Frequently Asked Questions

If you’re planning to go on a dolphin boat tour with a group, you should know that it’s possible to find a fun, exciting experience without feeling like you’re fighting for your life to get around the marina. The best way to deal with a large group on a dolphin tour is to practice some patience, and remember that most large groups are a fun collection of people who are most likely just as excited about seeing the dolphins as you are. If you’re thinking about chartering a boat, you might wonder how that compares to riding on a group boat tour.

So, you want to know how to handle groups and private charter but aren’t sure how to get started. Don’t worry, we can offer you some pointers. It’s important to remember that a charter is a special kind of fishing trip, designed to meet the needs of a specific group. And since each group is different, a successful fishing trip with one group is no guarantee that you won’t run into problems with another. But with a little practice and learning, you can learn how to anticipate and resolve your charter’s needs.

“Stumpy is such a unique and well-loved tree because it’s small and deals with Tidal Basin flooding daily,” said Dave Lyons, a D.C.-area photographer. “Yet it’s full of beautiful cherry blossoms. Everyone cheers for the little guy.”

What to know about D.C.’s cherry blossoms

Still, the tree’s days are numbered as a $113 million multiyear repair of Tidal Basin and West Potomac Park sea walls nears. About 300 trees overall, including more than 150 of the iconic cherry trees, will be removed.

Human-caused climate change , which is driving a rise in sea levels in tidal waters, is partially to blame for Stumpy’s fate.

“Portions of the seawalls have settled as much as five feet since their initial construction from the late 1800s to the early 1900s,” the Park Service said. “As a result of the settling and sea level rise, water flows over portions of the seawalls twice a day during normal tidal conditions.”

Mike Litterst, communications chief for the National Mall and Memorial Parks, said the announcement of the sea wall repair and tree removal was purposely made before the cherry blossom bloom this year so people could travel to the Tidal Basin and visit Stumpy one last time during peak bloom. He expects huge crowds at peak bloom next week.

The Credit Union Cherry Blossom 10-mile and 5K will commemorate the beloved tree next month with its image on race T-shirts and race medals, and a full-size Stumpy mascot.

“This news [from the NPS] makes 2024 the perfect year for us to celebrate Stumpy,” Phil Stewart, director of the cherry blossom races, said in a news release.

Litterst said that the sea wall project will begin in May and that Stumpy and the rest of the trees will probably be cut down in June. Replanting mature trees is too costly and challenging, he said, particularly given the number of trees. Thus, removal is necessary.

Clippings from Stumpy will be sent to the National Arboretum to create genetic matches. The hope is to plant little Stumpy clones on the National Mall or nearby parks. The rest of Stumpy and the other trees will be ground into mulch and spread around the remaining cherry tree bases to protect their roots and provide nutrients to the soil. It’s the “circle of life,” Litterst said.

On a sunny Thursday morning on the Tidal Basin, three news crews filmed the tree, and many tourists stopped to take photos. Litterst laughed as he noted that while the National Mall has so much to offer — with its impressive memorials, monuments, trees and history — people continually ask where they can find Stumpy, one of the Tidal Basin’s smallest and most distressed trees.

If you’re looking for Stumpy yourself, you can find it about a one-minute walk just to the west of the Jefferson Memorial. But you can also look for the crowd.

Saint Basil’s Cathedral, Moscow

St. Basil's Cathedral in Moscow in the night

O ne of the visually most surprising buildings in the world is Saint Basil’s Cathedral in Moscow, Russia. This amazing church was built 450 years ago next to the Moscow Kremlin.

The history of Saint Basil’s Cathedral was started by Ivan the Terrible – the tsar of Russia who reigned in 1533 – 1584. In his time the area governed from Moscow expanded mainly in southern and eastern directions, reaching the Caspian Sea and stepping over the Urals into Western Siberia.

Troops of Ivan the Terrible won many significant victories and one of the most important was the capture of Kazan in 1552.

1555 – 1561: Stone churches are built

In 1555 Ivan the Terrible ordered to rebuild the churches.

There were built new stone churches in the site of Trinity Church and surrounding eight wooden churches – Church of Trinity was consecrated on 12 July 1561.

According to the popular tradition, the architects of this amazing structure were Barma and Postnik Yakovlev.

Now many researchers consider that this was one person, an artisan from Pskov.

