Royal Gourock Yacht Club's mission is to promote the sport and pastime of sailing, create a progressive and welcoming atmosphere within the Club, extend the membership within the community and reach out to all those in the Gourock and surrounding areas who would like to sail or further develop their sailing abilities. Sail training and general seamanship skills are provided through an interactive simulated E-programme which will enable the Club to introduce young people to the joys of sailing from a safe and warm environment mainly during the winter months. This professionally designed programme will also enable those with more experience to hone their skills and further develop their interest in sailing, safety afloat and seamanship.

Why were they chosen?

Through CalMac's support the activities will provide a safe and interesting method of learning how to sail, and about safety on the water, during the off season. RGYC hope this will attract more young people to take part in what is a healthy outdoor sport and could even lead some to a future career.

LOTS of local folk watch yachts out on the river during the summer months and wonder how they’d go about trying it for themselves.

The answer’s simple — head over to Royal Gourock Yacht Club on Sunday (7 May) from 10am and the Social Sailing team will guide you through how to learn to sail at no initial cost, until you decide if you’ve found your sea legs!

This is a very popular means of access into sailing and has attracted people of all ages and abilities over the years who are happy to share their knowledge and experience with beginners.

The club, on Ashton Road, has plenty on offer for experienced sailors too, from weekly races to prestigious regattas, safe moorings and a reliable launch service as well an active skiff section, wild swimming, kayaking and paddle boarding plus a popular Cadets group for children of high school age and over.

RGYC is a friendly, inclusive club with excellent bar and catering facilities and a full and varied social life in one of the most stunning locations in the country.

Why not make a day of it on Sunday and enjoy drink tastings, cocktail demos, live music and great food?

RGYC Open Day 2023

On the Sunday of the Coronation weekend our Club hosted an Open Day in a program designed to attract new Members.

Stalls were set up by a number of enthusiastic volunteers including, Social Sailing, the Etchells Sailing Academy, Cruising, Cadets, Rowing, House Social, Merchandise, Wild Swimming, the RNLI and Membership. Attendance by the RYA who provide significant support to the Club was also on hand.

Attendance peaked mid afternoon as did the weather with blue skies and sunshine. Members and visitors mingled across the Club and enjoyed good food, drinks and entertainment from the balcony while watching various yachts, skiff and wild swimmers demonstrating their activities.

Daytime entertainment was provided by an afternoon acoustic set from local musicians the Swamp Jocks while the Drams set up for an evening set in the Commodore Suite.

Many thanks are due to a number of volunteers who made the day a success but a special mention is due to Chef George and his team for stepping up under pressure and ensuring the large gathering enjoyed the day from morning bacon rolls to a lunch and evening menu, while not forgetting the afternoon barbecue, thank you Justina! An extensive beverage selection was also enjoyed.

Congratulation go to Karen Waugh who has won the door prize raffle of an Ordinary Membership for 2023. Please all join in welcoming Karen to the Club.

Royal Gourock Yacht Club is now an RYA Discover Sailing Centre

Starting this April RGYC is offering 4 free on-the-water Discover Sailing sessions to everyone.

Whether you’re interested in learning to sail for the first time, coming back to sailing or just wondering what it’s all about the aim is to get everyone out on the water on a sailing boat.

Adult Discover Sailing sessions are on Friday evenings and Tuesday afternoons and those aged 12-18 can join our very popular Cadet programme which runs every Thursday evening.

These sessions, each 2-3 hours long, are not a formal sailing course and there is no RYA qualification. You will however learn a whole lot of basics which will be a great start if you want to take sailing further.

You’ll be going out on the Club’s own ‘Piper’ classic dayboats which are ideal for learning or on a cruising yacht belonging to a club member. The sessions are fun and friendly and will show you just how enjoyable sailing can be. Your four free sessions can be used anytime between May and September but it’s best to start at the beginning.

