CHRISTINA O is one of the most iconic motor yachts ever launched, best known for her grand interiors and unrivalled level of luxurious amenities.

Starting life in World War Two as a Canadian frigate, Christina O was purchased in 1954 by Greek shipping magnate Aristotle Onassis, who transformed her into the most luxurious private yacht of her time. She went on to host a wealth of illustrious guests, ranging from Marilyn Monroe and Frank Sinatra to John F Kennedy and Winston Churchill.

Onassis epitomised the life of the superyacht elite, garnering a reputation as the original jetsetter, but following his death in 1975, Christina O fell into disrepair. Luckily, a meticulous restoration project led by a family friend of Onassis was completed in 2001 and, today, charterers can enjoy the resonance of her unique past with the ultimate in luxurious accommodation and on-board service.   

Exterior Design

Styled in the early fifties by Caesar Pinnau, the exterior of Christina O easily stands out among other superyachts on today’s charter market thanks to her distinctive clipper bow, long sheer line, rounded superstructure and dazzling white topsides, and this is not forgetting her trademark, vibrant yellow funnel. A variety of vast open-air spaces across Christina O offer a multitude of options for lounging and socialising. The top level of the yacht, known as the compass deck, is well-primed for sunning, with a line of chaise loungers and a bar, while the spacious promenade deck below features an aft spa pool, and alfresco dining and bar setup. Most impressive is the main deck, where Onassis’ swimming pool has been faithfully restored with its renowned Minoan bull and vaulter mosaic. What’s more, the bottom of the pool can be raised to form a dance floor.

Interior Design

Christina O’s expansive interior was completely gutted during her most recent refit, with notable artefacts salvaged and sensitively restored. Aftermost on the main deck is the Lapis Lounge, named after its original lapis fireplace, which remains in place, and decorated in the style of an English country manor house. The main deck is also home to a dining salon with a 24-seater table, and the Aris Bar, which boasts its original rope-covered bar, whale fang bar handles and whale-skin bar stools. A majestic atrium with a striking mosaic of the Onassis omega logo then allows guests to access the two further salons on the promenade deck above via a spiral staircase.

Guest Accommodation

Known as the Onassis Suite, the yacht’s master stateroom stretches across the forward section of the bridge deck and comprises three rooms: large sleeping quarters, a white Penteli marble bathroom and a book-lined study. The latter is oak-panelled and boasts the original onyx fireplace, while the bedroom is illuminated by authentic Baccarat crystal wall lights, adding to its elegance.  The other accommodation on board comprises 10 double staterooms on the main deck forward and eight convertible cabins on the lower deck.

Onboard Comfort & Entertainment

As well as her impressive lounging and dining facilities, Christina O also features a unique variety of leisure and entertainment facilities, particularly on her promenade deck. These include an oak-panelled library with green upholstered chairs and settees, and a huge saloon, boasting three large seating areas. This space can also serve as a ballroom, with a raised dais for the orchestra, as well as a cinema thanks to a drop-down screen and state-of-the-art sound system. There is also a glass-panelled gymnasium on board and a music room with a Steinway piano where the likes of Maria Callas and Frank Sinatra once performed.

Performance & Range

Built with a steel hull and aluminium superstructure, she offers greater on-board space and is more stable when at anchor thanks to her full-displacement hull. Powered by twin MAN engines, she comfortably cruises at 15 knots, reaches a maximum speed of 19 knots with a range of up to 5,000 nautical miles from her 329,000 litre fuel tanks at 10 knots. An on board stabilization system ensures comfort when underway.

Christina O knows a thing or two about fun on the water, with a selection of water toys and accessories for you and your guests to enjoy whilst on charter. Principle among these is a Flyboard which is a must for any self-respecting thrill-seeker, prepare for supersize thrills - even beginners will enjoy the thrill of swooping skywards and ‘dolphining’ back into the water. Additionally, there is a waterslide letting guests speed from the sun deck to the water in seconds. Take to the sea on a Jet Ski offering you power and control on the water. If that isn't enough Christina O also features towable toys, kayaks, paddleboards and snorkelling equipment. When it comes to Tenders, Christina O has you covered - with four tenders, including a Hacker Craft Limo Tender.