Legend tells that Ivan the Terrible ordered to pierce the eyes of the architect so that nothing similar is built elsewhere. Such conduct might be in the style of Ivan the Terrible, but it seems that legend was not correct this time. The name of Postnik appears in connection with some more beautiful Russian churches elsewhere (also Kazan Kremlin), constructed in later times.

1561 – 1683: “Jerusalem Temple”

St. Basil's Cathedral in Moscow, 1554

Saint Basil’s Cathedral was by all accounts a very impressive and very well known building. The central church – Trinity Church, for example, was the tallest structure in Moscow until 1600 when Ivan the Great Bell Tower inside the Kremlin was raised up to its present height – 81 m.

The church gained high importance in the life of the city. The dense group of nine churches resembled a mythical citadel and was called “Jerusalem”. The structure served indeed as an allegory of the Jerusalem Temple in the annual parade, which was attended by the Patriarch of Moscow and the tsar.

As the years passed, the church experienced numerous rebuildings.

In 1588 there was added one more church to the complex – the tenth one.

In 1583 there burned down the Trinity church – it was rebuilt in 1593.

In 1680 – 1683 the former complex of ten churches was united by a ground floor. The newly built galleries were adorned with frescoes – rich floral ornamentation.

1683 – 1918: wars and restoration works

In 1737 the church suffered from a fire.

There were done extensive repairs in 1761 – 1784 when the walls of the first two floors were adorned with frescoes.

The church was looted in 1812 by the French troops. Napoleon wanted to destroy it but happily, it did not happen.

The cathedral was restored back to its former glory in 1816.

More restoration works were carried out in 1896 – 1909.

Outstanding personality was the last keeper of the cathedral from the Orthodox church – Ivan Vostorgov . This socially active, tireless clergyman was executed by Bolsheviks in 1918.

Bolsheviks and museum

Bolsheviks initially were obsessed with an idea to demolish Saint Basil’s Cathedral. In 1933 it was even removed from the heritage register in order to start the demolition, but happily, the mood of Soviet leaders soon changed and the value of the church was recognized. Since then here several times were performed repair works.

During the Soviet times, the cathedral was seized from the Russian Orthodox community and was used as a branch of the State Historical Museum since 1928. It remains the property of the Russian Federation up to this day. Since 1991 there was renewed church service.

In 1957 – 1961 there took place meticulous work to remove the oil layers, painted in the 18th century over the old frescoes. The multiple layers of frescoes pose a challenge to restorers – it is not always clear which one of these is the one to be exposed to.

Nowadays the cathedral is one of the symbols of world architecture, a very popular landmark.

It has been noted though that the building has an adverse impact from another important Russian tradition – the military parades on Red Square. The heavy tanks and jet fighters create cracks in the walls of the cathedral.

The architecture of Saint Basil’s Cathedral

Style and influence.

There has been no similar building built before or after. The complexity and amazing mix of details have no analogs in Russian architecture. It has left a huge impact on the development of Russian national architecture.

Some researchers speculate that this design has its roots in Byzantine and Muslim architecture, some – that it has been influenced by the wooden vernacular architecture. It is also seen as an expression of a specific, indigenous Russian Renaissance style. There might be much truth in this, especially if we note that there were working Italian and Greek artisans in this time in Russia, bringing new thinking with them.

Some art historians consider, that the planning of such a complex of closely located churches was inspired by the Quolsharif Mosque in Kazan. This once beautiful structure was destroyed, when Russian troops invaded Kazan. It is also known that the same builders, who built Saint Basil’s Cathedral, worked also in Kazan and could bring new influence from there.

The cathedral was built in the geographical center of Moscow City – the city developed around this location since the 14th century. Cathedral is located close to the Kremlin, but outside it. Originally here was located a busy marketplace.

Saint Basil’s Cathedral is shaped like flames in a bonfire.

The building consists of a central church with eight side churches.

Central church and four surrounding churches are octagonal in plan. The four diagonally placed churches are cuboids.

The eight smaller churches are placed in a symmetrical circle, while the central church is offset to the west to accommodate its apse. Eight side churches have onion domes, while the central one has a low spire with a smaller onion dome over it. In total there are 10 cupolas. Onion domes were added at the end of the 16th century.

DC cherry blossoms: Stumpy to live on in spirit as Tidal Basin project nears

We are officially in stage 5 of the cherry blossom progression.

Cherry blossom preparations are fully underway. Visitors gather to say a final farewell to "Stumpy."