How do you sign up? Adults should come to the registration evening at the Club on Friday 19th April, 7pm when you’ll get lots more information and can ask questions. Also you can download the registration form from the club website https://rgyc.org.uk 

What do you need? Warm clothing, waterproof if possible. Lifejackets are essential but you can borrow one from the club for the Discover Sailing sessions.

The Royal Malta Yacht Club racing calendar caters for a variety of racing classes – keelboat, one design class and dinghy races throughout the year.

The Royal Malta Yacht Club fosters a strong sense of community where sailors, sailing enthusiasts and their family and friends come together. From Race Prize Givings, to roof top parties, quiz nights and other celebrations social events at the Club create cherished memories.

Cruising the Moskva River: A short guide to boat trips in Russia’s capital

There’s hardly a better way to absorb Moscow’s atmosphere than on a ship sailing up and down the Moskva River. While complicated ticketing, loud music and chilling winds might dampen the anticipated fun, this checklist will help you to enjoy the scenic views and not fall into common tourist traps.

How to find the right boat?

There are plenty of boats and selecting the right one might be challenging. The size of the boat should be your main criteria.

Plenty of small boats cruise the Moskva River, and the most vivid one is this yellow Lay’s-branded boat. Everyone who has ever visited Moscow probably has seen it.

This option might leave a passenger disembarking partially deaf as the merciless Russian pop music blasts onboard. A free spirit, however, will find partying on such a vessel to be an unforgettable and authentic experience that’s almost a metaphor for life in modern Russia: too loud, and sometimes too welcoming. Tickets start at $13 (800 rubles) per person.

Bigger boats offer smoother sailing and tend to attract foreign visitors because of their distinct Soviet aura. Indeed, many of the older vessels must have seen better days. They are still afloat, however, and getting aboard is a unique ‘cultural’ experience. Sometimes the crew might offer lunch or dinner to passengers, but this option must be purchased with the ticket. Here is one such  option  offering dinner for $24 (1,490 rubles).

If you want to travel in style, consider Flotilla Radisson. These large, modern vessels are quite posh, with a cozy restaurant and an attentive crew at your service. Even though the selection of wines and food is modest, these vessels are still much better than other boats.

Surprisingly, the luxurious boats are priced rather modestly, and a single ticket goes for $17-$32 (1,100-2,000 rubles); also expect a reasonable restaurant bill on top.

How to buy tickets?

Women holding photos of ships promise huge discounts to “the young and beautiful,” and give personal invitations for river tours. They sound and look nice, but there’s a small catch: their ticket prices are usually more than those purchased online.

“We bought tickets from street hawkers for 900 rubles each, only to later discover that the other passengers bought their tickets twice as cheap!”  wrote  (in Russian) a disappointed Rostislav on a travel company website.

Nevertheless, buying from street hawkers has one considerable advantage: they personally escort you to the vessel so that you don’t waste time looking for the boat on your own.

Prices start at $13 (800 rubles) for one ride, and for an additional $6.5 (400 rubles) you can purchase an unlimited number of tours on the same boat on any given day.

Flotilla Radisson has official ticket offices at Gorky Park and Hotel Ukraine, but they’re often sold out.

Buying online is an option that might save some cash. Websites such as  this   offer considerable discounts for tickets sold online. On a busy Friday night an online purchase might be the only chance to get a ticket on a Flotilla Radisson boat.

This  website  (in Russian) offers multiple options for short river cruises in and around the city center, including offbeat options such as ‘disco cruises’ and ‘children cruises.’ This other  website  sells tickets online, but doesn’t have an English version. The interface is intuitive, however.

Buying tickets online has its bad points, however. The most common is confusing which pier you should go to and missing your river tour.

“I once bought tickets online to save with the discount that the website offered,” said Igor Shvarkin from Moscow. “The pier was initially marked as ‘Park Kultury,’ but when I arrived it wasn’t easy to find my boat because there were too many there. My guests had to walk a considerable distance before I finally found the vessel that accepted my tickets purchased online,” said the man.