Aristotle Onassis's Christina O is an historic superyacht that has hosted many powerful dignitaries and Hollywood stars over the years.

It wasn’t always a glamorous superyacht . The vessel started out as Canadian Navy Frigate,  HMCS Stormont , built in 1943 by Vickers of Montreal. It played an active role in World War II. In 1952, Onassis acquired it for $34,000 as part of a block purchase of ten ships that he intended to convert into a fleet of whaling vessels. When plans fell through, he kept Stormont for himself, spending $4 million (or about $46 million in today’s dollars) to convert it into a luxury superyacht—the first true gigayacht. He lengthened the hull by 29 feet and named it Christina after his daughter.

No expense was spared for its rebirth. Powered by steam engines that delivered a top speed of 21 knots, the yacht was equipped with five fast launches, a glass-bottomed boat for underwater observation, a small dinghy, two kayaks, a Fiat 500, and a five-seater Piaggio P.136L-2. (This was the same seaplane that crashed in 1973, killing Onassis’s 24-year-old son Alexander.)

Christina was one of the few yachts of its time to have an elevator, not to mention a surgical operating theater with radiography equipment. The mosaiced swimming pool also broke molds, with a minotaur-themed lifting floor that converted into a dance floor.

A close-knit group of Onassis’s friends and family partied alongside powerful figures and stars of the silver screen, including Marilyn Monroe, Margot Fonteyn, Frank Sinatra, the Rockefellers, the Rothschilds and Paul Getty. Ex-King Farouk of Egypt referred to the yacht as “the height of opulence.” The guests were entertained in reception lounges that are now famous with whispered stories.

The wood-paneled Jackie O Lapis Lounge on the main deck—named after a lapis-lazuli fireplace rumored to have cost a princely sum of one dollar per square centimeter—is stocked with rare books and a self-playing electric piano. The fake El Grecos that Onassis hung during his ownership—“If people want to believe they are authentic, why spoil their pleasure,” he once quipped—have been switched for real masterpieces by Renoir, Le Corbusier and Chirico.

Adjacent is Ari’s Bar where orca teeth serve as armrests for stools and are engraved with scenes from Homer’s The Iliad and The Odyssey . Wood from a sunken Spanish galleon was used for the bar. On the walls hang portraits of John Wayne, Elizabeth Taylor and Richard Burton, all guests aboard the boat.

Christina was also a place where Onassis conducted business, thanks to the network of 42 telephone lines across the boat. John F. Kennedy and Winston Churchill had their first encounter on the yacht. Britain’s wartime Prime Minister enjoyed eight voyages between 1958 and 1965 and was the only guest for whom Onassis gave up his own suite. The Library is named in his honor.

The 16 additional guest cabins are named after and inspired by Greek islands. The Ithaca suite was Christina’s cabin, which she surrendered to Greta Garbo, Maria Callas and Jackie Kennedy (prior to her marriage to Onassis in 1975) whenever they visited. They each feature wood, marble and gold bathroom fittings. The pastel color schemes were selected by Jackie O, who was renowned for her restoration of the White House.

Maria Callas embarked on a nine-year-long love affair with Onassis in 1959. The Maria Callas Lounge contains her original grand Steinway piano. Her wedding rings from her first marriage and a solid silver Tiffany dish presented to her by JFK are displayed by the entrance, and the entire collection of her operatic recordings are available to play. For film nights, there is a remote-controlled projector.

After Onassis’ death in 1975, his daughter gifted the boat to the Greek government and a slow deterioration ensued. In 1999, a new owner, Onassis family friend John Paul Papanicolaou, undertook a sizable refit estimated at $50 million that replaced 65 percent of the steel hull. He also renamed the vessel Christina O .

