The Burgess charter experience

The Advance Provisioning Allowance (APA) is due at the time of the final charter payment. Under MYBA terms, this sum is usually equivalent to 30 per cent of the total charter fee, but may be up to 40 per cent in some cases.

Intended to cover the operating expenses of a charter as explained under Charter Terms, such as fuel, food, drinks, port fees and ad hoc incidentals, the APA will be given to the captain before the start of your charter. The Captain will ensure that the yacht is fully fuelled and provisioned when you step on board. While an up-to-date summary of accounts can be requested at any time during your charter, a full set of accounts will normally be submitted by your captain at the end of the cruise. If, during the charter, the expenditure exceeds the sum already paid, additional cash funds will be required at once.

All outstanding bills from the yacht charter should be settled in cash or by bank transfer before your final disembarkation. Of course, any remaining credit at the end of your charter will be reimbursed to you in full. On request, transfer arrangements to and from the yacht can be made by Burgess or by the yacht’s captain, payment for which will be deducted from your APA.

Hamble Point Yacht Charters are the UK’s leading independent charter fleet operator , with over 20 yachts between 32 – 52ft, based at Hamble Point Marina near Southampton. There is easy access by car and Hamble Point is the nearest marina to the centre of the Solent, the main sailing area on the UK’s South Coast.

Unlike other charter companies our boats are unbranded, so you can feel like you are sailing your own yacht. There are also no cruising limits, so for longer charters you can explore the UK South West, the Northern coast of France or take a trip to the Channel Islands.

Do I need a license to hire a yacht?

The majority of destinations require nautical experience or a boating license in order to sail a yacht. So whether you are chartering for the first time or have been chartering for a number of years, there may be unfamiliar elements which will impact your yacht hire in the UK:

Yacht Charter Options:

There are ways to get anyone out on the water, regardless of age or experience.

Bareboat Charter: This is aimed at people who already know how to sail. It offers you the freedom and flexibility to sail where and when you want.

Skippered Yacht Charter: Go out sailing with an experienced skipper. You may already know how to sail and just lack confidence. You may be new to the sailing area and want someone to show you the ropes. Alternatively, you may just not want the pressure of taking charge and want to focus on enjoying the day and relaxing with your friends or guests.

If you are looking to extend your charter for a few days or even a week or two. Then you can explore outside of the Solent towards Poole, Weymouth and further afield to the West Country. If you are feeling really adventurous then there are options to cross the English Channel allowing you to explore France and The Channel Islands.

If you are looking to hire a yacht in an area which offers low wind and relatively easy waters to navigate, such as the Mediterranean, then you could justify being tempted into a larger yacht. However, in the tidal waters of the Solent you may find something around 38 – 40 feet easier to handle.

Whilst budget is a serious consideration it would be foolish to try and fit 8 people onto a 32-foot yacht for a weekend let alone a longer charter !! Think carefully about the makeup of your group, the type of sailing you will be doing as well as the duration of your charter before choosing what type of yacht to hire.

Look at the layout of the yacht and the equipment it offers onboard and decide what is important to you.

  • Size Of Cabins
  • Charter Plotters / AIS / Radar
  • Number Of Heads
  • Age of yacht

Most yachts sleep 8 people and the typical configuration of accommodation is 3 double cabins and a double saloon conversion. If you are looking at hiring a yacht in the UK plan for bad weather, and with this in mind give yourself some space down below. If your budget allows it’s always better to have less than the maximum number of people staying on board.

Charter regulations are such that all boats are restricted to carrying the number of people the yacht can sleep for any charter over 24 hrs. For day charters or charters less than 24 hours, then some boats are licensed to carry more people. All yachts coded by the MCA under the Small Commercial Vessel regulations are restricted to carrying a maximum of 12 guests plus in some cases the skipper and crew if on a skippered charter.

Sailing Experience

What qualifications do you need to charter a yacht in the Solent?

Most charter companies operating in the Solent look for a minimum of Day Skipper standard with one other competent crew member. However this is only a guide, if you do not hold a formal qualification then evidence of experience to the equivalent standard should suffice. Ultimately there is no legal requirement for charter companies to insist on a formal qualification, more often it is the insurance companies that stipulate the level of experience required to charter a boat. This is why you will find it varies from one company to another and indeed from one yacht to another.

If you are looking to sail outside of the Solent then you will be expected to be of a Coastal Skipper standard or again possess suitable experience.

