Regal 28 Express Review, An Elegant and Robust Pocket Sports Cruiser

The first Regal 28 Express was launched by the U.S. brand Regal in 2012 to great acclaim. In a competitive express cruiser market, it managed to do things a bit differently while retaining the classic, angular styling beloved of sport cruisers. 

Fast forward to the mid-2020s and family-run Regal is still manufacturing the 28 Express thanks to its unabated popularity. It manages to be good looking and elegant, as well as highly practical and decidedly robust all at the same time. It’s perhaps this balance that is the key to its success. The very competitive price certainly helps too.

Designed for a comfortable weekend getaway, the 28 Express is packed with features and amenities you’d expect on a much larger model including a head with 6-foot standing room, queen-sized berth, and well-equipped galley. On deck, the rear lounge has four different seating configurations ranging from dining area to expansive sun loungers. 

Over 20 years of tweaks and adaptations of this hugely popular model Regal has created a tough, speedy, and practical sport cruiser that is bursting with accessories and high-end appliances. And it most certainly turns heads.

Regal 28 Express Key Features 

The Regal 28 Express packs the features into its classically styled sport cruiser body. It begins with a roomy swim platform and sun pad, and continues on deck to the lounge seating area which can be changed into four different configurations, as well as a deck refreshment area. The cockpit has seating for two and a simple yet elegant dashboard complete with dual 9” Garmin displays.

The interior is spacious, with the largest head in its class, and a galley that features an electric burner, refrigerator, microwave, and sink. There is a full queen-sized bed in the mid-cabin, and a lounge dinette which converts to sleeping for two more people. 

Regal’s current 28 Express is highly customizable, and that includes a choice of six engines (Volvo and MerCruiser) including the Volvo V8 380 EVC2 DP CAT. Choose everything from the color of the hull and bootstripe to the countertop finish, deck accessories, flooring choices, entertainment and navigation extras, or choose a fiberglass tower and air conditioning.

Regal 28 Express Performance

The handling of the Regal 28 Express is pleasantly responsive, and it offers a comfortable feel even in bigger seas. With a 15-degree bow rise, visibility from the cockpit is good even on acceleration, and it planes comfortably. Depending on the engine installed, testers have found max speeds up to 35 knots at 5000rpm and 1.5+ mpg, but a more realistic cruising speed to expect is in the mid-20s.

Could the regal 28 Express be the bargain boat of the year?

Styling is by its very nature an entirely subjective concept, but the well regarded and spacious Regal 2565 was, and let’s be kind here, a little bit quirky. Its forward facing saloon window worked well from inside, but the external aesthetics left a little to be desired. While many felt it was a compromise worth making, there’s no doubt that others were less enamoured, and sales were lost as a result.

With its new Express Cruiser line-up, Regal has deliberately created a more conventionally styled sportscruiser that swaps the ‘step’ of that forward window for a smooth, sweeping foredeck and sharper, almost angular styling.

Large triangular hull windows still maintain the view out of the saloon while two semi-circular skylights augment the natural light from the foredeck hatch. Expensive looking details, such as stainless steel engine vents that match the stainless steel windscreen frame, help cement the impression that this is a quality item.

Problems With Regal Boats? 3 Most-Common Issues

Regal Boats was founded in 1969 by husband and wife team Paul and Carol Kuck.

It is still a successful family-run boat-building business today. Over the years, they have built a range of boats, including their popular Bowriders, Surf boats, Express Cruisers, and their more upmarket Motor Yachts from 19′ – 53′.

The company has a reputation for building quality boats with an exceptional eye for detail. 

Despite more than 50 years in the business and winning many awards for customer satisfaction, there have been a few problems to look out for:

3 Most-Common Problems With Regal Boats:

While Regal Boats has a reputation for quality control and incorporates multiple inspections within their boat-building process, there are a few problems that have slipped through the cracks. 

Most new Regal Boats are delivered to their new owners without any flaws, but there are a few things to look for, especially if you’re purchasing an older or second-hand Regal Boat.

1. Problems With Volvo-Penta XDP Engines On Older Models

The majority of complaints about Regal Boats on the different boating forums concern the Volvo Penta engines fitted in some 2005, 2006, and 2007 stern-drive models.