Subsequent refit work from 2016 to 2018 added an aft deck bimini system and a boarding platform for easier guest transfers. Two sets of Vosper stabilizer fins were installed, along with cold rooms, an incineration chamber and garbage compactor for the lower deck galley. A split-level Jacuzzi deck now overlooks a bar and large dining table with intricate marquetry inlays depicting the tales of Ulysses.

A pair of restored mahogany HackerCraft tenders sit alongside original features, such as the circular staircase with its onyx and silver handrail, vintage wall lights and leather settees.

The vessel has recently been a case of life imitating art. Christina O played a starring role in the Netflix series  The Crown and 2022 comedy  Triangle of Sadness . The 1956 wedding reception held on board for Prince Rainier and Grace Kelly was echoed in 2019 when supermodel Heidi Klum was married on board. Most recently, Rupert Murdoch chartered the yacht in July for a family reunion in Positano, Italy.

Other amenities include a spa with two full-time therapists forming part of the 38 crew and a chest of water toys, including an inflatable slide and Flyboard. Those weren’t toys that were available when Onassis acquired the vessel and turned it into a superyacht, but one imagines he would’ve approved.

Christina O can be chartered around $768,500 per week with Morley Yachts.

The superyacht Christina O did not start her life on the seas as a playground for the rich and famous. Constructed in 1943 by Montreal-based shipbuilder Canadian Vickers, the 99m Canadian frigate - originally called HMCS Stormont - was first used to serve in the Second World War and was present at the D-Day landings in Normandy in 1944.

Acquired in 1954 by Aristotle Onassis, it was the Greek billionaire shipping magnate that transformed the Stormont into one of the world’s most luxurious superyachts . Renamed after his daughter, Onassis spent $4m on the refurbishment of a ship that would become an elite and exclusive entertainment destination.

From John Fitzgerald Kennedy and Winston Churchill to Marilyn Monroe and Jackie Kennedy, who Onassis later married, Christina O hosted some of the world’s most influential people during her glory years. The wedding reception of Monaco’s Prince Rainier and Grace Kelly was also held on board, while legendary Hollywood couple Richard Burton and Elizabeth Taylor were regular guests.

Today the Christina O can be hired for corporate events and be chartered for private use. Charter prices start from €560,000 (£492,900) a week in low season to €630,000 (£554,700) a week in high season. See morleyyachts.com

‘Greatest yacht of them all’

After a number of refits, the ship has been meticulously restored. It can sleep up to 34 guests who can enjoy the same luxury experienced by the famous visitors of yesteryear. Designed to the highest standard, Onassis’s “unique taste is everywhere”, says Boat International magazine. Christina O is regarded by many as the “greatest yacht of them all”.

Swimming pool

One of the highlights aboard the superyacht is the beautiful swimming pool. Designed with a tiled bull mosaic, the pool can turn into a dance floor at the flip of a switch.

Jacuzzi deck

Relaxation is the top activity on the Christina O. As well as the Jacuzzi deck (pictured) the ship also has an indoor air-conditioned gym and a spa which offers beauty treatments and massages.

Callas Lounge

The surroundings inside the yacht are as plush as the exteriors. The Callas Lounge (pictured) is named after the American-born Greek soprano Maria Callas. Regarded as one of the influential opera singers of the 20th century, it’s said that her “opera notes still play in the Callas Lounge”.

Ari’s Bar

The legendary Ari’s Bar is christened in tribute to Aristotle Onassis himself as “this was one of his favourite places in which to enjoy a drink”, says Yacht Charter Fleet .

Ranked 56 in the Top 100 Largest Yachts in the World list, Christina O is the “epitome of elegance and luxury”, says Superyachts.com . “Its capacious deck can host up to 250 guests beneath extensive canopies, perfect for a special occasion or one-off corporate incentive.” Other amenities include the Galaxy Bar on the Compass deck and the large Jacuzzi on the Promenade deck.