Most charter yachts are between 36 – 40 feet but if you are looking to charter something larger then you will be expected to demonstrate suitable experience in a yacht of that size.

Lastly if you are planning on taking part in a race or other sailing event then you will need to demonstrate a suitable level of racing experience.

What Is / Isn’t Included In The Price

Do check out what is and isn’t included in the price of your yacht charter. Quite often you will see a headlining grabbing price being advertised but check that you are comparing like with like before booking.

  • Fuel – Most charter companies hold a policy of refuelling the tanks after use
  • End of charter cleaning – You will be expected to leave the yacht in the same condition as you found it. However, it is often possible to pay a cleaning charge if you simply want to step off the yacht at the end of your charter.
  • Waterproofs – Available to hire
  • Spinnaker / Cruising Chute – Available to Hire
  • Outboard – Available to Hire

What Equipment Is On Board

There is a minimum standard of safety equipment that all charter yachts in the UK must carry. This is all laid out in the MCA Code of Practice for Small Commercial Vessels or MGN 280 . There is a duty for any charter company to maintain and service the equipment on board at regular intervals and the yachts are also routinely inspected by a certified MCA approved surveyor.

The key points are

  • Fire extinguishing equipment serviced annually.
  • Gas system inspected annually.
  • Time-sensitive equipment such as Flares, First Aid Kits all replaced as per their expiry dates.
  • Lifejackets, Liferafts, Danbuoy’s and other serviceable safety equipment serviced as per manufacturers recommendations.
  • To keep a vessel within code, the owner or managing agent will inspect the yacht annually and send off a declaration to the MCA / Coding Authority. On the vessels 3rd anniversary the vessel needs to be inspected in the water by a surveyor and then on the 5th year the coding is renewed and the vessel inspected both in and out of the water.

Yachts are equipped for the maximum number of people permissible on board.

  • MOB Safety Equipment; Horseshoe lifebuoys with lights, throwing line and danbuoy
  • Flares, Fire Extinguishers, First Aid Kit
  • Navigation Equipment; Charts, Almanac, Log Book, Pilot Guides, Bretton Plotter, Parallel Rules, Handbearing Compass, Binoculars
  • Electrical Equipment; GPS Chart Plotter, VHF fixed & Handheld
  • Galley Equipment and Cooking Utensils
  • Sails; Main, Genoa & Storm Jib
  • Boat Hook, Bosuns Chair, Tool Kit, Spares, Search Light, Torches, Motoring Cone, Anchor Ball, Fog Horn, Winch Handles

Other equipment you may also find onboard or be able to hire:

  • Cruising Chutes / Spinnakers
  • Waterproofs

Generally, you will expect to find pillows, pillowcases, T Towels and some cleaning equipment on board but most charter companies will not provide bedding or sleeping bags.

The Booking Process

  • Choose the yacht you wish to charter
  • Contact the charter company to check availability
  • Place a 20% deposit
  • Complete a Booking Form / Charter Agreement and Sailing Experience Form

Depending on how far out you make your booking a 20 % deposit is enough to secure your charter, within 6 weeks of your charter then full payment is normally required.

Before you arrive for your charter you will need to

  • Pay in full
  • Complete a Crew List
  • Pay a security deposit

Charter Administration Explained

– Charter Agreement This is the main agreement between you and the charter company. Buried within are the company’s Terms and Conditions. Read it carefully as it covers a whole range of matters which are important especially if things do not go according to plan.

– Sailing CV It helps if you have a formal record of your sailing miles recorded in a RYA Log Book so you can actively demonstrate your experience. Failing this then a chronological record of your sailing background will normally suffice.

The most important thing here is to demonstrate experience in the type of sailing area you want to charter in and experience of sailing the same size yacht.

The charter company will want to sight any certificates you hold and also see your passport or form of ID.

– Crew and NOK forms It is essential that the charter company knows who is onboard and who to contact in an emergency.

– Refundable Security Deposit For bareboat charters, you will be expected to put down some form of deposit which will be returned on safe return of the charter companies yacht. This represents the value of the excess on the yachts insurance policy and is the maximum extent of your liability in the normal course of events.

In some circumstances, a deposit will be held on skipper charters normally if the skipper is not staying onboard overnight.

The amount can vary from one charter company to another between £700 and £1500 depending on the size of the yacht, often more if you are racing.

