Is this for Meraviglia?

' src=

It’s for the 7 night Caribbean itineraries regardless of ship. Other itineraries will be similar, but will have some port specific items.

' src=

I haven’t even considered MSC or Costa despite the wonderful pricing and variety of offerings, because of I’ve read such really bad reviews for MSC food, including that meals are repetitive, that mostly pasta is offered again and again, and that rampant tobacco smoking makes meals unappetizing. These menus are wonderful. Have things changed? How can the menus look so different from the reviews. I’d love to learn that the food is good.

' src=

I’ve watched maybe 30 different YouTube reviews in the last few days. Have to say only about 3-4 bad reviews of food. And there’s only smoking in one area in the casino. Don’t know how there’s rampant smoking that effects food

Thanks for this helpful good news. I did read that passengers don’t comply with the smoking restrictions, but that was years ago.

Emma Cruises

MSC Meraviglia: Food Review and Menus

My preconceptions about msc food.

Before I first cruised with MSC I was a little apprehensive.

I had read a lot of reviews about the food which were less than complimentary.

Once onboard I enjoyed the food. I didn’t experience any of the bad things that I had read about online.

msc atrium sparkles

MSC food is certainly more ‘Mediterranean’ than I am used to eating at home – but that’s kind of to be expected from an Italian company cruising around the Med!

Where Did We Eat?

Main restaurant.

For the majority of our evening meals, we ate in the Main Restaurant.

Our assigned main restaurant was called L’Olivo Doro.

The actual Restaurant was nice enough, but it definitely was nothing amazing.

Read my full MSC Meraviglia ship review below to learn more about all of the restaurants and bars onboard.

MSC Meraviglia Photo Guide (Complete Tour)

msc meraviglia main dining room

We also ate a number of lunches in the buffet, but never ate in the buffet for dinner.

We often grabbed a few evening snacks from here before bed. I really appreciated the buffet being open later than 9 p.m.

I cruised on Royal Caribbean recently and the fact that the buffet closed at 9 pm every day was really annoying.

Butchers Cut (Speciality Restaurant at an Extra Charge)

Butchers Cut is a speciality restaurant and we ate here twice for free!

We matched our NCL Platinum Latitudes Loyalty Status to MSC’s Voyagers Black Loyalty Status and this gave us a free meal for two in a speciality restaurant.

So, I took my brother to Butchers Cut, and a couple of nights later he took me!

Find out more about how to status match with MSC here:

MSC Status Match – What Is it And is it Worth Doing? A Step-by-Step Guide

msc meraviglia butchers cut

MSC has now tightened up on this perk, and even if there are two black loyalty card status members in the cabin, you only get one speciality meal. It’s per cabin, not per cardholder.

There was not much of a view from this restaurant sadly.

It made me miss the waterfront from NCL ships… It was a gorgeous restaurant though and the staff were really nice.

Norwegian Waterfront restaurants.

The Food We Ate

Main dining room.

The food in the main dining room was good.

The portions were not huge but I never found myself hungry. There is always an opportunity to get more food later when you are cruising – so I don’t feel small portions are a big problem.

We had a variety of meat dishes as well as some brilliant vegetarian and vegan options.

The food wasn’t the type I would usually eat at home, but I really liked that.

I do like to try new foods and a cruise is a perfect opportunity. All the photos below are of the main dishes – as you can see they aren’t the biggest …

msc meraviglia food main dining room

The next photo is of our Christmas dinner. We boarded the Meraviglia on Christmas Day and disembarked on New Years Eve.

It wasn’t what I would call a traditional British Roast Turkey Christmas dinner…

msc meraviglia food main dining room christmas dinner

I didn’t take many photos of the desserts because for me , they were just fruit. (I have a slight dairy intolerance.) Here’s a photo of my Dad’s dessert though – he said it was very nice.

msc meraviglia food main dining room dessert

There is a huge variety of food available in the buffet.

The majority seemed to be made up of pasta, pizza and bread but there was also a grill section and an “Ethnic Corner” which I enjoyed.

They had Hot Dogs and Burgers too.

I don’t eat much dairy but had no problem finding dairy-free options in the buffet.

The only problem I had was I couldn’t find any dairy-free desserts – but I am pretty used to that.

msc meraviglia food buffet pizza

There was plenty of food in the buffet at breakfast time too.