Onassis’ Suite

The expansive and luxurious Onassis Suite is situated on the bridge deck and holds a spacious bathroom with Jacuzzi tub and a private en-suite lounge, says Superyachts.com .

Christina O’s elegant marble-railed spiral staircase covers three decks and at the bottom is the floor depicting Onassis’ Omega emblem.

To say that the yacht Christina O has a reputation to maintain would be an understatement.

The vessel is not only a beauty, one of the longest yachts in the world and one of the most impressive conversion to occur in the yacht world. Christina O is also a ship where history was written, and where numerous of the most powerful and famous spent some time.

The conversion of Christina O: from war vessel HMCS Stormont to superyacht

Christina O story is rather unusual. Originally, she belonged to the Canadian army, by the name of HMCS Stormont. The frigate was primarily used as an anti-submarine vessel, and even served as a convoy escort during the Normandy landings.

The billionaire Aristotle Onassis bought her at the end of WWII and transformed her into a luxurious superyacht. He then named her after his daughter Christina.

Transforming a warship into a superyacht did not happen overnight. 6 years were necessary to make her fit to host her prestigious guests. Onassis spent 4 million for the conversion at the time, a rough equivalent to 38 million in today’s dollar value. The most extensive conversion ever undertaken for a boat. It did not neglect any part of the ship: wood from the Greek islands in the suites, gold fittings, and blue Syene marble in the bathroom… All of Europe took part in building this iconic superyacht.

One of the most renowned centerpiece of the boat was the Lapis Lounge, a fireplace made from Lapis Lazuli.

Ex Egyptian King Farouk reffered to Christina O as “the height of opulence” and it’s probably an accurate picture to describe her.

Aristotle Onassis was famous for owning Christina O, but also for throwing regular parties aboard as part of his lavish and decadent lifestyle. Wherever he was sailing with his yacht, he rarely was alone. The list of Christina guests is impressive and includes celebrities that are now part of world history.

Marilyn Monroe, Richard Burton, Frank Sinatra or Liza Minelli were some of the famous artists who stayed on the yacht. Among the business and governing world, familiar names such as John Kennedy, Winston Churchill, Rockefellers, or Princess Grace have been seen on Christina’s decks as well.

Onassis’s own suite was never given to any of its guests except for one: Winston Churchill. The British Prime Minister during wartime was the only guest of honor to have the privilege to stay in the owner suite. Churchill went 8 times on cruises on Christina, so he must have appreciated the gesture.

Christina O was also used to host famous weddings: Aristotle Onassis himself with Jaqueline Kennedy, Princess Grace Kelly and Prince Rainier III and more recently Heidi Klum and Tom Kaulitz.

After Aristotle Onassis’ death in 1975, Christina Onassis inherited the yacht name after her. In 1978 she offered it to the Greek government. 

The Greek government did not use her very long and ended up abandoning the vessel that quickly deteriorated. Ultimately, the yacht was looted and some of its most iconic pieces such as the blue Syene marble bathroom were lost forever.

In 1991, Alexander Blastos bought the boat back with the firm intention to give her a new life. But the purchase never went through due to financial fraud and Blastos never got his hands on Christina O, even after 4 years of trial.

Peter Tauck bought the yacht in 1998 and sold it to a friend of the Onassis family, John Paul Papanicolaou. A new refit was made, and Christina O went back to life. 16 months and $50 million later, Christina O was restored, and ready to be chartered. 

Since 2001 and her last refit, Christina O is as prestigious as it’s ever been.

CHRISTINA O Yacht – Paradise-like $40M Superyacht

Conceptualized by Aristotle Onassis, a Greek shipping magnate, the Christina O entertained the stars of the 20th century.

Onassis hosted the likes of Winston Churchill, Grace Kelly, and Elizabeth Taylor. The $40 million yacht hosted legendary parties, scandals, and luxury on the first personal yacht.