Some will just record your credit card details and others will deduct the amount from your credit card. A few companies will offer a damage collision waiver payment which is a non-refundable one-off fee to cover against any damage or losses.

Assuming there are no damages or less then you can expect your deposit to be returned within 5 – 7 days once it is clear that there have been no third party instances.

Yes, you will have to pay a deposit on making the booking with the yacht charter company. Before heading out to sea you will pay a refundable security deposit on the yacht with a credit card but this can be covered by insurance that you can buy ahead of the trip.

As ever, if at sea and in danger you should call the Coastguard for help via Ch16 on VHF. If you can make it to your yacht charter destination safely do so, also call the yacht charter company for advice as they will always be there to help.

You should consider do you have the experience to handle the yacht charter or boat hire before you book and what will your itinerary be along with what the weather will be like. Bring warm weather and cool weather clothing if it looks like the weather can be cool as well as warm and remember at sea it can be cool on most evenings.

If you want to sail without a skipper (bareboat yacht charter) then you will need relevant qualifications like RYA Day Skipper/International Certificate of Competence (ICC) and the ASA 104 Bareboat certificate - the rules vary in different destinations and boat types so please clarify this with the boat owner if you aren't sure. Small 'day boats' typically don't require licences and are referred to as 'self-drive'.

Sailing yachts start from around £1,000 per week, with canal and riverboats starting at the same price depending on where you are in the season. If you fancy treating yourself then luxury motorboats and superyachts are also available. Most boat types are typically available with or without a skipper.

Politics latest: Chancellor appears to let slip when election could be

Chancellor Jeremy Hunt has nodded to when the election could finally be held. It comes after a former minister warned Tory plotters against ousting Rishi Sunak before the vote, as his mooted replacement - Penny Mordaunt - gave short shrift to suggestions she could become prime minister.

Earlier this afternoon, Jeremy Hunt suggested to a House of Lords committee the general election could be in October ( see 15.24 post ).

Referring to the need for a government spending review by April 2025, the chancellor said: "And of course, if the general election is in October, that will mean it's very, very tight."

Cabinet ministers have been reluctant to get quite so specific until now, only offering the "working assumption" that it'll be in the autumn, while Rishi Sunak has ruled out holding it with the local elections on 2 May.

"This is the game all MPs are playing at the moment," says our chief political correspondent Jon Craig . 

"Guess the date of the general election."

Is Mr Hunt "playing a little game with us", Jon asks, "or has he let slip the preferred date of a general election?"

If so, what dates in October could the government pick?

By convention, general elections happen on a Thursday.

Running through those dates, Jon says: "Not going to have it on October the 31st - that's a Thursday, but Halloween!

"Can you imagine an election on that date? No, forget that."

The headlines could write themselves, it's fair to say.

Jon continues: "The 24th, the previous Thursday - well, there is the Commonwealth heads of government conference.

"That's in Samoa from the 21st to the 25th.

"King Charles would be attending, and whoever is prime minister, whether Mr Sunak or Sir Keir Starmer, they would be attending as well."

That rules that one out too, then.

If it's October, Jon reckons the 17th is the preferred date.

"Mr Hunt, talking about how timetables are tight and so on - it probably would not be an any earlier than that," he says.

However, it should be noted it's technically possible for an election to be held on 10 October, if the PM calls an election right after MPs return from summer recess at the start of September. 

Jon notes poor local election results in May could see Tories move against the PM even sooner, which may force an election earlier, but the government is "obviously" working towards the second half of the year.

Never mind election speculation, the really big rumour of the day has been who might be the next James Bond.

Reports suggest it's going to be Aaron Taylor-Johnson, the British star who's appeared in films like Tenet, Kick-Ass, Godzilla, and Avengers.

Never mind what casting directors make of him, what about Number 10?

After all, Bond's bosses need a solid relationship with the PM…

"It's an iconic role, and I'm sure he'll do a good job," Rishi Sunak's spokesman said today.

Just make sure you stick to the plan, 007.

One year ago, Rishi Sunak made five pledges for voters to judge him on.

The prime minister met his pledge to halve inflation by the end of 2023, leaving four pledges outstanding.

However, he is faring less well with his other pledges.

It has been confirmed the UK is now in recession, which means the PM's pledge to grow the economy is not being met.

With the general election approaching, how is Mr Sunak doing on delivering his other promises?

We've been reporting this afternoon on the chancellor's appearance at a House of Lords committee, where he appeared to suggest the general election will happen in October.