This is what I chose to eat every day. I am a girl of simple tastes! Those little baguettes were incredible though. MSC makes really good bread!

msc meraviglia buffet breakfast

The food in Butchers Cut was really really good.

The portions were absolutely HUGE which made a change from the food in the main dining room.

The starters In Butchers Cut were definitely bigger than some of the main courses that I had had in the main dining room!

I had an amazing giant melted cookie for dessert. The fact that it was free made it taste even better!

msc meraviglia butchers cut speciality restaurant menu

The menu is absolutely huge. If you are eating for free as part of the Black Membership Perks, you need to order from the “dining experience” part of the menu – which we did.

Other Snacks Around The Ship

We spent quite a lot of time in the Sky Lounge watching the world go by.

msc meraviglia sky lounge sunset cruise ship girl

On a number of occasions, they brought us some little snacks – tapas almost!

msc meraviglia food sky lounge

I’d love to tell you what these are, but I honestly don’t know. Even at the time of eating, I had no idea what they were…

Check out my full MSC Meraviglia ship tour below:

General Thoughts

I was never hungry onboard the MSC Meraviglia.

The food portions were smaller than I would have at home, and I certainly ate more vegetables than I would normally – but that definitely isn’t a bad thing!

If you are considering a cruise onboard the Meraviglia but are worried having read negative reviews online, I would strongly urge you to ignore those Negative Nellies and try MSC.

Before You Go

I later took a very cheap Caribbean cruise on MSC Seaview. Find out exactly what I ate on that cruise, and what I thought of it here:

Free Insiders Cruise Line Guide

Sunday 6th of January 2019

Hi I’m going with my family on this ship in April I’m confused what to do regarding drinks as we haven’t purchased a drinks package my father literally only drinks tea but my kids would want juice etc would you recommend a drinks package or just PAYG?

Kind regards

Emma Le Teace

Sunday 19th of May 2019

Hey Mandy! Definitely just pay as you go. The drinks aren't too expensive and this is what I tend to do. They do have packages but they're all much more expensive than what I would spend in a day. It sounds as though you're in a similar situation.

Have a fabulous cruise, thank you for commenting.

Tuesday 6th of February 2018

Are the pastries/ chocolates free on the MSC Meraviglia? Ive sailed with Princess Crown and i love that they have pastries/desserts available free all day.

Sunday 18th of February 2018

Ummmmmm, only when the buffet is open :) There isn't a free promenade cafe like their is on Royal Caribbean ships.

Yacht Club LUNCH Menus

Here are the lunch menus from Meraviglia.  Nos # 4 & 10 weren't available when we were onboard.

Bear in mind that the menus don't necessarily appear in this order each day;  they're numbered for logistical purposes when the head chef sets the dining schedule, so, for example, you may have menu no #2 today and #11 tomorrow.

Thanks to some great detective work by   @Beamafar  we have been able to compile an almost complete set of the lunch menus on Meraviglia as of Oct/Nov 2019 [numbered 1-14] – note that this is missing nos. 4 and 10.

We thought that this post would be a complete set, based on the MD's statement that these are the official menus.  But I have also collected some additional YC Lunch menus [labeled x1, x2 etc.] that (a) may fill in the missing nos. 4 and 10, but (b) also seem to include variations on the other menus (at least on other MSC ships).

I suspect that there is, as always [!], a degree of variability in MSC's operations – but these menus should at least give a good sampling of what you will find on your cruise.  And – speaking only for myself [and DW] – the food delivered in the YC restaurant lives up to the promises of these menus.  Mangia!

@Beamafar  and I have now done our part.  If you would like to contribute, please feel free to post additional menus (or variations) and 'food porn' pictures.  Just please remember   that this thread is for Yacht Club LUNCH menus only.  See the separate threads for Yacht Club BREAKFAST and DINNER menus.

We also REALLY enjoy the YC pool deck breakfast and lunch offerings.  So, we divide our time between the dining room and the pool deck - depending on the itinerary, port choices and activities planned for the day!

Thanks for posting these.  I looked at Day One's menu.  What to select?  I will look at the others as I have time.

A shame!  In YC, they will take any item and make it the way you want.  Are you saying your wife does not eat meat, seafood, or vegetables?

She's a simple country girl..

