Who is Guo Wengui, the Chinese billionaire who owns the boat Steve Bannon was arrested on?
WASHINGTON — Earlier this month, a sunburned Steve Bannon , holding a lit cigar and wearing a blue polo shirt with the collar turned up, stood in front of a camera on a yacht owned by his friend Guo Wengui, a Chinese billionaire.
A YouTube video shows Wengui putting his arm around Bannon as the former Trump campaign chairman denounces the Chinese government and extols the alleged benefits of hydroxychloroquine to treat COVID-19. The vessel's lavish interior gleams in the background.
On Thursday, Bannon was arrested by federal agents on that same yacht off Westbrook, Connecticut, and booked into jail on fraud charges. Though the charges appear to have nothing to do with the Chinese businessman, the arrest puts a new spotlight on Bannon's relationship with Guo, a controversial figure with his own history of legal entanglements.
Multiple people familiar with the matter tell NBC News there is a separate federal inquiry involving a company linked to both men, GTV Media Group. As The Wall Street Journal first reported Wednesday, the FBI, the New York state attorney general and the Securities and Exchange Commission are examining whether securities laws were violated during a $300 million private offering by the company this spring, the sources say. In a memo to potential investors, according to The Journal, the company identified Bannon as one of several prominent directors.

Last month, investigators with the Mercer Island Police Department in Washington state took an incident report from an unidentified victim who had become an investor in GTV Media Group Inc., with the promise it was launching a video-sharing platform, similar to YouTube, "that was supposed to go huge," according to an official familiar with the matter. The investor wired $500,000 to receive shares in the company by the end of May, but never received shares and wasn't able to get in contact with the reported suspect, the report stated. As of July 10, local authorities noted that no crime had been charged, and the FBI was investigating the matter.
The Mercer Island PD incident report identified the suspect as Guo Wengui, describing him as a "billionaire" based out of New York, and noted there were other victims. When Mercer Island police contacted the FBI, local investigators learned that Wengui appeared "to be a target of a large investigation personally and pertaining to his business," according to an official familiar with the matter.
When they followed up, investigators in Washington learned FBI agents had been investigating the case for about a month. "The victims that have been calling the FBI, FTC, and local police agencies have been reporting fraud for a failure to return on promised investments," the official said.
Guo's lawyer declined to comment, and Guo himself could not be reached.
Guo, who sometimes goes by Miles Kwok, is a mysterious and polarizing figure — a self-styled crusader against Chinese Communist corruption who has drawn the ire of the Chinese government but has also been sued by other Chinese dissidents. A former female employee alleges in an ongoing lawsuit that he repeatedly raped her, a charge he disputes. And a former Trump aide, Sam Nunberg, is among many who have sued Guo alleging defamation; he denies the allegations.
"Utilizing his world-wide publicity, high profile, social media accounts, and seemingly endless financial means, Defendant Guo regularly uses his public platform and power to defame and harass his enemies," Nunberg's suit says. "In this case, Guo set his sights on destroying Plaintiff Samuel Nunberg's reputation and livelihood by filing baseless litigation against him and slandering Nunberg with malicious, false lies which discredit Nunberg both personally and professionally." Nunberg's suit is ongoing.
Guo, who by all accounts made his money in real estate and securities, portrays himself in interviews and court records as an exiled whistleblower, proving an inside account of breathtaking corruption at the heart of the Chinese system.
"Guo is a pioneer of using YouTube and Twitter to fight for the rule of law, human rights, freedom and democracy in China," his lawyers wrote in court papers in a federal lawsuit in Maryland against a self-described Chinese democracy activist. "Guo has exposed widespread corruption in the Chinese Communist Party ('CCP'), multiple senior officials of the Chinese Government, and their family members."
That lawsuit itself offers an illustration of the divisions of opinion about Guo: The defendant, Hongkuan Li, a well known dissident who says he participated in the 1989 Tiananmen Square protests, accused Guo on social media of being a "gangster," a "communist spy puppy," "a rapist" and of "suffering from schizophrenia," Guo's lawyers wrote, charges they say are all false.
That lawsuit purports to recount Guo's history, which includes a 1989 incident he says turned him against the Chinese government.
As police sought to arrest him for supporting the Tiananmen protests, the suit says, "Two drunken policemen raided Guo's office and fired their weapons directly at his young wife, who was holding his three-month-old baby daughter. His younger brother…tried to protect Guo's wife and daughter and was shot twice in the altercation," the suit says.
