  It is easy to find out for Spanish registered boats what registration they have. The fist character of the identification number on the hull indicates the “lista” category.  You need to be a certified sailor no matter how many miles you have sailed. The best thing is to get an ICC, international certificate of competence, make sure you get a Spanish translation that states your are classified as “capitan de yate”,  else you are restricted to sailing a certain distance from the coast. It is good to know that all this piracy on your wallet applies mainly for the Mediterranean.

Buying a boat in Spain  (Spanish flagged)

Spanish and foreign residents who want to buy a Spanish flagged boat in Spain are taxed on owning a boat and on the purchase of a boat. The definition of “Spanish resident” is straightforward everybody living more than 180 days a year in Spain.  Described here is the taxation on purchasing a boat for personal use in the following three scenarios: 1. Buying a new boat 2. Buying a second hand Spanish flagged boat from a private party (private use) 3. Buying a second hand Spanish flagged boat from a business (business use, renting)

Scenario 1. Buying a new boat is pretty straight forward there are two kinds of tax you pay: Impuesto Especial de Matriculación 12% and the Impuesto sobre el valor añadido (VAT) 21%

Scenario 2. Buying a second hand boat from a private party means that the boat is registered in as lista 7 = private use. The taxation Impuesto sobre Transmisiones Patrimoniales is 4%.

Scenario 3. Buying a second hand boat from a business (charter boat is registered as lista 6) is more complicated. A business may pay the taxation Impuesto Especial de Matriculación 12% and (VAT) 18% over a period of 4 years. So in case the boat is four years old or younger you may have to pay up to 30% on top of the sale price. In case the boat is older than 4 years and your have proof that the taxes are paid you pay no tax at all. The clock start ticking at the registration date which you can find on the “Hoga de Asiento”. Buying a foreign flagged boat in Spain

In case you buy a second hand (used) foreign flagged boat, for example a sail boat from France, you will have to pay the Impuesto Especial de Matriculación 12% over the listed new value of the boat and don’t forget the VAT . This is an item to check carefully before purchasing a foreign flagged boat.

Re-flagging your boat, register a boat, Spanish to other country

After re-flagging our sailboat Samba from a Spanish flag to a Dutch flag, we encountered ferocious attacks in three separate cases from three entities:

  • Aduana (Customs)
  • Guardia Civil (police)
  • Hacienda (tax collection)

Barcelonasail purchased her first sail boat in Spain with the help of a Spanish lawyer to make sure all the boat papers were in order.  We decided to register our sail boat in the Netherlands. The process in the Netherlands was transparent and fast. Whereas it took almost one year to remove the boat from the Spanish register.

6 months later after reflagging the boat we received a letter from Aduana summoning us to pay the Impuesto Especial de Matriculación (12% of the new value) estimated at 18.000 euro.  We informed that the boat was purchased in Spain and sent Aduana a copy of the old Spanish boat papers.  Never throw them away!  Aduana accepted the legality and they sent us an acceptance letter. We thought the case was over.

However a few months later we received a similar letter from Hacienda, Spanish tax authority, a copy from the Aduana acceptance letter was enough to satisfy them.

The Barcelona Guardia Civil, located in the building as Aduana, did not accept our old Spanish boat papers nor the letter from Aduana.  Guardia Civil started a case under the presumption that the Spanish administration must have made a mistake. After 6 months we received the letter below. We carry a copy onboard and needed it already two times. Beware when buying a boat in Spain.

Practical experience buying a boat in Spain

We are so close to buying our Archambault Grand Surprise, and every time something comes in between. Twice we have made an appointment with the seller to transfer the boat on to our name. Twice we couldn’t agree. We are buying from a private party; we went directly to the owner to skirt broker fees. After this experience, there is something to be said for a boat broker, however, the costs are huge. Boats in Spain need to be certified every 3 or 5 years. Three-year inspection for commercial boats called in Spanish “lista 6” and every 5 years for a private boat “lista 7”. The inspeccion is called “Inspección de Embarcaciones de Recreo (ITB)”. After your inspection, you receive an airworthiness certificate valid for 5 years (Certificado de Navegabilidad).