After World War II, Onassis bought the River-class frigate and spent $4 million converting the vessel into a luxurious superyacht named after his daughter.

The opulence reflected his tastes, with a Minotaur-themed mosaic swimming pool that could be raised into a dance floor once drained.

Ari’s Bar had barstools upholstered with the foreskins of whales, with whales’ teeth as the footrests and ivory armrests.

The bathrooms were in marble, and the fittings were in gold. The fireplace in the famous Lapis Lazuli lounge was encrusted in lapis lazuli.

Illustrator Ludwig Bemelmans designed and painted the children’s dining room. When Onassis died, his daughter donated the boat to the Greek government, which let the masterpiece go to rot.

In 1999, she was bought back from the Greek government by John Paul Papanicolaou and completely gutted.

The CHRISTINA O yacht was refitted with replicas of the lavish features Onassis was so proud of. The interior of the yacht reflects an English country manor house style.

During the refit, more accommodation was added to the vessel. The staterooms are smaller compared to 21st-century yachts. CHRISTINA O has a master suite and 17 passenger staterooms.

She can accommodate 34 guests on board and 39 crew. A spiral staircase connects the many indoor and outdoor living spaces.

She lacks the indoor boat storage that is now standard on superyachts, but she has many living areas, and the deck space is very generous.

She also features a glass-paneled gym, a music room, and other luxury amenities. The compass deck features areas for lounging and sunbathing, while the deck below, called the promenade deck, had an aft spa pool and dining area.

She also has a tender garage filled with toys for fun on the water.

Canadian Vickers built the CHRISTINA O yacht in 1943. She served in Normandy during WWII but later became a surplus relic.

Onassis bought the vessel for her scrap value. Onassis charged the Howaldt Shipyard in Germany with creating the lavish personal yacht.

Caesar Pinnau, a German professor of architecture, created classic lines and a high stern for the new and improved CHRISTINA O.

The classic yellow funnel remains to this day. While the yacht retains some of her rugged exteriors, she appears low-slung and eye-catching in the water.

With a length of 99.1m, the CHRISTINA O yacht has a beam of 11.12m and a draft of 4.24m.

She has a volume of 1802 gross tons; she has a top speed of 19 knots and a cruising speed of 14 knots. Her MAN engines give her a range of 5000 nautical miles.

She was one of the first boats to fit an onboard stabilization system for guests’ comfort.

An iconic vessel on which Maria Callas sang and Winston Churchill engaged in heated political debate with Aristotle Onassis. However, to fully understand the incredible history of this magnificent 99.13m superyacht, you need to travel back almost a century to her humbler, yet nonetheless impressive, beginnings.

Built in 1943 by Canadian Vickers, this one-time frigate, originally known as Stormont, played an active part in the Second World War, including participation in the D Day landings and escorting convoys of ships providing defence. In late 1944, she reportedly spend a record 63 days at sea – the longest active period of any frigate during the war.

However post-war she had the good fortune to be acquired by Greek shipping magnate Aristotle Onassis, who decided to invest in rebuilding and renovating her, completing an amazing metamorphosis from illustrious war vessel to one of the world’s most famous and celebrated superyachts.  

Named after his daughter, Christina O – then called Christina - became a favoured destination for world leaders, movie stars and the business elite during the 1950s and 60s - an invitation on board was regarded as the pinnacle of arriving in society. Ari’s Bar, meanwhile, is probably the most famous and iconic room on board. With a bar crafted from the wood of an ancient Spanish galleon, it is decorated with atmospheric black and white portraits of previous guests including John Wayne, Elizabeth Taylor and Richard Burton. It was the setting for numerous great historical meetings of minds, notably the first encounter between John F Kennedy and Winston Churchill, who made an incredible nine voyages on the yacht.

The Maria Callas Lounge is dedicated to Ari’s grand amour of opera, whose exquisite recorded arias still drift around the lounge. A grand Steinway piano is available for guests to play and a remote-controlled projector descends to show movies while the Sir Winston Churchill Library offers peace and tranquillity for guests looking for respite from the sun and a little solitude.