Guo's brother was sent to the hospital, the suit says, but "the policemen who shot him instructed the doctors to refuse him any medical care and locked the door." As a result, he died, and Guo "vowed to become a persistent and brave advocate against the Chinese kleptocracy," the suit says.
As a New York Times magazine profile pointed out in 2018, that timeline doesn't appear to explain why Guo spent the next two decades growing rich in China through real estate development, a business that typically requires close cooperation with government officials even in democracies, let alone an authoritarian state like China. In nearly three decades after his brother's death, there is no record of Guo taking a public stand against the party he says caused it, the Times wrote.
There are darker allegations against Guo than hypocrisy, however. A lawsuit filed in New York state by a 28-year-old Chinese woman says Guo lured her to the U.S. from China to work as his assistant and then kept her prisoner for three years, repeatedly assaulting and raping her. The suit says she escaped while in London and went to the Chinese embassy, and that she filed a criminal complaint with Chinese authorities.
Guo's lawyers have denied the allegations in court papers. A lawyer for Guo told NBC News that Guo reiterated his denial of the allegations.
In a statement, the lawyer for Guo also said, “Mr. Guo is aware of the situation involving Mr. Bannon who has been a strong ally in fighting for freedom and democracy in China. Mr. Guo’s past efforts with Mr. Bannon in fighting for democracy in China had nothing to do with the We Build the Wall organization or Mr. Bannon’s activities with that organization. Mr. Guo appreciates that unlike the Chinese Communist Party, the United States of America affords all individuals accused in the United States, including Mr. Bannon, the presumption of innocence and the right for a fair trial before an impartial judge.”
In 2017, as Guo's public profile in the U.S. began to grow, a journalist from the Voice of America, a government-funded news service, arranged to interview him. The plan was to broadcast a live interview for three hours on social media, but top officials at Voice of America ordered it stopped after an hour and 20 minutes, according to documents and interviews, because they were concerned he was making unverified allegations.
Guo accused the VOA of having been infiltrated by Chinese intelligence, a serious charge that threw the agency into turmoil. But an investigation by independent journalism experts—and a separate State Department inspector general's inquiry — concluded that the decision was based solely on journalistic principles, VOA officials said. The journalist who arranged the interview, the chief of VOA's Mandarin Service, was fired.
In a 2019 tweet, the journalist, Sasha Gong, quoted Bannon as saying, "Voice of America tried to clear out all truth-tellers about China in Mandarin Service. VOA executives betrayed American people, Chinese people."
Earlier this year, a Bannon ally, Michael Pack, became the head of the U.S. Agency for Global Media, which includes the VOA, after a long confirmation delay in his Senate confirmation.
The veteran journalists in charge of the VOA, Amanda Bennett and Sandra Sugawara — both of whom were involved in the decision to stop the Guo interview — immediately resigned.

The epic 10,000-nautical-mile adventure of 48.5m Flyghtship V6

For many, an ambitious expedition voyage from the sun-kissed marinas of West Palm Beach to the icy realms of Svalbard would have been years in the planning. However, in June 2020, with Covid-19 taking hold around the world, the new owner of 48.5-metre V6 decided there was no time like the present. The owner and Captain Christoph Schaefer talk us through their Voyager’s Award-winning “shakedown cruise”...
The whole idea behind owning a yacht is to be able to go to places you need a boat to visit,” says the owner of 48.5-metre New Zealand-built Flyghtship V6 . It was this desire to head further afield that persuaded him to purchase his first yacht, after more than a decade of chartering. “The charter market is focused on the traditional yachting centres in the Med and the Caribbean, and we wanted to see new and exotic places off the trodden path,” he explains.
With this desire in mind, Edmiston ’s James Lloyd found V6 and introduced the owner to experienced expedition captain Christoph Schaefer. “It was the end of May, and I had just finished a stint on Gene Machine . I was in between jobs, but I was actually quite happy to be at home,” Schaefer recalls. However, when he got the call about the opportunity on V6 he agreed to have a chat with the owner. “I spoke to him for about 20 minutes and then I said to my wife ‘This is just too good an opportunity to pass up.’”
During their initial conversation, Schaefer pitched the route for a “Covid summer”, visiting the Canary Islands before heading north to explore the east coast of Ireland and Scotland. Schaefer then suggested crossing into Norway, ending the summer in icy Svalbard. “The proposal that Christoph came up with is pretty much what we did during this first summer. It turned out to be the perfect trip,” says the owner.