It is common that the seller makes sure that the airworthiness certificate is still valid at the date of sale. Beware that it takes 6 weeks to get a new certificate and that sailing without a valid certificate is considered a severe crime resulting in your boat taken until the certificate is processed.

We discovered that there was one day left on the current certification and this was not acceptable to us. The owner hesitated, then agreed, and a week later everything would be OK. Then we learned that the whole process takes 6 weeks, which means no sailing until August, or looking for a different boat. But we are already in love with our Archambault Grand Surprise.

While, for the registration of a vessel, it must be requested at the Maritime Captaincy by providing the property title (for example, the sales document), proof of payment of the corresponding taxes and technical documentation. And, if it is a vessel that comes from abroad, what must be done is a "lowering the flag" procedure . Then, the Administration must resolve the flag application within a period of up to 1 month. If it is not done within that time, it should be considered as denied. But, if they accept it outside of that period without additional actions having to be taken, you can claim or request to be compensated for the damages that may have been caused. Additionally, the registration of the vessel must be renewed ; since it expires after 5 years. If they have not requested it, the owner must request it because they can be removed from the trade.

On the other hand, if you purchase a boat by sale to a private individual, you are subject to liquidation of the contract due to property transfer tax. This tax is paid in the autonomous community where the tax domicile corresponds.

Regarding the registration tax or also called "special tax on certain means of transport" that must be paid by all boats that are greater than 8 meters in length and in case of being less, an exception is made and 12% must be paid. about. In both cases, the vessels that are registered in list 6 are exempt from these taxes. In other words, the yachts registered in list 6 are exempt from paying the registration tax, which is 12% of the value of the boat, including all the accessories it has. While, if it is a second-hand yacht, you can be guided by some tables published annually by the Ministry of Economy and Finance to settle the tax on the value that is established. But, to avoid that the boats go through registration 6 as a way of tax evasion, is that if the boat changes its registration 4 years after its purchase, it must pay the corresponding tax and that it must also pay if it is dedicated to private purposes simultaneously.

On the other hand, a vessel that is registered in list 6, must provide the Maritime Captaincy with the following updated documents: seaworthiness certificate, first aid kit certificate, civil liability insurance policy, extraordinary accident insurance policy, list of crew members , authorization from the Port Authority to perform professional functions and a model 036 or 037 from the Tax Agency that registers in economic activities. Speaking about the VAT that must be paid, it is 21% and is paid by whoever is going to receive the service from the company and the company must pay it to the Spanish Treasury. In this article we will see what are the key points when carrying out the Ship Registry, especially in Spain.

One of the key drivers of the Spanish economy is the fleet of ships operating in the main national ports. This is why, in Spain, it has long been determined, for a long time, a dual National Vessel Register system , which we explain below:

To begin with the vessel must be registered in the Commercial Register as well as in the Register of Registration Number. . Any movement, incidence or situation of the vessel must be strictly registered in the Commercial Registry.

In addition, the Registry of Registration Number is purely informative in nature as it contains all information relevant to: registration, change of name or list, transfer, year of creation,… For a correct registration in the Commercial Registry, it is essential to carry out the following steps mainly considering the maritime district to which the vessel will belong.

But what about Spain? What should I mainly take into account?

To begin with, if you wish to be covered by Spanish law, it is mandatory and necessary to register the vessel in question. All vessels must have their registration plates registered in any official agency under the authority of the Directorate General of the Merchant Marine .

The registration will always be administrative and public nature . Upon registration, the ship will be placed under the control of the Maritime Authority corresponding premises.

Vessel registers generally consist of ‘’ lists ’’, an organizational system where all types of vessels are classified or floating vessels according to their capacity, activity or tonnage.

So, is it necessary to register any vessel.

As explained above, if you wish to benefit from the rights that the Spanish legislation itself offers to those registered vessels, it is necessary to carry out the National Register of Vessels .

Every registration of a vessel is strictly related to the Open Vessel Register . Although there are particularities : especially in recreational boats.

Whenever the vessel is newly created as a foreign vessel: always carry out the flag , a process by which the grants the license to hoist the national flag on the vessel.

All recreational boats less than 12 meters in length and with CE certification are eligible for registration. Además, it is mandatory for the manufacturer to duly inform the Spanish Maritime Register of the characteristics of the vessel.