And then there is the cuisine. A team of six chefs from as far afield as Argentina and Japan is headed up by French Executive Chef Damien Perrinel, whose Michelin-star experience in some of France’s finest restaurants means that guests can enjoy a hedonistic dining experience every day, sampling divine dishes from every corner of the planet either on deck or in the elegant dining room, the centrepiece of which is a long table which can seat 28 guests.

With wellness a key factor for many, Christina O also boasts a spa with two full- tim e therapists which is open all day long for no extra charge during charters, offering a variety of luxury spa treatments.  

The water sports department also delivers at the highest level of excellence; instructors can award RYA jet-ski licenses to guests while on board and coach them in having fun safely on the three SeaDoo waverunners in line with local regulations. Operations manager Florin Belciug has worked on board for 12 years and agrees that Christina O offers a unique experience to charter guests. “She has a classic history and charisma that most boats just don’t have. Many charter clients choose her for this reason. The Americans love the fact that Jackie Onassis and JFK spent time on the yacht. They are impressed from the moment they step on board.”

Christina O is stable, cruising fast with her relatively new engines up to a top speed of 19 knots and, with sufficient officers to allow the yacht to sail from one anchorage to another overnight, every night, guests can enjoy a full day at a new anchorage from daybreak.  

Charters can cover significant distances; during one charter in 2019, Christina O departed from Venice to cruise down the coasts of Croatia and Montenegro and through the bay of Kotor before heading across to Sicily and the Lipari Islands, and then north to Capri and Amalfi, finishing in Naples.

She is also one of very few yachts legally allowed to charter in Greece with a non-Greek flag thanks to possession of a Greek charter license.

U.S. Eyes $156 Million Yacht in Dubai Linked to a Russian Oligarch

The U.S. Justice Department is taking steps to seize the Madame Gu, a 324-foot luxury yacht, but it will be diplomatically thorny.

DUBAI, United Arab Emirates — On a clear morning in late October, the jewel-blue hull of the Madame Gu, one of the world’s most luxurious superyachts, gleamed, its aluminum rails shimmering in the sun. Workers on the pier said they had recently seen people painting, cleaning and generally keeping the ship with its helipad and six guest staterooms in pristine condition.

In past years, such a scene would not have been noteworthy. Many superyachts come and go from Dubai’s Mina Rashid Marina, best known as the home of the Queen Elizabeth 2, the trans-Atlantic ocean liner-turned-hotel that dominates the waterfront here.

But Russia’s war in Ukraine has turned an otherwise routine tableau into a diplomatic battleground between the United States and the United Arab Emirates, an important American ally that has established itself as a safe haven for Russian money and assets out of the reach of U.S. sanctions.

The $156 million Madame Gu epitomizes the problem. In June, the United States designated the vessel, which is linked to Andrei Skoch, a Russian steel magnate and lawmaker under sanctions, as blocked property. That means the yacht cannot use American companies for its upkeep, employ U.S. citizens or even use the dollar. The Justice Department is now taking steps to seize the Madame Gu, according to people with knowledge of the plan.

But the United States can’t seize property in a sovereign nation without permission from its government. The Emirates, which has taken a friendlier position toward Moscow, is balking at cooperating with the United States to pursue oligarchs, American officials said. The Kremlin is also using oligarch-controlled companies in the Emirates to acquire war supplies that the West is trying to keep out of Russia’s reach, according to a Western official involved in the sanctions effort against Russia.

Emirati officials did not comment specifically on the Madame Gu but said in a statement that they took their role “protecting the integrity of the global financial system extremely seriously.”

A closer examination of Russian assets in the Emirates shows that even before the war in Ukraine, Dubai had become a playground for Russians with links to President Vladimir V. Putin. At least 38 businessmen or officials with ties to the Russian president own homes in Dubai that are collectively valued at more than $314 million, according to the Center for Advanced Defense Studies. Five of those owners are under U.S. sanctions.