Th e sale was completed in June 2020 , and with the yacht renamed V6 it was a quick turnaround for the new crew to put Schaefer’s suggested itinerary into action. “We picked up the boat and within four days we left Fort Lauderdale and did the Atlantic crossing,” says Schaefer. “Then, when we arrived in the Canary Islands, I jumped in a car and went to the airport to pick up the owner. The rest of the family then came out two days later; we were still very much learning about the boat at that stage.”
Despite the challenging circumstances the pandemic caused, Schaefer was pleased to be able to introduce his new boss to the Canary Islands, which he considers one of the “most underrated cruising destinations”. “The weather is really benign, and it has predictable temperatures all year round. There’s also plenty to do, it has great culture, excellent fishing and absolutely fantastic food.” Schaefer, who previously spent four weeks in the area with 60.35-metre Vive La Vie , also argues there is greater variety than you might expect. “You have Lanzarote and Fuerteventura, which are basically desert islands. Then the more to the west you go, the greener it gets. La Palma is subtropical with lush vegetation. You have got a bit of everything,” he enthuses.
The owner, who is an avid kitesurfer, was equally impressed with the Canary Islands as a yachting and kiting destination. “Lanzarote was one of the few places that was Covid-free in July 2020,” he says. “The conditions for kitesurfing in Fuerteventura were ideal and it set the tone for the rest of the summer. V6 was the only large yacht in the area at the time and we virtually had the place to ourselves – exactly what you want during a pandemic.”
After their time in the Canary Islands, the family briefly departed while the yacht headed north via Gibraltar. They rejoined V6 in Brittany, stopping for a few days in the Isles of Scilly before exploring the east coast of Ireland. “We went into Dublin especially because our kite pro is from there and we anchored right in front of his parents’ house,” says Schaefer. The yacht then continued into Strangford Lough, to dodge the unsettled weather, which plagued V6 during her time in the Irish Sea. “It was funny, because we dropped anchor there and we were making jokes about the weird noises we were hearing, I said it’s the White Walkers. The next morning, I found out we were right next to Castle Ward, which was used as a filming location in Game of Thrones ,” Schaefer explains.
After sheltering in the lough for a couple of days, V6 then made her way past the Mull of Kintyre to the calm waters off Islay and Jura. Most of the whisky distilleries in this region were closed due to the pandemic, but the family were able to pay a visit to Tobermory Distillery, which is famous for its single malts. From there the yacht went on to the island of Tiree. “It is one of the most well-known kiting stops up there so obviously we didn’t miss that one out, and it didn’t disappoint,” says Schaefer. “We also came across a whole shiver of basking sharks. Unfortunately, it was too rough to get into the water with them but that was pretty amazing.”
V6 experienced plenty of “typical British summer weather” during the cruise, but this didn’t hamper the owner’s enjoyment. “The joy about cruising is to experience the local conditions,” he says. “Rainy days, fog and stormy weather are all very much part of the British summer. Ireland and Scotland show themselves in this very special light and mood when any kind of weather moves in, highlighting the rugged landscape with large Atlantic swells breaking on the exposed shoreline, rays of sunlight breaking through the low clouds bathing the green slopes in intense light, the air is fresh and crisp – it has its very own magic. Plus, enjoying a whisky after a cold, wet and windy walk is certainly more enjoyable than sipping it in the heat of a Spanish beach.”
After continuing on to the Shetland Isles, stopping in Lerwick, V6 left the British Isles – and the British weather – behind her, crossing into Norwegian waters to Bergen. The yacht then spent nearly three weeks cruising the 1,000 nautical miles up to Tromsø. “It’s all smooth sailing, you hardly get a drop of salt water on the decks because it is all through the fjords. It’s basically inland,” says Schaefer. “We mainly cruised at night, even though it doesn’t really get dark there, and we would then try and be at anchor by eight or nine o’clock the next morning. Then the family would just spend the entire day rafting, hiking or paddleboarding around the fjords to enjoy the scenery.”
The global lockdown also meant that the family were able to have some of Norway’s most famous tourist attractions practically to themselves. “We only encountered two other large yachts in Norway, both of them recent Amels launches,” says the owner. “We also crossed paths with one small cruise ship coming in to Nordfjord. It is easy enough to avoid crowds in Norway even during a busy summer, but you will probably never experience some of the more popular fjords such as Geiranger or Sognefjord the way we did.” This was a silver lining to the pandemic that the owner hadn’t initially considered. “The major objective was to be away from the crowded urban centres, to have the children out of school and as far away from any source of infection,” he explains. “It only really dawned on us how exceptional this summer shaped up to be in this respect once we were well into our cruise.”