WASHINGTON - Washington, D.C. is one stage closer to peak bloom! Sadly, this will be Stumpy’s last hurrah!

The little Tidal Basin cherry tree gained its nickname and fame after a post about it went viral in 2020. A visitor had posted online, comparing the struggling tree to dying, like the visitor’s love. However, Stumpy kept on blooming! And fans keep sharing his continued fight!

The National Park Service confirmed Stumpy is one of about 140 Cherry Trees around the Tidal Basin (about 300 trees total in the area of some 2,000 cherry trees) that will have to come down as part of a $113 million multi-year repair to the Tidal Basin and West Potomac seawalls.

READ MORE: Cherry blossoms hit stage 5, full bloom expected earlier than projected start date Portions of the seawall were built in the late 1800s and 1900s and have been both settling and crumbling.

National Park Service spokesperson for the National Mall, Mike Litterst, tells FOX 5 the wall’s conditions and rising tides have led to the Tidal Basin often flooding, which is compromising both its iconic cherry trees and the surrounding monuments.

"Twice-a-day, every day, the roots of the cherry trees are going under water. They’re just simply not equipped to handle that much water. You see there are no cherry trees around this bend, they’ve all be removed over the years. And until we fix the problem, which is the failing seawall, we’re not going to replace any of the trees," Litterst said.

DC cherry blossoms: Stumpy’s last hurrah as Tidal Basin project nears

Will Stumpy be saved?

Litterst tells FOX 5, all the trees removed will be mulched and laid around the roots of the surviving trees to help protect them from foot traffic. The mulch will eventually become soil. Litterst says the soil will then feed the roots – meaning the trees will live on in spirit.

But FOX 5 has learned there are plans for Stumpy to be clipped and propagated by Friends of the National Arboretum, and genetic matches or "clones" of Stumpy will be planted after construction is done.

This cherry blossom season will be the last unobstructed cherry blossom peak bloom for a few years.

Construction of the major renovation project is expected to begin in late spring or early summer of 2024. It’s expected to be completed in 2027. That means the cherry blossom seasons after 2024 will also have construction equipment and closures surrounding the trees.

READ MORE: Tidal Basin construction to begin after Cherry Blossom Festival, National Park Service says

All Friday morning, people kept stopping to snap a photo with Stumpy. Many of the fans who came to say goodbye say they appreciate the message of perseverance Stumpy shared. They also understand why the project has to move forward.

Litterst says to expect big crowds for the local hero this weekend. Stumpy is not expected to be taken down until around June.

When the seawall is repaired, Litterst also noted that around 450 new trees will be planted around the Tidal Basin.

States in Colorado River basin pitch new ways to absorb shortages but clash on the approach

SANTA ANA, Calif. (AP) — The seven U.S. states that draw water from the Colorado River basin are suggesting new ways to determine how the increasingly scarce resource is divvied up when the river can’t provide what it historically promised.

The Upper Basin and the Lower Basin states, as neighbors, don’t agree on the approach.

Under a proposal released Wednesday by Arizona, California and Nevada, the water level at Lake Mead — one of the two largest of the Colorado River reservoirs — no longer would determine the extent of water cuts like it currently does . The three Lower Basin states also want what they say is a more equitable way of distributing cuts that would be a 50-50 split between the basins once a threshold is hit.

“This is not a problem that is caused by one sector, by one state, by one basin. It is a basin-wide problem, and it requires a basin-wide solution,” John Entsminger, general manager of the Southern Nevada Water Authority, told reporters Wednesday.

The Upper Basin states of Wyoming, Colorado, New Mexico and Utah submitted their own proposal Tuesday to the U.S. Bureau of Reclamation. It includes addressing water shortages based on the combined capacity of Lake Mead and Lake Powell upstream, instead of the more expansive reservoir system suggested by the Lower Basin. The shortages would trigger various levels of cuts for the Lower Basin.

Negotiating terms outlined Wednesday, Feb. 28, 2024, include water rights not only for the Navajo Nation but the neighboring Hopi and San Juan Southern Paiute tribes in the northeastern corner of the state. The Upper Basin proposal also shifts the timing of announcements for any reductions from August predictions for the following January to actual conditions on Oct. 1, the start of the water year. Lower Basin water users typically put in orders for water in mid-October.

The disagreement between the basins isn’t new. Reaching a consensus among the states around managing water has never been easy , but it is the ultimate goal.