"Simple" country cooking is called "comfort food" by many of us.  It reminds me of "home"; of a Grandmother and Mother who were excellent bakers and cooks.  Of my Grandmother's homemade Noodles and Dumplings and Coffee Cakes.  Green Beans and Ham and Potatoes was a staple when I was growing up.  Pork and Sauerkraut remain a staple for me, particularly, as a New Year's Day dinner.

I was encouraged by my Mother to "try" something different as I was growing up.  I came to learn and appreciate different cuisines, different preparations, different foods.  Surely don't like them all, however!

Sir, I agree with your thinking.  Your DW would not enjoy the cuisine that is offered in a Yacht Club Restaurant.  I hope both of you will find a cruise line that does offer cuisine/menus that both of you like.

Totally agree..I would try anything and probably like it. But I have another half. It is what it is.

Don't forget these are the Yacht Club menus---you could sail in a non-YC cabin and have access to other dining venues.  I assume if you're in YC you could eat elsewhere if you like (haven't yet sailed on MSC so I could be wrong about that), but the private restaurant is part of the YC draw.

Yes, I think that would be possible.  All of the specialty restaurants would be available.  Speaking to the YC Concierge, I would expect that he/she would be able to secure dining reservations in the ship's main dining rooms.

This all looks so good. My problem will be that I can't choose and want to try it all. I will be cruising on the Bellissima in September. Is it acceptable to ask for smaller portions, so I can try out more different dishes? Or when I like it to ask for a certain dish again? And again?  😊

Ask for as much as you want. Anything not finished will get ground up and given to the fish in the ocean.

Asparagus Panna Cotta as a Starter:  never saw that on a menu.  Floating Island's description  in the dessert section is something different.  These Lunch menus offer preparations that I have not seen on a dinner menu (most certainly on a lunch menu) on other ships that I have sailed.  Kudos to MSC!

MSC Cruises Drink & Bar Menus With PriceS – UPDATED

Last Updated on February 11, 2024

We spent a lot of time on a recent voyage with MSC Cruises trying to decipher the MSC drink menus and drink packages. We are posting the entire range of MSC drink menus to accompany the information recently published comparing the drink packages. These menus will also help people with the MSC Easy drink package better understand what’s included!

MSC Cruises Gratuities on Bar / Drink Purchases

Onboard bar purchases will incur gratuities, automatically added to all purchases : 15% gratuities on European, Emirates, South Caribbean, Red Sea, South America (Brazil and Argentina), and Far East itineraries, and 18% gratuities on North America itineraries. If you purchase a drink or beverage package, the price of the package includes the gratuities and you will not pay anything additional!

MSC Drink Menus

Ship wide drink list with prices *updated 2024 menus*.

This is the shipwide menu for bars, pool areas, main dining rooms, and lounges. This menu does not apply to specialty restaurants that have their own specific menus.

Please wait while flipbook is loading. For more related info, FAQs and issues please refer to DearFlip WordPress Flipbook Plugin Help documentation.

Master Wine List – Available in main dining rooms

This list is what is generally presented in any dining area or main dining room on MSC ships.

MSC Champagne Bar Menu

For MSC cruise ships with a Champagne Bar, this menu is presented, but they often have a full bar as well.

Brass Anchor Pub

The pub features quite a few beer options but pay attention to the prices if you are planning on using a drink package. Additionally, there are paid items to eat at certain times.

  • TRY IT : We’ve created an MSC Drink Calculator to see if buying a beverage package is worth it on your next cruise!

For people who have chosen the Easy Package or get it free with their cruise fare, there is a separate menu:

MSC Easy Drink Package Menu

A word about the drinks on MSC Cruises

If you plan on enjoying your cruise without purchasing a drink package, you’ll see by the above menus that the prices of drinks really aren’t terrible compared to other cruise lines. However, a drink package is now more commonly included as a perk or incentive when booking a cruise with MSC . Even if there is a slight upcharge for an included Easy Package for you’re next cruise, you’ll likely find that it’s well worth it given that it includes bottled water, sodas and specialty coffee which is uncommon with most cruise lines.

Learn more about the MSC drink packages that are available and how they are used.

Does the prices in the drinks menu include the gratuity? Or we have to add the 18% to know the total price?