The grand finale of V6 ’s summer expedition was two weeks in the Svalbard archipelago in search of polar bears. To help achieve this aim, the yacht was joined by polar bear expert Jason Roberts, who has worked on BBC television programmes including Planet Earth and The Blue Planet . His expertise quickly proved invaluable as he was able to direct the yacht to a fjord off the Hinlopen Strait where a group of bears were feeding on a whale carcass. “It was amazing seeing the polar bears up close,” says the owner. “The bears had set up their quarters on a small island, not just a handful but 14 of them – huge, fat and very relaxed, with the odd cub in between.” Captain Schaefer witnessed an equally remarkable sight one morning when anchored off a small island. “I looked out my porthole while having a shower and counted no less than six fat polar bears. It was incredible – I don’t believe many sailors could have had a similar experience,” he says.
Not content with watching the bears from the safety of the boat, V6 ’s owner also took the opportunity to kitesurf in the waters near the island where the huge carnivores were eating. “Kiting in the waters of this fjord was a highlight, and it was reassuring to know that the bears were not hungry at that moment, but pretty much in a blubber coma on the beach,” he says. It was the culmination of what had been a fantastic kitesurfing summer for the owner. “The single biggest new experience was probably kiting in such a short time in such a range of diverse climates,” he says. “Kiting in 20 knots of wind with 28ºC water temperature and doing the same thing in 2ºC water are obviously not the same thing at all. Kiting in the waters of Svalbard with apex predators such as polar bears on the prowl added yet another level of excitement that is totally unique to the high north.”
After squeezing in a few final kitesurfing stop-offs and taking in the ice wall of Brasvellbree, V6 completed her final leg into Longyearbyen, marking the end of her owner’s spectacular first summer on board. The yacht is now in the process of completing her five-year survey, but the owner has already set his sights on a return to the ice, with Antarctica, Greenland and the Northwest Passage all potential destinations.
“One thing we know for sure is that we as a family are excited to push on to new places we haven’t seen yet and that our crew is equally excited about the future,” he says. “I never imagined that owning and cruising our own yacht would be just so much fun and so rewarding. In hindsight, maybe we should have gotten into ownership a little earlier!”

The rise of the hotel superyacht
I t was widely reported that superyacht sales went bananas during the pandemic, as the very wealthy sought even more privacy and isolation. This was perhaps not surprising given it coincided with the collective wealth of the planet’s billionaires rising by more than £3 trillion. While sales of both old and new vessels have since dipped overall, the market for used vessels longer than 60 metres (197ft, ie the really big ones) has held its own and the global yacht market, which was valued at $6.4 billion (£5.1 billion) in 2022, is projected to grow to $13.67 billion (£10.89 billion) by 2030.
It seems there will always be an appetite for very fancy yachts and it’s perhaps unsurprising – given their clientele – that the luxury hotel world wants a piece of the action. Several of the top glossy international brands, including Ritz-Carlton, Aman, Four Seasons and Orient Express, have launched collections of “ superyachts ” in recent years, embodying everything their guests love about their hotels – at sea. But with between 50 and 150 suites aboard each yacht, can they really deliver the associated lifestyle?
What exactly is a superyacht?
While there is no official definition of a superyacht, it is widely accepted that they are privately owned vessels used for pleasure that are larger than 24m (80ft), with a year-round captain and crew.
“[Hotel-owners vessels] are generally not technically ‘superyachts’, owing to the sheer number of guests they welcome on board, but they definitely give a taste of the yacht experience ,” says Dilan Saraç, executive director of Superyacht Life Foundation. “Even the world’s most luxurious hotel can’t offer a different view every morning like these do. Their guests may then be more inclined to charter a superyacht or venture into superyacht ownership as a result.”
A growing trend
When cruise line Crystal Cruises declared bankruptcy last year, it was taken over by luxury tour operator Abercrombie & Kent. Two of its most popular ships, Serenity and Symphony, were given lavish makeovers and had their capacity reduced by a third; now 70 per cent of the cabins are suites. Yet while they have five-star hotel aspirations and are very well done, it’s plain to see that these are still very much cruise ships.