What types of ship registers are there?

Vessel registries are classified in the lists mentioned in previous paragraphs. These lists organize a specific classification system of unique and exclusive use, that is, it is not possible to be registered in more than one list but only in a specific one.

Let’s discover the nine lists that exist in total:

  • LIST I: extraction platforms, support vessels and offshore tugboats.
  • LIST II: domestically built vessels engaged in the transportation of goods or passengers.
  • LIST III: vessels, national or imported, engaged in fishing.
  • LIST IV: auxiliary vessels for fishing or aquaculture.
  • LIST V: tugboats and vessels working in the port or harbor.
  • LIST VI: recreational boats for profit.
  • LIST VII: vessels engaged in sport or non-profit fishing.
  • LIST VIII: public agency vessels.
  • LIST IX: for vessels under construction.

What registration requirements do I have to take into account?

In order to properly register a vessel, the following documentation is required:

  • Declaration of conformity of the vessel and engine.
  • Valid ship inspection certificate.
  • Sale and purchase contract settled of the ITPYAJD tax (second hand boats).
  • Copy of the CIF / DNI / NIE of the owner.
  • ITB Report.
  • Certificate of deregistration from the country of origin when the origin is foreign.

In theory, everything with a motor or sails that goes on the water has to be registered. Again, in theory, if you have residence qualifications in Spain, you must, by law, register your boat in Spain. In order to do so, apart from the registration fees, which depend on the size of the boat, the owner is required to pay a 14% tax on the value of the boat - which explains why a lot of owners get round the law by registering their craft in a company name. This is perfectly legal, in the same way that tax avoidance is legal but tax evasion is not.

The Spanish authorities also insist that, if a boat has an onboard tender, that must be registered separately, whereas other countries consider the smaller craft to be an integral part of the whole and do not require separate payment. If the owner has a permanent, legal, address in his/her country of origin, the simplest method of registration is to do it in that country. But the address must be legal - you cannot use a relative's address and claim it as your own. Any owner can, naturally, set up an offshore company in any of the tax havens which proliferate throughout the world. For foreigners resident in Andalucia, the obvious choice is Gibraltar, where there is a number of specialist companies who can facilitate all the paperwork and ensure that the legal avenues are properly followed.

How long is the Spain boat registration valid for?

In Spain, boat registration for recreational boats is typically valid for an initial period of 5 years. After this initial period, you can renew the registration for additional 5-year periods to maintain its validity. We can help you with easy renewals.

Boats and Legislation

When buying a boat in Spain it is always best to leave the process in the capable hands of a lawyer or an expert in the matter because the legal and fiscal systems are complicated, especially when compared to other countries. For example in the UK the registering process is extremely simple.

Currently frequent checks are being carried out on boats moored in Spanish ports flying Spanish ensigns.  If the owner has a Spanish residence permit then the general rule is that the boat used in Spain should be registered under the Spanish flag.  If the owner has not applied for residency but spends more than 183 days during the calendar year in Spain, he is equally regarded as a resident.  Although initially it may seem difficult to establish the number of days that the boat is on Spanish territory, in reality it is not, as the Civil Guard control the entry into Spanish ports.

What taxes need to be paid by the owner of the boat?

When the buyer is not a company but buys the boat from a Spanish Company then the registration tax is 12% and VAT is 16%.  When the buyer is a company and buys a new boat from a company domiciled within the Schengen territory other than Spain, the registration tax is 12% and there is no VAT paid in Spain.  When the buyer is a company from the European Community and buys either a new or second hand boat from a company domiciled in Spain, and the boat is exported to another European Community country then there is no registration tax and no VAT to be paid in Spain.  When the buyer is not from a European Community country and buys a boat to export to a non European Country, then there is no registration tax or VAT to be paid in Spain.

The tax of 4% of the price of second hand boats which are already registered in Spain, is paid to the regional tax office; for example in Andalucía it is paid to the Junta de Andalucía.  It should be kept in mind that there are Government regulations for valuations and therefore to avoid complications later on, it is best to be guided by the published tables.