Lizette, If you don’t have a drink package, and you are purchasing the drinks one by one, then you’ll pay the gratuity on top of the price you’re seeing. I believe the gratuity has just increased to 18% from 15%

We are two people traveling on MSC Meraviglia. Looking at these prices (some of them equal to or better than any hotel or Pub), I don’t think we are going to spend $560 (2 non-alcoholic packages) on water, coffee, and sodas in our 10-day cruise.

I agree- The prices really aren’t bad compared to other cruise lines! The packages make the most sense when they’re included as a promotion in the base fare at a discounted rate. I have friends that recently did a 2 week cruise with MSC and the drink packages were as much as the cruise. They declined and ended up spending a fraction of what the drink package would have been. Definitely worth doing the math!

how can i find out what brands of scotch are included in the easy plus package

Hi Bill & Susan, You can see the main menu above (first menu) and page 7 has “whisky” …. which they’ve sort of put all scotch and whisky together.

Remember it’s anything up to $10 per drink, so there are quite a few basic options available.

It’s explained on another page here that the Easy Package includes drinks up to $7.50, but I don’t see these drinks listed in the menu provided above, only the $9 ones. Did I miss something? Or is it $7.50 plus a 20% gratuity so it is $9.00 as listed on the menu which also includes the tip.

Hi Cory – If you look at the menu at the top of this page – and flip to the first page of the menu, it has the drinks up to 7.50 which are included in the “easy” package. MSC Generally has a menu for drinks that are part of the “Easy Package” and not all have a price associated with them (They’re just included). The $7.50 amount has been established since they now allow you to get a drink that is more than the $7.50 limit by paying the difference. I hope that makes sense!

Thanks! Don’t know how I missed that. I did the calculation and for our group of mostly light or non-drinkers, the packages don’t make financial sense when everybody has to get the same package, especially when we are going to be in port during most days and will get paid drinks there.

Sure! If you’re light drinkers, MSC Often has a promo for Easy or Easy plus as part of a cruise fare. I find that is the best way to go when it’s available since it covers everything from premium coffee & bottled water, etc. Not sure if you saw our MSC Drink Calculator (here) . This might help as well!

I noticed one can order bottles of wine pre cruise to be delivered to your stateroom. The prices for which seemed reasonable at @$32. My question is can you get a bottle at a bar on board and take it to your room or would there be a corkage fee?

Hi Kim! If you get the bottles onboard where they are available, you’ll pay a gratuity but not a true “corkage” fee by just taking them back to your room. So Expect to pay whatever their automatic gratuity / service charge is – but nothing else.

Hi. Are these prices in australian dollars?

Hello! The prices are in US dollars unless otherwise noted (sometimes we post prices in Euro, but it’s clearly stated).

Your not in Alice Springs anymore, mate!

Are these also the same prices if you were to buy the drinks a la carte?

Hi Josh – Yes, this is the ship-wide price list even if you’re paying for the drinks 1 at a time. For package customers, it’s a reference as to what the package will cover more than anything.

7 Things I Learned On An MSC Cruise Ship

When I have a client who has never cruised before I always start with MSC. But since they are the “new” ship on the block, inevitably my clients ask “Is an MSC cruise good?” I went on a 3-night voyage on the MSC Meraviglia to the Bahamas. I then went on a 7-night cruise from Brooklyn on the same ship. Here are the 7 things I learned while I was on my MSC cruise ship.

Organization Is Not A Strong Point

Unfortunately, the organization of MSC is very subpar. I think that they need to revamp their embarkation process. They had a lot of issues with getting guests onto the ship. One of their issues was their method of managing all mandatory requirements before sailing. It requires passengers to bring their travel documentation with them.

I even saw entire families waiting in the holding area because they were being denied entry! That’s why I encourage all of my clients to get travel insurance either through the company or better yet with my personal choice Safety Wing !

Inevitably, there were many passengers who didn’t, and that immediately created lines. Luckily we arrived a couple of hours earlier so we didn’t have to wait too long. Unfortunately, others were not so lucky. Our ship was supposed to leave Port Canaveral, Florida at 4 p.m., and there were still lines at 6 p.m.

There needs to be a different more streamlined process because it created a bit of chaos and a little bit of disorganization. Another one of their disorganization issues revolves around the mandatory evacuation drills. Most cruises that I’ve been on have a seamless process, MSC not so much. Disney Cruise Lines shines in this department .