Since the Russian invasion, Dubai has established itself as a safe haven for Russian yachts and aircraft unable to sail or fly elsewhere. After Russian jets were barred from the European Union in late February, the Emirates became the destination for 14 percent of all private flights leaving Russia, up from 3 percent before the invasion.

“It’s frustrating when you see huge assets that are sitting out there and it appears that the country is not cooperating,” said Senator Sheldon Whitehouse, Democrat of Rhode Island, referring to the Emirates. “It would be nice if there were more common cause against Putin while he’s busy shelling hospitals and schools.”

Mr. Whitehouse is sponsoring legislation that would use proceeds of the sales of seized Russian assets to help rebuild Ukraine. Senior officials at the Treasury and State Departments have also complained publicly about the situation.

U.S. officials view the presence of superyachts in places like Dubai and Bodrum, Turkey , as a symptom of wider Russian circumvention of sanctions and continued access to financial markets. Yachts have also come to symbolize the decadence of Russia’s oligarchs, especially at a time when Russian soldiers are scrounging for body armor and sleeping bags on the front lines.

Pursuing the Madame Gu

Built by the Dutch firm Feadship and put into service in 2013, the Madame Gu has a large helicopter pad on its forecastle with a hangar underneath that can double as a squash court when the chopper isn’t on board. The vessel has berthing for 36 crew members, according to one trade magazine.

Mr. Skoch, a member of Russia’s Parliament who is linked to assets worth billions of dollars, according to U.S. court filings, has had sanctions imposed on him twice by the United States, first in 2018 and then after Russia’s invasion this year. The Treasury Department has cited his “longstanding ties to Russian organized criminal groups.”

Mr. Skoch could not be reached and did not respond to messages left at his office at Parliament.

In an interview in October about the government’s broader efforts to go after the assets of oligarchs, Andrew Adams, a federal prosecutor leading the Department of Justice’s KleptoCapture task force, declined to discuss the Madame Gu. But the United States, he said, is warning companies they must not do business with individuals and assets under sanctions. The government, he said, will pursue oligarch-owned assets whose sale could be used to aid Ukraine.

“Where we know there is an asset that can potentially provide significant remuneration for Ukraine, that obviously is an attractive case to pursue,” he said.

U.S. officials are likely to use the case they made for impounding a $90 million Airbus business jet linked to Mr. Skoch in August as a blueprint for seizing the Madame Gu, said people familiar with the plan.

That means investigators will aim to show that the owner of the vessel, or the companies that have been providing services to it, have intersected with the U.S. financial system.

“If there are U.S. dollars or a U.S. nexus associated with supporting this vessel, massive enforcement actions could take place,” said Adam M. Smith, a former official overseeing sanctions at the Treasury Department. Companies that provide support to entities under sanctions could potentially face their own sanctions, said Mr. Smith, who is now a lawyer at Gibson Dunn in Washington.

This year the United States has carried out two high-profile seizures of yachts tied to Russians under sanctions, working with cooperative governments. The $300 million Amadea was taken in Fiji in May and sailed to San Diego under an American flag. In April, the United States worked with Spanish police to seize the $90 million Tango.

A Problematic Partner

Diplomatically, the Emirates has been reluctant to take a clear anti-Russian position when it comes to the war in Ukraine. Sheikh Mohammed bin Zayed Al Nahyan, president of the United Arab Emirates, recently met with Mr. Putin in St. Petersburg, and the Emirati foreign minister recently hosted his Russian counterpart. Yet Sheikh Mohammed has also talked with Volodymyr Zelensky, the president of Ukraine, more than once and recently gave the country $100 million in humanitarian aid.

The United States has publicly expressed dismay over the mixed messages.