The buyer has to pay the 4% tax which is paid by completing the form called ‘Modelo 620’ within 30 days after the purchase and presenting it at the bank.  If the purchase is subject to VAT then this tax is exempt, but the corresponding form has to be presented.

The person who is registering the boat must have a NIE number whether he is a resident or not.  The inscription of pleasure craft is registered in the 7th List of the Ship Registry, and the navigation permit has to include the characteristics of the boat with features such as: what it is made of, length, propulsion, engine and fuel, as well as the name of the boat and the identification data, plus the owner’s ID and the navigational qualifications that he has.

The following documentation has to be attached to the application for registration with the Harbour Master:

  • Certificate from the boat yard confirming the description of the vessel.
  • Certificate from the manufacturer confirming engine description.
  • Owner’s manuals for the boat and the engine with Spanish translation.
  • Sales purchase deeds, private contract or invoice.
  • Official safety certificate for the life rafts.
  • Proof of payment for the fees for maritime signals.
  • In case of imported craft, customs clearance and registration certificate from the country of origin.
  • Documentation showing payment of taxes, exemption or where taxes are not payable.
  • Copy of the payment for inscription fee in the ships registry.

If the boat has been previously registered in Spain, it is essential to request the information from both the Ships Registry and the Movable Property Registry (which is part of the Commercial Registry); to find out whether there are any charges or encumbrances on the boat.

Where boats which were previously registered in Spain are exported to the UK, it is important to keep all the documents showing the owner of the boat, that the VAT has been paid and the invoice for the sale.  It is also important to de-register the boat both at the Ship’s Registry and the Movable Property Registry.

Evidence of competence

The skipper of the vessel is required to have evidence of competence and it is not uncommon for the Spanish Authorities to inspect it.

Since 1 January 2021, the UK has been treated as a third country by EU Member States. This changed how certificates demonstrating competence for recreational boating are accepted in Spanish legislation. 

For visitors to Spain, UK certificates should still be acceptable if a British Citizen is operating a UK flagged vessel. Although Spain has not adopted UNECE Resolution 40, the ICC is recommended for British Citizens operating UK flagged vessels when visiting Spain. 

If somebody is operating a foreign flagged pleasure boat in Spain (i.e. a boat which is not Spanish flagged) and they are not a citizen of the flag state, we understand they are required to have the certificate required by their country of residence or the country of which they are a citizen. 

Spanish Citizens and residents may find that a UK certificate issued by the RYA isn't sufficient, irrespective of where the boat is flagged. 

Until the end of 2020, the acceptance UK certificates for the operation of Spanish flagged pleasure boats was based on the UK being an EU Member State. Acceptance on that basis ceased from 1 January. In order to be recognised by Spain for the operation (including bareboat charter) of Spanish flagged pleasure boats, RYA certificates needed to be listed in Annex IX of the Royal Decree 875/2014 regulating nautical qualifications for the operation of pleasure boats.  

Royal Decree 339/2021 regulating the safety equipment and pollution prevention of recreational craft was published on 19 May 2021 (in force on 1 July 2021). Crucially this also amends Annex IX of Royal Decree 875/2014, to include the following RYA practical certificates:

Royal Decree 875/2014 refers to Annex IX specifically in relation to the hire of Spanish flagged pleasure boats. These certificates may not be accepted in other scenarios. Professional RYA certificates that were previously accepted in Spain when the UK was an EU Member State may still not be acceptable for commercial activities in Spain. If we receive further information it will be added here. 

Standard entry and exit formalities

As part of the customs territory of the EU (which includes territorial waters) and the Schengen area customs and immigration checks may not always be required on arrival and departure.

Canary Islands

The Canary islands are not part of the EU for the purposes of VAT (see  https://ec.europa.eu/taxation_customs/turnover-taxes-canary-islands_en ). VAT does not exist in the Canary Islands. Instead, there are two local consumer taxes, the IGIC (Impuesto General Indirecto de Canarias - Canaries General Indirect Tax) and the AIEM (Arbitrio sobre Importaciones y Entregas de Mercancías en las Islas Canarias - Tax on imports and deliveries to the Canary Islands). There is some information about these two taxes on the European Commission’s website at https://ec.europa.eu/taxation_customs/business/other-taxes/turnover-taxes-canary-islands_en . The RYA does not offer detailed advice on keeping your boat in the Canary Islands and recommends taking advice locally in the Canary Islands, to establish what taxes and rules apply there.