During the chaos of embarkation, they made several shipwide announcements to all passengers to voluntarily report to the muster station. A good portion of the travelers on the ship had never heard of this drill before!

Travel Tip: Muster Station Safety Drill

MSC’s muster drill was a series of announcements over the ship’s system demanding that “all passengers report to their muster station.” If you didn’t know what that was, you were not reporting. Even if you did know where it was, you didn’t know where to find it! This only added to the chaos that was embarkation. This is absolutely NOT one of the things that make MSC cruises good.

Cleanliness, Beauty, and Dining Are Where They Shine

The MSC Meraviglia is beautiful. There really isn’t any other way to describe it. It looks like it’s brand new, and has never been used. It smelled new, it was shiny and it literally sparkled. And by literally, I mean that the stairs literally sparkled! Seriously, they are made of Swarovski crystals and are absolutely breathtaking.

The rooms were very clean too. Honestly, it oozed “modern.” We stayed in a standard balcony stateroom and it was slightly larger than other cruise lines we’ve sailed. The bathroom was spotless, and for me, that is a big win. As with all cruise staterooms, the bathroom was on the smaller side, but it was overlooked because of how clean it was.

Travel Tip: Make sure you bring an adapter if you want to blow dry or straighten your hair in the bathroom. Since it is a European ship, they only had Euro power outlets in the bathroom. These are the ones I recommend .

The Food! Things I Learned On An MSC Cruise Ship–EAT ALL THE FOOD!

By day two we were loving every bit of food we ate. I don’t remember having one piece of food that I did not like. The quality is fresh and the variety is acceptable in the buffet area. I particularly liked the breakfast options. The variety of pastries alone made me wish I was back.

Their main dining hall was at the back of the ship and offered spectacular views. We ate there for what we affectionately called “dinner” at the earliest time 6 p.m. and found that the menu did not change, at all. That made our ventures into the specialty restaurants which we called “supper” that much more eventful.

We ended up eating at several of their specialty restaurants, and they are worth every penny of added expense. The options were:

  • Hola! Tacos & Cantina
  • Butcher’s Cut
  • Kaito Teppanyaki and Sushi
  • Main Dining Buffet

One of the negatives was the bars/lounges. Most of them were closed for our cruise. We were told that it was because of a staffing issue. I think that they need to improve this in order to improve their US-based customers.

Travel Tip: Try a drink when you are on a cruise that is different than anything you’ve ever had! If you like it, at least you’ve found a new drink! If you don’t, at least you tried!

They Are Very Family Friendly

Some cruise lines excel at family-friendly activities. MSC is one of them. First, moms of littles, you will be happy to learn that MSC offers a fun playroom for children under 3! Most places don’t offer that service!

They also have plenty of amenities that cater to older kids. There is a basketball court that converts to a teen nightclub at night, an ice cream bar, a virtual reality arcade, LEGO rooms, computer labs, and more!

What sets them apart, however, is that they have activities for families that like to think outside the box. I call these families “learning families” because they try to have moments with their kids while on vacation. MSC offers that with multiple “teaching with experiences” activities.

They aren’t just fun and games, they offer cooking classes, language classes, and immersive cultural tours while on location.

But when it comes to fun and games, they offer enough varieties to keep the kiddos entertained.

I Like How They Are Growing Their U.S. Fleet

MSC will have 2 new ships in 2022, the MSC Seascape and World Europa. They will then have 5 ships sailing in the USA throughout the year. Each of these ships has that unique new “flair” that MSC ships seem to offer. The word that comes to mind is sophisticated.

They are building a new port in Miami which will be the furthest and last built in a state-of-the-art cruise terminal that will open in late 2023. The key takeaway I got was that MSC is a higher-end cruise line. Their amenities and services are not for those who are looking for budget or party cruises.

In April of 2023, they will start sailing from New York City, which is such a benefit to my fellow northeast peeps! MSC Seascape will make its home there. MSC also announced that they will be launching World Europa, their largest ship in the fleet, and her sister ship MSC Americana.

I’d be cautious about booking cruises on those first cruises out of either new port. I’m sure it is not going to be organized. You’ll definitely want to avoid booking after they’ve been returning from a foreign country as the entire crew has to be inspected and the crew has to participate in Coast Guard drills, etc. That means lines, and waiting and we already know they aren’t good at that.