Ministers have been coy on specifics until now, only going as far to say that autumn is likely.

Since Jeremy Hunt's comment earlier, we've been narrowing down the potential dates we could finally go to the polls (see pinned post).

The Sky News live poll tracker - collated and updated by our Data and Forensics team - aggregates various surveys to indicate how voters feel about different political parties.

Labour is still sitting comfortably on a roughly 21-point lead, averaging at 44.1% in the polls, with the Tories on 23.1%.

In third is Reform UK on 11.3%, followed by the Lib Dems on 9.8%.

The Green Party stands at 5.8%, and the SNP on 2.9%.

Shadow chancellor Rachel Reeves is set to give a speech on the economy this evening, but already some from the left are criticising her.

Sharon Graham, the general secretary of the Unite union, says "it's time Labour came up with a plan for the real economy rather than the big business lobby".

According to Sky's Westminster Accounts tool , Unite has given close to £11m to Labour since 2019.

Ms Reeves will be speaking in an hour or so.

Ms Graham adds: "Labour needs to be focused on delivering good jobs, public services and dignity in retirement, not more rhetoric about abstract economic concepts, like GDP growth.

"If you stick to phoney fiscal rules, rule out taxing the wealthy and pander to the profiteers, you end up in a straightjacket of your own making.

"Ripping up building regulations and tinkering in the public sector are not going to deliver serious growth – that's for the birds. Only sustained long term public investment in our crumbling infrastructure can turn the tide on decline."

Our  economics and data editor Ed Conway spoke to Ms Reeves earlier, and his takeaway was that she doesn't sound dissimilar to the economic pitch being made by Rishi Sunak and the Tories.

As well as hinting at a general election date, Chancellor Jeremy Hunt used his appearance at the House of Lords Economics Affairs Committee to talk about defence spending.

During the budget two weeks ago, Mr Hunt would not say when defence outlay would return to the 2.5% target - and has since faced calls from Defence Secretary Grant Shapps to raise spending to 3%.

Mr Hunt tells the Lords that defence spending will need to rise - saying the "world around us" is becoming more dangerous.

He will not commit to the 3% figure, nor will he give a timescale.

The chancellor adds there is "absolutely no doubt" spending needs to go up - but procurement needs to be looked at to make sure projects serve the purpose needed.

He also notes that circumstances are changing, such as the war in Ukraine raging on - and potentially lasting much longer.

Mr Hunt makes an interesting comment there could be "further change" in the situation there with the US presidential election later this year.

Donald Trump has repeatedly said he wants to cut funding to Ukraine and end the war.

He'll be formally handing in his resignation to the King later.

So, how will he be remembered after five years in office?

Our West of England and Wales correspondent Dan Whitehead   says the pandemic will be "absolutely central" to how many people across the country remember him.

He says the 20mph default speed limit he introduced will also be something many people remember "as his legacy".

It's been "so controversial" for much of the population, Dan says, with a petition calling for it to be overturned.

Mr Drakeford has stood by the scheme, insisting people will eventually understand it's the right way forward.

In his resignation speech earlier, he said his "radical, reforming government" has been committed to doing "the things that are difficult today" to benefit future generations.

Today is Mark Drakeford's last day as first minister of Wales.

He's handing the reins over to Vaughan Gething, but before he goes has delivered his official resignation statement to the Senedd.

Here are the main points:

  • Having already carried out First Minister's Questions in the Welsh parliament today, he jokes colleagues will be "looking forward to hearing quite a bit less from me" after his resignation speech;
  • He recalls how his first speech in the Senedd as first minister came just before Christmas 2018, starting a period of "perma-crisis" that included the prospect of a no-deal Brexit and the COVID pandemic;
  • Mr Drakeford also refers to the instability at Westminster, noting that he's worked with four prime ministers in his five-year tenure;
  • He says his "radical, reforming government" has been committed to doing "the things that are difficult today" to benefit future generations;
  • Among such decisions he cites was the scrapping of plans for a new M4 relief road and he has of course also introduced a 20mph speed limit;
  • "The last 12 months have been the hardest and the saddest of my life," the outgoing first minister adds through tears - it followed the death of his wife, Clare, in January 2023;
  • He offers thanks to colleagues and the people of Wales, referring to the "thousands of encounters" he's enjoyed over the last five years;
  • "I am most grateful of all to the people we are lucky enough to serve," he adds, prompting warm applause from the rest of the chamber.