The U-joint bellows have reportedly been failing on certain Volvo XDP composite outdrives, which resulted in a class-action lawsuit against Volvo-Penta.

A U-joint bellow is a flexible gasket that seals the water out where the universal joint, shift cable, and exhaust run between the boat and the engine. Flexibility allows you to trim and turn the engine while underway. However, these U-joint bellows can dry out and become stiff, which means they can crack and let in water due to heat, accumulated salt or dirt, or simple wear and tear. 

These flexible rubber gaskets on any engine brand should be checked annually and be replaced every 3 – 6 years to avoid engine failure and do not seem to be covered by any warranty after this time.

The problem with the Volvo-Penta engines was that the U-joint bellows were failing well before this time. Plus, the engine warranty did not cover “water ingestion.” It seems like Volvo-Penta were aware of the fault, but it still took them a full 3 years before they discontinued these XDP drives.

While this is not an actual fault with Regal Boats, they fit some models’ problematic Volvo-Penta XDP drives. If you consider one of these models, then a good marine surveyor should identify a problem.

Paying a marine surveyor may seem like an extra cost, but it could save you thousands of dollars in the long run.

2. Water In The V-Berth Storage Compartments

A few reports from owners included finding water in the forward v-berth storage compartments.

These complaints mostly come from 2005, 2565, or 2665 Regal or Express models owners. Most have no idea how this water is getting in – is it rainwater, a leak in the hull, or a leaky through-hull fitting?

One owner identified a problem when washing his boat and noticed water collecting in the forward galley v-berth storage area. He found that the water was coming in from the bow anchor locker.

To solve the problem, he cleaned out the locker areas and used white Flex-Seal to coat the inside of the a nchor locker. This stopped the water leak.

3. Exposed Wood On The Inside Of Some Hulls

There have been one or two reports on different boating forums of new boats that have been delivered with exposed wood inside the hull.

While the hulls of Regal Boats are wood-free, wood is still used for some of the interior structures, such as battery storage compartments and lockers.

Bare wood in interior spaces is not a cause for major concern as it is not part of the hull structure and is not exposed directly to the elements. However, you do not expect a new boat to be released from the factory without at least a coat of paint, resin, or epoxy to seal the wood.

In addition, if you do experience any water getting into the boat, this exposed wood may get wet and start to rot. The exposed wood found on a few new boats is undoubtedly caused by poor workmanship and has been missed by many of the quality control checks.

While it is noted that Regal Boats have tried to rectify the problems to the boat owner’s satisfaction, it is still not what you would expect from a company with an exceptional reputation for quality.

What Do the Reviews Say?

In general, most Regal boat owners on the various boating forums only have positive things to say about their boats.

General Pros And Cons For Regal Boats

Despite the problems listed above, Regal Boats generally have a good reputation. 

Let us take a look at some of their pros and cons:

Regal Boats offer unparalleled performance, including the whole package from ride quality, ease of handling in both flat and rough water, fast acceleration, and overall good fuel efficiency.

Today Regal Boats offers a range of 36 highly customizable models over 6 lines from 19′ – 53′. They are covered by a network of dealerships worldwide, so you should find a dealer near you.

In addition, every new Regal Boat is covered by a Limited Lifetime Structural Hull Warranty. This warranty is transferable (for a fee) and valid to a second owner for the remainder of the first 5 years.

However, make sure you read and adhere to the small print for the transfer to be valid.

  • There are problems with Volvo-Penta XDP engines on some older models.
  • Users can sometimes find water in the V-berth storage compartments.
  • Exposed wood has been discovered inside some new boat hulls, indicating a lack of quality control.

What’s The Resale Value On Regal Boats?

Regal Boats offers its customers a wide range of options for customizing every boat.

Each customer can plan their boat by choosing the hull color, engines, and other optional equipment via its website. Because of the wide range of options, no two Regal Boats are the same, so comparing resale values is difficult.

However, if you have looked after your Regal Boat and followed the owner’s manual for the routine maintenance required, then the resale value should be as good as any other mid to high-end brand of motorboat.