The Yacht Club Upgrade is Essential

MSC’s Yacht Club is an exclusive white glove service upgrade. They market it as a ship within a ship. It’s geared towards the more open-minded explorers w/higher education or more experience with travel. Yacht Club members are the travelers who when they arrive at a destination experience it. They go to museums, visit locals and eat at dive restaurants.

The Yacht Club amenities are worth taking a look at. Not only do you have access to your own wing of the ship in larger staterooms, but you also are treated like royalty!

On the ship, the Yacht Club experience is designed to give you 360 sea views at all times. In their private area on board, Yacht Club members receive:

  • Private white-glove butler service
  • Espresso machine (in-room)
  • Pillow menu
  • 20-hour private concierge
  • Premium open bar
  • Private area for shows
  • Priority boarding and disembarkation (which allows them to avoid the lines)
  • A dedicated private beach area at Ocean Kay (private island)
  • Yacht Club Only restaurant with Michelin star chefs
  • Private pool and whirlpools
  • So much more!

In my opinion, it represents the future of cruising. On some of the newer ships, the Yacht Club is going to feel like you are in a 5-star resort in the middle of the ocean.

The Private Island is…Spectacular

There really isn’t much more to say than that. It’s the Bahamas, so you can already assume that the island was going to be nice. But MSC made it a mission to repurpose this island into the beautiful paradise it was.

The private island has a wedding venue and a pavilion. I would definitely be adding it to the list of best places for your destination wedding or honeymoon . Bimini Beach is on the list and I try to visit it as much as I can!

I highly recommend choosing a cruise that spends the night on the island so that you can witness the lighthouse light show!

Their Customer Service Leaves A Lot To Be Desired

It seems like a lot of the staff was not knowledgeable about certain things. It was almost as if they were new to the ship and didn’t know how to properly do their particular job. Throughout the entire trip, I heard guests complain about the customer service. One passenger stated that a staff’s response to a customer issue was “oh well.”

I didn’t personally have any issues, but whenever I had a question, I did find it a little unprofessional that the staff I asked usually couldn’t answer it. I spoke with a logistics coordinator for MSC in the shipping sector who was also on this cruise and she stated:

One of the issues people were having was with the credit card on file. Most cruise lines allow guests to use the credit card that they used to book their cruise for additional expenses. If you purchase anything you’ll just get a bill at the end of the cruise, and that’s it! Again, MSC does things differently.

They require clients to add a card either at check-in or at one of their kiosks for charges on board. This caused confusion, especially for travelers who are used to just having their card added for them automatically.

The credit card situation came back again when we were checking out of the ship. Passengers couldn’t disembark until they “settled their bill” prior to leaving. Most cruise lines do that for you. Very chaotic.

If you are sailing to the Caribbean, my answer is not quite yet. I think they need to get a year or two into the U.S. market before they are ready for the accolades of other companies. On the other hand, if you are cruising in Europe, I wouldn’t go with any other brand.

I do think that if you are a seasoned cruiser, you’ll definitely like the “up-scale” nature of MSC. If you would like to book your MSC cruise at some AMAZING rates! Click here to schedule a consultation with me!

When I have a client who has never cruised before I always start with MSC. But since they are the “new” ship on the block, inevitably my clients ask “Is an MSC cruise good?” I went on a 3-night voyage on the MSC Meraviglia to the Bahamas. I then went on a 7-night cruise from...

  • Moscow, the city for life – Russia

Moscow Urban Forum in Moscow

Recently the Moscow Government published under the headline “Moscow, the city for life” its seven development priorities. A document distributed at the Moscow Urban Forum in December 2013.

Moscow is with a population of over 12 million people one of the biggest metropolis in the world. The real number of citizens is difficult to establish as Moscow is the destination of many migrants, legal and otherwise, drawn by higher salaries and better services and living conditions. In 2010 alone, 126,000 newcomers were officially registered in the city, but the actual number is certainly much higher. The Moscow International Internet Portal indicates that “By some estimates together with commuters working and studying in Moscow, migrants, transit visitors and tourists the daily actual population of Moscow amounts in general to 15 – 20 million people”. It is forecast that by 2035 the population of the Moscow region will increase by 4,000,000 people and amount to 22,800,000 people.  It is expected that by 2020 passenger traffic generated by the ‘New Moscow’ will double whereas the capacity of the existing infrastructure is already exhausted.