Keeping a boat in Spain

Generally speaking the RYA does not have the resources to investigate regulations applicable to boats kept abroad for extended periods in one country.  Although outside this scope the RYA has been made aware of and is therefore sharing the following information.

Boat owners should be aware of that some Spanish legislation relevant to recreational boating is applicable to foreign flagged boats owned by people or resident in Spain or companies with a registered office in Spain. This is the case with Royal Decree 339/2021 , of 18 May which regulates the safety equipment and pollution prevention systems of recreational boats.

Law 38/1992 "Impuesto Especial sobre Determinados Medios de Transporte (IEDMT) which translated means special tax on particular means of transport states that a person or company that has a “permanent establishment” in Spain who owns a new or second hand boat that is intended to be used in Spanish waters must pay this special tax. The tax on "IEDMT" is often referred to as matriculation tax and is believed to be set at 12% of the market value of the boat. A guidance note from 2009 remains available for the historical information it contains. The law required the boat registration to be changed to the Spanish flag, however we have been told that as a result of Royal Decree 2/2011 (article 252) re-registration ceased to be required.

The onus will be on you to show that you are not subject to this legislation (e.g. not resident in Spain).

Other information

There are two further taxes G5 and T0. They are often collected with berthing fees, but as a result of regional and administrative variations they are sometimes payable separately.

The G5 tax is a tax which covers the use of Spanish waters, the harbour and its facilities.

The T0 tax is a tax relates to maritime signals (buoyage / lights etc.).

Since the beginning, individuals and companies have used a “flag of convenience.” Let’s call that a bit misty, but I wish to note that I greatly respect legitimate company flag registration.

Countries do not recognise Dutch Registration.

American Flag

The fog surrounding flag registration, yachting and boating has been around for a long time and will continue. A decent Maritime lawyer or Yacht Broker can act as a good radar. If you are buying or selling a boat , Consider using a Yacht Broker seriously.

Spain’s major trading partners include the EU member states and the US. The main exports include cars and trucks, manufactured goods, foodstuffs and machinery. Spain has a long maritime tradition, beginning in the great age of European exploration. The Merchant Navy Office, the governing body of Spanish shipping, is responsible for the Maritime Register of Ships and the Mercantile Register (Maritime Section). Spain has also had a second register in the Canary Islands since 1992.

The main legislation applicable to the registration of ships is Decree 1027 of 28th July 1989 on the Flagging and Registration of Ships and the Maritime Register (“Decree 1027/1989”), and Law 27 of 24th November 1992 on State Ports and the Merchant Navy (“Law 27/1992”). Ships have to be entered on two registries of a different nature and scope:

  • The Maritime Register of Ships. This register is a public, administrative document, which is maintained in the headquarters of each provincial Merchant Navy Office. There is also a central register, administered by the general directorate of the Merchant Navy Office. They also hold a register of Ship-owning companies, in which all natural or legal persons who own or operate ships must be registered.
  • The Mercantile Register. This register is primarily intended to be a register of natural and legal persons. However, according to the transitional provisions of the Rules of the Mercantile Register of 1996, until such time as a register of movable property is established, ships must be entered on this registry in accordance with the relevant provisions of the Mercantile Register Regulations 1956. Inscription in this register has implications regarding the application of the Commercial Code and other legislation. Registration is compulsory and subject to prior registration with the Maritime Register of Ships. It requires production of a certified copy of the ship’s registration with the Maritime Register and of the document of title to the ship, which must be in the form of a public deed or a document produced by a competent authority or functionary.

Spanish Police Arrest Three Over Death of Migrants Thrown From Boat

MADRID (Reuters) - Spanish police have arrested three people over the deaths of five migrants who were deliberately forced off a speedboat last November, just off an Atlantic ocean beach in Cadiz in southern Spain, the Interior Ministry said on Monday.

The two men and one woman detained in the Algeciras area about 70 km (44 miles) southeast of Cadiz, are accused of forcing the migrants to jump at knife point into the swell with strong currents, despite knowing that many migrants could not swim.