“The challenges are complex, and given the short amount of time for an initial submittal, it was not possible to reach a seven-state consensus on an alternative at this time,” said Becky Mitchell, Colorado’s representative to the Upper Colorado River Commission.

Federal officials say there’s no immediate threat that the river that serves more than 40 million people can’t provide water or produce power. On Tuesday, federal officials credited that to agreements reached across the basin to conserve water and shore up Lake Mead. The Biden administration has spent more than $670 million so far on two dozen conservation projects.

The two basins’ proposals signaled a growing commitment to conserve but failed to fully address needs beyond water delivery, including hydropower and ensuring there is sufficient water to maintain a healthy, living river, said John Berggren of Western Resource Advocates, a climate nonprofit.

“I don’t think either presents a holistic, comprehensive package to really address sustainability in the Colorado River basin,” he said.

The current rules and guidelines for managing the river expire at the end of 2026. Reclamation will take the states’ proposals and consider them in finalizing a plan that’s on track to be released in early 2026.

The Colorado River has been in crisis because of a multi-decade drought in the West intensified by climate change , rising demand and overuse. The 1,450-mile (2,334-kilometer) river also serves Mexico and more than two dozen Native American tribes, produces hydropower, and supplies water to farms that grow most of the nation’s winter vegetables.

A century-old compact set aside 7.5 million acre-feet of water annually for each basin that is further doled out based on a priority system. An additional 1.5 million acre-feet is set aside for Mexico, where what remains of the heavily tapped river trickles into the Sea of Cortez. Current inflows average just 14.8 million acre-feet of water, about 15% less than what was apportioned on paper.

When the river can’t provide, states are forced to take less. Arizona and Nevada, as the junior users in the Lower Basin, have absorbed cuts the past two years , as has Mexico.

The Upper Basin states say they’re at the mercy of Mother Nature and generally don’t use their full apportionment because of poor hydrology and, therefore, shouldn’t be subject to mandatory cuts.

“Upper Division states and our water users live within the means of what the river provides every single year,” said Amy Ostdiek, with the Colorado Water Conservation Board.

The Lower Basin relies on snowmelt and storage held at Lake Powell and Lake Mead, which serve as barometers of the river’s health, for water deliveries.

The Lower Basin states are imploring Reclamation to take a more expansive view of river management and factor in other system reservoirs that, together, could hold 58 million acre-feet of water. An acre-foot serves roughly two to three U.S. households per year.

They are proposing that once the system drops below 58% of capacity, the Lower Basin would shoulder 1.5 million acre-feet in cuts. If the system falls to 38% of capacity, additional cuts should be evenly split between the upper and lower basins, they said.

The Lower Basin states want the plan to last until 2060, arguing a need to give certainty to users so they can make long-term investments in water-saving infrastructure, Entsminger said. The Upper Basin is arguing for a much shorter time frame.

In years past, the Lower Basin states butted heads on water reductions but presented a united front Wednesday. Officials from those states said they want their counterparts in the Upper Basin to make more firm commitments to share in protecting the river’s health.

“We are trying to take a compromise position in the Lower Basin and we’d like to see the same out of the Upper Basin,” said JB Hamby, chairman of the Colorado River Board of California.

You don’t have to be familiar with the waters of the Gulf of Mexico to know that a snorkeling tour is an experience you shouldn’t miss. And, if you’re in Panama City Beach, you’re lucky because you don’t have to travel far to find the dolphins and manatees that inhabit the area.

Around the Bay Fun Run, 5K Run & 1 Mile Fun Walk Saturday, July 28, 2016 – 8:00 a.m. (morning) Pier Park, Panama City Beach, Florida Join in the post-run awards celebration and enjoy food, music, and a variety of fun activities for the entire family.

Once the Captain and crew have set you up with your flotation device, they’ll lead you and your group of up to 3 other people out to the edge of the reef where the dolphins are. The dolphins sometimes splash around above the reef waiting for your group, or they may swim out to meet you.

Either way, once you arrive, you’ll be able to spend as much time with them as you like. The dolphins are immensely friendly, and it’s hard to believe they’re wild animals. Some of them love to play and will splash around with you and your snorkel gear.

Others prefer to hang out and come up to you and your group to check you out. The U.S. Coast Guard certifies our captains and naturalists, and all of them are bilingual, so they’ll make your experience fun and educational.