After adopting in 2011 different government programs for the key directions of the capital’s development, the Moscow Government worked out in 2013 its main objectives for the creation of comfortable living conditions with the definition of seven development priorities: 1) Mobile City; 2) Comfortable urban environment; 3) Healthy city; 4) Well-educated city; 5) Socially protected city; 6) New economics of Moscow; 7) Open Moscow.

It is a large and ambitious programme highlighting the goals reached and progress made in the last years, and illustrating the objectives for the next years in numbers and graphics.

Moscow development priorities, Mobile City

An important part takes the improvement and development of the transport infrastructure. Moscow is literally suffocated by the significant growth of the personal car fleet, doubling from 2.6 millions cars in 2000 to 4.5 million in 2012 and the increase of commuting du amongst others to the ongoing separation of business centres and residential areas. Over two-thirds of the municipal investments have been assigned in future for the improvement and modernisation of the transport infrastructure, roads and public transport, an estimated 329 billion roubles for 2013.

Moscow Subway Plan 2013-2020

Moscow Subway Plan 2013-2020 © Moscow Subway

Today over 60% of the total volume of Moscow passenger transportation is carried by the subway and this traffic capacity should increase by 1.2 billions persons annually. Just to illustrate the ambitions, the program foresees to rise the average annual construction of subway stations from 2.75 stations, from 2009 – 2012, up to 9.1 stations per year for the period 2013-2020, with the final objective to construct 73 new stations by 2020. They say themselves, that it is the most rapid construction program in the entire history of the Moscow subway. In comparison the metro line of the Paris metropolis, Le Grand Paris Express, foresees to build 205 km of metro lines and 72 new stations between 2013 and 2030. It seems that Moscow want to do in less than half the time.

The development priorities draw the picture of a metropolis with a population using in the last years more intensely the public spaces, the cultural institutions, the shopping area and demanding for a higher urban living standard. A population that has better access to medical facilities and a growing life expectancy, 75.8 years in 2012, and a growing natality rate. A population with opportunities for a better education starting from more kindergartens over preschools to high schools. Interesting is the development of the average salary of a school teacher in Moscow, from 39200 roubles in 2010 up to 64100 roubles in 2013: an average annual growth of 12% in a context of an inflation of approximately 6 %, leaving a real salary growth of 6 % per year. Not bad, seen from a Western European perspective.

But Moscow also wants to be a city that cares about its less fortunate citizens. The program is about social protection of older generations, assistance to needy families and persons with limited capabilities. It is about free access to public services, like transport, medical treatment, recreation, financial support and accessibility of public buildings. It also concerns providing housing for certain categories of citizens, probably one of the most difficult task, as Moscow has been ranked regularly among the five most expensive cities in the world in terms of the cost of housing.

To finance this new and improved public facilities and services, the Moscow Government counts on the dynamic of investments, supposed to grow from 732 billion roubles in 2010 up to 1719 in 2016. A mixture of better services for the investors, improved infrastructures and tax incentives should keep the dynamic going.

Gorky Park in Moscow in summer

The Open Moscow development priority aims to create and strengthen the links between to residents and the public services. Improvements in the information and communication with the citizens, in the collecting and carrying out of suggestions of the citizens, and monitoring the activities of the public officers of municipal services, probably to fight corruption and try to establish a kind of confidence. Different internet sites like the Our City Website , regrouped in one Open Data Portal , should play in mayor part in this new Open Moscow development.

This program looks like a step in the right direction. It is developing Moscow towards a multi-layer, multi-functional city, trying to diversify the transport system, the municipal offer in public spaces, recreation and medial facilities, and supporting the poorer populations. The success of the renewal and transformation of the Gorky Park is a sign of these multi-functional and high-quality public spaces and the demand of the citizens for such spaces.

What is still missing for me is a clearer image of what Moscow wants to be in its whole, and in its parts. For the moment the document is set up as a catalogue of good intended programs, but not yet as an integral city development program. An example is the important investments in the public transport and in the road system, with the hope to encourage the citizens to abandon their excessive use of personal transport. But as long as the Moscow develops its road and parking system, citizens might prefer their car to public transport. Further detailed choices have to be taken on the different aspects of these programs and their feasibility in the near future.

Annotation: For this article I analysed the English version of the publication “Moscow, the city for life – Moscow development priorities” from the Moscow Government.