The trio are also suspected of belonging to a criminal organisation, offences against the rights of foreign nationals, injuries and smuggling.

Images published on social media in November showed a black inflatable speedboat circling in heavy tides off the beach and people on board pushing others off the side.

Police, who made the arrests after finding the boat, said there were at least 37 migrants on board who had paid between 3,000 euros and 12,000 euros ($3,270-$13,075) each for the journey between Kenitra in Morocco and Cadiz.

Despite its proximity to Morocco, the Cadiz area is not a common destination for migrants due to rough seas on the Atlantic coast and surveillance around the Strait of Gibraltar nearby.

The number of migrants arriving in Spain by boat in the first two months of this year quadrupled to 13,485 from the same period a year ago, interior ministry data shows.

Rights group Walking Borders said 6,618 people lost their lives during risky sea voyages trying to reach Spain in 2023.

First ship carrying aid arrives in Gaza as Israel faces backlash for blocking land routes

TEL AVIV — A private aid ship docked off the coast of Gaza early Friday, carrying the first nautical delivery for hungry Palestinians while tons of food and supplies sit on idling trucks in Egypt , waiting for permission to enter the besieged enclave.

The Open Arms, named after the Spanish charity that transported the supplies, towed a barge containing flour, rice and protein to the enclave, where five months of war have left around a quarter of its 2.3 million residents “one step away” from famine, according to the United Nations, which has noted that children have already died from malnutrition and dehydration.

The food was collected by World Central Kitchen, the charity founded by celebrity chef José Andrés, which operates a network of around 60 kitchens across the Gaza Strip. “Our goal is to establish a maritime highway of boats and barges stocked with millions of meals continuously headed towards Gaza,” Andrés and the NGO’s CEO, Erin Gore, said in a statement Tuesday, when the ship set sail on the roughly 200-mile voyage from the Larnaca port in Cyprus.

The nongovernmental organization said in a separate statement Friday that preparations were underway to move the goods onto a jetty built from destroyed rubble, although it was not immediately clear when that would happen.

The new nautical route — as well as recent aid airdrops into northern Gaza — comes amid increasing international frustration about the growing humanitarian crisis in the enclave and the inability to get enough aid in by road.

The U.S. and many of its international partners have been pushing to speed up the flow of humanitarian assistance into Gaza. But Israel has tightly controlled the entry of aid, which has been delivered by trucks through the country’s Kerem Shalom border crossing or the Rafah border crossing with Egypt .

Aid groups have said their efforts have been hampered because of the difficulty coordinating with the Israeli military, as well as ongoing fighting and the breakdown of public order, which have led to the looting of several convoys. As a result, only a small fraction of what is needed has entered the enclave, the agencies have said.

The ship set sail Tuesday from Cyprus to inaugurate a sea route to get desperately needed aid into the war-wracked enclave, which is suffering a humanitarian crisis five months into the Israel-Hamas war.

The Israel Defense Forces said the aid ship delivery was being carried out “in coordination with Israeli security and civilian authorities, in accordance with the directive of the government of Israel and at the request of the U.S. government.” It added that all the equipment on the ship underwent a comprehensive security check and was accompanied by Israeli officials.

Seperately, IDF spokesperson, Rear Adm. Daniel Hagari suggested to reporters Wednesday that more routes could open up and that Israel was “trying to flood the area” with aid.

His comments came hours after the U.N. agency for Palestinian refugees said in a statement Wednesday that at least one of its staff members was killed and 22 others were injured in an Israeli strike on one of its food distribution centers in southern Gaza. The IDF acknowledged the strike but said in a statement that it had killed Muhammad Abu Hasna, a Hamas commander who it said was taking aid and giving it to the militant group.

And on Thursday, the Palestinian Health Ministry in Gaza said a number of people were killed and dozens of others were injured while waiting for the expected arrival of aid.

NBC News could not independently verify this, but the IDF said it was assessing the incident. Reports that its forces attacked dozens of Gazans at an aid distribution point were “false,” it said in a statement.

These came after several incidents last month when people were killed as they tried to access aid.