There are two main boarding piers in the city center:  Hotel Ukraine  and  Park Kultury . Always take note of your particular berth when buying tickets online.

Where to sit onboard?

Even on a warm day, the headwind might be chilly for passengers on deck. Make sure you have warm clothes, or that the crew has blankets ready upon request.

The glass-encased hold makes the tour much more comfortable, but not at the expense of having an enjoyable experience.

Getting off the boat requires preparation as well. Ideally, you should be able to disembark on any pier along the way. In reality, passengers never know where the boat’s captain will make the next stop. Street hawkers often tell passengers in advance where they’ll be able to disembark. If you buy tickets online then you’ll have to research it yourself.

There’s a chance that the captain won’t make any stops at all and will take you back to where the tour began, which is the case with Flotilla Radisson. The safest option is to automatically expect that you’ll return to the pier where you started.

42.202 Assignment of contract administration.

(a) Delegating functions . As provided in agency procedures, contracting officers may delegate contract administration or specialized support services, either through interagency agreements or by direct request to the cognizant CAO listed in the Federal Directory of Contract Administration Services Components . The delegation should include-

(1) The name and address of the CAO designated to perform the administration (this information also shall be entered in the contract);

(2) Any special instructions, including any functions withheld or any specific authorization to perform functions listed in 42.302 (b);

(3) A copy of the contract to be administered; and

(4) Copies of all contracting agency regulations or directives that are-

(i) Incorporated into the contract by reference; or

(ii) Otherwise necessary to administer the contract, unless copies have been provided previously.

(b) Special instructions . As necessary, the contracting officer also shall advise the contractor (and other activities as appropriate) of any functions withheld from or additional functions delegated to the CAO.

(c) Delegating additional functions . For individual contracts or groups of contracts, the contracting office may delegate to the CAO functions not listed in 42.302 , provided that-

(1) Prior coordination with the CAO ensures the availability of required resources;

(2) In the case of authority to issue orders under provisioning procedures in existing contracts and under basic ordering agreements for items and services identified in the schedule, the head of the contracting activity or designee approves the delegation; and

(3) The delegation does not require the CAO to undertake new or follow-on acquisitions .

(d) Rescinding functions . The contracting officer at the requesting agency may rescind or recall a delegation to administer a contract or perform a contract administration function, except for functions pertaining to cost accounting standards and negotiation of forward pricing rates and indirect cost rates (also see 42.003 ). The requesting agency must coordinate with the ACO to establish a reasonable transition period prior to rescinding or recalling the delegation.

(e) Secondary delegations of contract administration.

(1) A CAO that has been delegated administration of a contract under paragraph (a) or (c) of this section, or a contracting office retaining contract administration, may request supporting contract administration from the CAO cognizant of the contractor location where performance of specific contract administration functions is required. The request shall -

(i) Be in writing ;

(ii) Clearly state the specific functions to be performed; and

(iii) Be accompanied by a copy of pertinent contractual and other necessary documents.

(2) The prime contractor is responsible for managing its subcontracts. The CAO’s review of subcontracts is normally limited to evaluating the prime contractor’s management of the subcontracts (see part  44 ). Therefore, supporting contract administration shall not be used for subcontracts unless-

(i) The Government otherwise would incur undue cost;

(ii) Successful completion of the prime contract is threatened; or

(iii) It is authorized under paragraph (f) of this section or elsewhere in this regulation.

(f) Special surveillance . For major system acquisitions (see part  34 ), the contracting officer may designate certain high risk or critical subsystems or components for special surveillance in addition to requesting supporting contract administration. This surveillance shall be conducted in a manner consistent with the policy of requesting that the cognizant CAO perform contract administration functions at a contractor’s facility (see 42.002 ).

(g) Refusing delegation of contract administration . An agency may decline a request for contract administration services on a case-by-case basis if resources of the agency are inadequate to accomplish the tasks. Declinations shall be in writing .