Regal has done it again! The all new LX36 is a showstopper. It is a boat that all of us will be adding to our wish lists for boats we want to own one day. The LX36 is a practical, functional and well-designed boat that is ideal for the Great Lakes, The 1,000 Islands and more. The all new LX36 provides you with a new way of thinking about day boating. This boat is pure luxury with pure performance wrapped into one.  

The sliding windshield system paired with the Regal Signature sliding sunroof, the cockpit can be totally closed off with the push of a button. The helm is vinyl wrapped and garnished with all of the amenities. There are two large multi-functional displays in front of the tilt helm. The two stainless steel cup holders are immediate to the port and the air conditioner vents are ergonomically placed to keep the captain cool. The digital shift is immediately to the right, along with the joystick for close quarter handling. The helm seat is double wide and ergonomically designed for the captain to see all aspects of the vessel while underway.

The portside also has a doublewide forward-facing seat. One very cool feature is the additional chart plotter for your co-captain to view. There is also a lockable glove box. If you slide the entire console to the right, you gain access to the head. The sliding design is very creative and functional allowing easy access to below.  

The wet bar area immediately behind the port forward facing seat has great working space. There is a sink, an optional electric grill and all of the lids are equipped with gas rams to hold them up. There is also slide out cooler storage or a 65-quart Yeti. There is also a built in easy to access trash can and a cockpit refrigerator. The Regal signature drop down TV is incorporated into the hard top. The rear of the cockpit has two large opposing L-shaped seating with each side having its own cockpit table. Off to the starboard side is the Regal dive door which provides easy access to floating docks or the water.  

The transom swim platform is massive and has an enormous sun pad that can be converted multiple ways with the bolster back rest that folds down to provide forward or aft seating. There is also a rumble seat built into the pad if you need to watch the kids while they are in the water. With the push of a button, you can have complete coverage with the Regal power shade.    

The abundant amount of space forward is amazing. 5-6 adults can easily sit around the optional bow table with ease. The deep seating and high gunwales provide safety while underway and comfort for all those riding in the front. There are countless recessed cup holders and plenty of grab handles just in case. There are even USB chargers for your guests and drop-down arm rests for additional comfort. The optional Bahama share is a must have for the hot Sunday afternoons.  

Regal has truly thought of everything with the all new LX36. If you are in the market for a day boat, this is one that you need to check out. There is nothing that you will not like about this boat.

2020 Regal LX6

Regal expands its outboard offerings with the LX6, based on the brand’s popular LS6 bowrider.

Though similar in layout, the LX6 actually gains 14 inches in cockpit length. It allows for a twist on the position of Regal’s UltraLounge, twin, double-wide aft seats and transom-facing rumble seats that flank the central walk-through.

In standard position, the platform these seats are mounted atop takes advantage of that additional 14 inches to maximize cockpit space. Forward-facing passengers can keep their feet on the floor or pivot one of the two UltraLounge backrests forward to make individual sun lounges. Push a button, however, and the entire platform moves forward those 14 inches, and butts up against the port and starboard couches. This action, combined with the captain’s and co-captain’s double-wide social seats forward, forms a cockpit-wrapping, U-shaped mega lounge.

The forward position also maximizes transom space, adding over a foot of real estate aft when enjoying those rumble seats while beached or on the hook.

The entire aft seating unit—on the LS6 utilized as the engine compartment cover—opens to the stern to reveal a massive storage space. Additional storage is found below port and starboard benches.

Within the port console, a port-a-potty, sink and cabinet await, or you can option up to an electric toilet. A welcome 4 feet of headroom averts claustrophobia, as does a 15-inch half-moon port.

Bow seats invite stretching your legs, with backrests against both consoles and flip-down armrests. Pop in the side-mount table, so passengers can gather around for drinks and munchies.

Our test boat featured a through-stem windlass. According to Regal, most customers take the option. Another popular option is the bow thruster. It came in handy when it was time to slide the LX6 into a crowded dock space.

Out on the water, the LX6 nimbly carved its way through turns. A 300 hp Yamaha outboard put the boat on plane readily and once on top and running, the top speed averaged 48.6 mph with multiple runs surpassing 49.