Facing growing political pressure at home and abroad to do more to help Palestinians, even as the  U.S. continues to supply Israel with military hardware , President Joe Biden announced last week that the U.S. military will construct a temporary port in Gaza to get more humanitarian aid into the territory by sea.

But that was criticized by aid groups, including Médecins Sans Frontières, or Doctors Without Borders, whose executive director, Avril Benoît, said last week that the U.S. “should insist on immediate humanitarian access using the roads and entry points that already exist.”

Ciaran Donnelly, the vice president of crisis response at the International Rescue Committee, said the port was a “distraction” and called on the Biden administration to find “alternative solutions in aid delivery.”

In Gaza's southernmost city of Rafah some residents, including Zohir Donna, questioned the wisdom of building a new port, when aid trucks were ready and waiting to cross the land border with Egypt nearby. Donna, who moved to the city from the Al-Shati refugee camp in northern Gaza after the start of the war, said the aid was “only five minutes from where we are.”

Rafah resident Mostafa Gamal Elian also said the “crossing should be open, and the aid should pass through it.”

The State Department did not immediately respond to a request for comment on the port, but Secretary of State Antony Blinken said Wednesday that the maritime corridor was not meant to be a substitute for other ways of getting aid into Gaza. “Overland routes remain the most critical way to get assistance in and then to people who need it,” he said.

In the meantime, World Central Kitchen said it had 500 more tons of aid ready to depart from Cyprus to Gaza, where health officials say more than 31,000 people have been killed since Oct. 7.

Israeli military officials said at least 245 soldiers have been killed since the  ground invasion of Gaza  began. Officials in the country said around 1,200 people were killed in the Oct. 7 attacks and around 240 others were taken hostage. Officials say 134 remain in Gaza after dozens were freed in exchange for Palestinian prisoners in late November, although a number of them are dead.

MADRID (AP) — Spanish police have arrested three people for the deaths last November of five migrants who were threatened with a machete and forced to jump off the boat they were traveling in with dozens of other migrants, authorities said Monday.

According to a police statement, the five died on Nov. 29 off the southern coast of Cádiz. The police said two men and a woman were arrested earlier this month but gave no further details.

The people smugglers had threatened the five with a machete and forced them to jump into the Atlantic Ocean despite the strong currents and cold temperatures.

Thirty-seven migrants had traveled in the boat from Kenitra, Morocco. The statement said the migrants had paid between 3,000 euros ($3,270) and 12,000 euros ($13,000) for a place in the boat.

Video images in November showed many of the other migrants being forced out of the vessel closer to land, before the smugglers sped off in the powerful boat. Police said they found the boat and some documents later, which helped in tracking down the three suspects.

Four of the bodies were recovered within hours and a fifth was found days later. The migrants were identified with the help of DNA samples from a family in Morocco.

Tens of thousands of migrants from sub-Saharan countries try to reach Spain each year in large open boats launched from northwest Africa. Most go to the Canary Islands in the Atlantic , while others from Morocco, Algeria and Middle Eastern countries try to cross the Mediterranean Sea and Atlantic Ocean to mainland Spain.

Registration in Russia: what it is and how to arrange it

Registration in Russia is one of the most important issues for foreigners coming to this country, especially for those who plan to stay in a flat or in a private home. I will try to clarify the basic moments in the article below.

What is a registration?

The registration is a procedure in which Russian authorities get information of your residence so that they can find you if needed.

Often this procedure is considered as a relic of the times of the USSR when the authorities controlled all the migration flows and could restrict people’s movement in the country.

It’s really good that since 2011 the procedure of registration has become simpler and now it’s actually easy for those foreigners who come to Russia.

However, despite the obvious simplification, some aspects stay unclear so every organization gets it in its own way.

In this article, I will try to explain what every foreigner has to know about the registration (however, the main responsibility falls on the receiving party).

Filling out foreign visa registration in Russia

When you really don’t need the registration

If you stay in Russia for less than 7 days, you don’t need to register. For example, you came to Russia on Saturday, the 1 st of August, and left the country on Monday, the 10 th of August. This means that you did not need to register because you have stayed in Russia for 6 working days (weekend days, Saturdays and Sundays, are not considered as working days).