During a visit to Dubai in June, Wally Adeyemo, the U.S. deputy treasury secretary, warned of the need for vigilance and proactive steps in combating Russian evasion. That same month Barbara Leaf, the State Department’s under secretary for Near East Affairs, said at a congressional hearing that regarding the Emirates, she was “not happy at all with the record at this point” on sanctions enforcement. Mr. Adeyemo reiterated his concerns in a meeting with Emirati officials in October in Washington.

A senior State Department official said in a statement to The New York Times that the agency continues “to reinforce the importance of conducting enhanced due diligence to prevent sanctions evasion and investigating allegations of such activity” to the Emirates.

The Treasury Department declined to comment on the Madame Gu or the relationship with the Emirates.

Last month, the Treasury Department announced it had placed sanctions on an Emirates-based company, Constellation Advisors Ltd., that the American government said was operating on behalf of a nephew of another Russian oligarch, Suleiman Kerimov. Mr. Kerimov, according to American court documents, was the owner of the Amadea superyacht .

American officials are also worried the Russian government is using the Emirates to acquire military supplies for its war in Ukraine. On Nov. 15, the Treasury Department imposed sanctions on two Emirates-based transportation firms that had worked with another Iranian firm under sanctions, which in turn had helped transport drones and personnel from Iran to Russia.

Moored in Dubai

Based on a recent visit to Dubai’s Mina Rashid Marina , where the Madame Gu is moored, it is clear that international companies are playing a critical role in its care.

The Emirates-based company DP World, through its subsidiary P&O Marinas , oversees the pier where the Madame Gu is moored. Employees from another DP World subsidiary , World Security, staff the small guard box at the entrance. That makes DP World, which is owned by Dubai’s royal family, potentially vulnerable to American sanctions.

DP World “fully complies with all applicable local and national laws and intends to continue doing the same regarding the Madame Gu and other vessels utilizing our services,” said Adal Mirza, a spokesman for the company. He added that DP World had not yet heard from the United States or other countries that had placed Mr. Skoch under sanctions, including Britain and the European Union.

A generator set that dock workers said in late October was powering the Madame Gu — two container-like structures near its stern — bore the distinctive orange logo of Aggreko , a British company. The generator set was connected to the superyacht by thick cords; one of the containers was emitting grayish exhaust.

At the Mina Rashid Marina, soon after Aggreko was contacted by The Times, workers removed the generator. “Having identified that the generator was being used to power a vessel that is allegedly connected to a sanctioned person, we immediately terminated this rental and have since recovered the generator,” the company said in a statement.

Mr. Mirza, the DP World spokesman, said the Aggreko generator had been replaced with one from a local supplier.

P&O Marinas arranged for the diesel generator to provide power for the Madame Gu because that part of the pier, a holding area, has no shore-supplied electric power, said a port official in Dubai, who spoke on the condition of anonymity because he is not authorized to talk to the press.

“At the end of the day, if the U.A.E. hasn’t imposed sanctions, it’s not really their job to enforce other countries’ laws within their borders,” said Nabeel Yousef, a Washington-based partner at the law firm Freshfields, where he runs the sanctions practice. Nevertheless, “companies should not take comfort in the fact that their country has not imposed sanctions,” he added, “because even the smallest connection to the U.S. can lead to U.S. penalties.”

There has also been a notable absence onboard the Madame Gu in recent weeks: a flag. Unlike other ships moored nearby, including the Quantum Blue, a superyacht linked to the billionaire Sergei Galitsky, the Madame Gu appears to be stateless, apparently having been deflagged by the Cayman Islands.

Cayman Islands officials didn’t respond to an emailed inquiry about the ship’s status.

If DP World were to face fallout from U.S. sanctions enforcers, it wouldn’t be the first time the company has been the focus of attention in Washington. In 2006, DP World was seeking to manage some terminal operations at six American ports but dropped out of the deal after a bipartisan uproar in Congress.

A day after securing a new term in a rubber-stamp presidential election, President Vladimir Putin of Russia said he would not back down in Russia’s war against Ukraine .