The documents confirming your arrival and starting the counting of 7 working days are your plane/train/bus tickets.

In which cases is it necessary to register?

It is necessary to undergo the registration if you plan to stay in Russia for more than 7 days. If you crossed the border on Monday planning to stay for longer than next Tuesday, you have to register.

If you change cities, it is necessary to register in each new city (if you plan to stay there for more than 7 days). In this case, you will be “checked out” of one city and registered in another one upon arrival. If you stay in one city for 5 days and stay in another one for 5 days, it is enough to register in the first one because the overall period of your stay in Russia will amount more than 7 days. It is not necessary to register in the second city because you will stay there for less than 7 days.

In the case you come to Russia multiple times (by a double-entry or a multiple-entry visa), you need to undergo a registration every time you cross the Russian border (if you stay for more than 7 days).

Who arranges the registration?

The arrangement falls on the receiving party.

  • Hotel. If you stay in a hotel that means the administration of the hotel is responsible for your registration.
  • Rent apartment. The owner of the apartment carries out the registration whether it is a private person or a company.
  • Private home. If you stay at your friend or relative, he/she has to register you to his/her home address.

The owner is always responsible for the registration. He/she has to be a citizen of Russia or a foreigner with a permanent residence in Russia.

The registration has to be undergone not later than in 7 days since the foreigner’s arrival.

Foreign nationals cannot register themselves because it is the responsibility of the receiving party. Actually, the foreigner does not even have to attend the registration.

Where do I have to register?

The registration can be issued:

  • Directly in the regional authorities of the Directorate-General for Migration of the MFA of the RF. Earlier it was called the Federal Migration Service but this name was abolished in April of 2016.
  • In any Russian post office (the cost is 216 rubles).

The procedure of the registration in Russia

If you stay in a hotel, the administration will register you freely although hostels or mini-hotels can ask you to pay a small amount of money (from 200 to 1000 rubles). It doesn’t matter if you stay in the hotel not mentioned in your invitational letter. Registration is a duty of every Russian hotel.

Foreign Visa Registration in Russia

The registration requires the following documents:

  • Foreign passport. The pages with your photo, personal data, and a visa will be copied.
  • Migration card that also will be copied by the employees of your hotel.

With these documents, the administration will be able to fill in the special note of foreign national’s arrival.

The hotel’s administration is also responsible for the procedure of registration. The employees fill in the form and present it in addition to other documents to Russian migration authorities. You will be registered within 1-2 working days.

The main part of the form goes to the authorized body while you obtain the bottom part (separated by the dotted line) or the copy of this part as a confirmation of the address of your residence and the duration of your stay. The employees of the hotel also notify the authorized body of your departure.

In the case you stay in a private apartment (for example, by using the Airbnb service), your registration falls on the owner of the flat/house. You will probably have to pay for it (from 500 to 2000 rubles); sometimes the owner can even refuse to do it (although he is legally obligated to register you).

Before payment, ask your owners if they are going to register you and how much will it cost. If they refuse to register you or want too much money, seek for another apartment with registration for a reasonable price.

In the case, you have already paid for the apartment but the owner doesn’t want to register you, contact the company that has issued your invitation and ask if they can register you in the city of your stay. The organization will take a payment for the registration (in their own address or another one).

If the company that has issued your invitation do not provide registration services, you will have to seek for the organization offering this service. It has to have representation in the city where you will stay because you will have to apply to this company in person and bring the passport and the migration card.

If you stay at your relatives/friends, they can register you in any post office. In addition, you can use services of some of the organizations in the city providing such services.

Some details for a conclusion

  • The registration is similar whether you come to Russia by a tourist or by a business visa. The only difference is that in the case you obtain a business visa, you can register for a period up to 3 months.
  • If you travel through the Trans-Siberian route by train and stays in it for a night, your travel ticket is considered as a registration document and you should always keep it around.
  • The Russian police is not authorized to ask for your registration in the street. The responsibility for all the violations falls on the receiving party. In the case, you have been asked for registration right on the street (which happens rarely), contact the consulate immediately.
  • In order to leave the country, you don’t have to present the government registration but you do have to present a migration card.