But what A&K has tapped into is that while privacy and exclusivity are hugely important, people also love to socialise and be among like-minded folk; to dress up for dinner, to see and be seen. This you can do at hotels and on cruises but not so much on private yachts in the middle of nowhere. Which is where the small cruise ship-with-superyacht notion fills a gap in the market.
The brands leading the way
Arguably the world’s most exclusive hotel chain, Aman, has always been ahead of the curve.
Ten years ago, it dipped its toe in the yachting waters by unveiling the five-cabin, twin-masted phinisi-style Amandiri in Indonesia, which has been gliding successfully between Amankila in Bali and Amanwana on the island of Moyo ever since.
Another notable ship is the Four Seasons Explorer, a luxury catamaran that describes itself as an 11-cabin floating resort and has been around for even longer. After two decades pottering between different Four Seasons properties in the Maldives , it has recently moved to the Micronesian nation of Palau.
What is driving demand?
“I think there are a couple of forces at play here,” says Jonathan Goldsmith, head of product at Cazenove+Loyd, another luxury tour operator. “ Transitory exploring is more popular than ever – whether that’s travelling by train or boat. The idea is that you unpack once, travel slowly and take in as much as you possibly can.
“Also, if you are a big international chain of hotels you may well have noticed that some of your clients are going off and travelling with someone like Silversea in the year that they’re not coming to you, so those chains are wanting a piece of that action but to do it much better.”
With competition fiercer than ever these days, hotel groups are having to get creative to stay successful and keep regular guests returning. And on a practical level, hotel-branded yachts are a brilliant way to transport customers from one property to the next.
“All over the world people are looking to diversify their offerings,” says Nick Van Gruisen, founder of The Ultimate Travel Company. “It’s interesting to see these luxury brands offering cruises, no doubt leading people who might not have previously thought of a cruise but know the brand, to show interest for the first time. It is narrowing the jump from luxury hotel to the luxury yacht experience.”
What is on the horizon?
Ritz-Carlton launched its Yacht Collection in autumn 2022, with a view to attracting 50 per cent new-to-cruise guests at an average age of 55, who would probably not consider a more mainstream option.
Its first vessel, the Evrima , sleeps up to 298 in 149 spacious suites. While clearly large, it does have the shape and feel of a private yacht, while offering everything you’d expect from a Ritz-Carlton hotel. Later this year, a second ship, Ilma, is due to launch, and in 2025, Luminara will be the third.
Next up will be Four Seasons, with its first residential-style vessel ready by late 2025 and a second a year later. The first will have 95 suites, all with spacious decks and its top 9,500ft Funnel Suite (including a 5,000sq ft deck) will be spread over four levels, with its own wading pool and spa. The yacht will also have an onboard transverse marina offering guests easy access to the sorts of watersport toys traditionally associated with privately owned yachts.
There will also be rentable custom-craft sea limousines for exploring the coastline and a saltwater pool that turns into a dance floor.
Then in 2026, Orient Express will bring its historic and refined brand to sea, unveiling the world’s largest sailing yacht – the ultra-modern 722ft Silenseas, which will have 54 suites and be powered by a pioneering wind propulsion system. Inspired by the French Riviera’s golden age of travel but unapologetically modern at the same time, it will have two pools, two restaurants, a lavish spa and an oyster bar and would not look out of place in St Tropez.
Also in 2026, Aman will launch Aman at Sea, a 600ft “luxury motor yacht”, with 50 spacious suites, all with their own balconies and an emphasis on the idea of “creating sanctuaries in unfrequented locations”. Its route is designed to take in multiple Aman properties around the world.
“I saw an opportunity and a gap in the market,” says Vlad Doronin, CEO and chairman of Aman, summing it all up nicely. “Until now, there has been nothing that truly sits between cruising and a private superyacht and similarly very little in either of these spaces putting design at the centre of the experience, like we do at Aman. Given the scale of our vessel and all its amenities, it will feel like staying on your own private yacht, just with the option of socialising with like-minded guests.”

Custom-built 65′ luxury cruising yacht, US Coast Guard certified for up to 85 guests. It is fully renovated and enhanced this year to give you the feeling of a totally new boat while retaining its classic design and innovative architecture. Our luxury option offers over 1,500 square feet of entertainment space on two decks with newly-constructed upscale amenities. Composed by lower enclosed main deck, with flexible seating arrangement, open social/dance floor, two luxury restrooms, and a full bar. The top open deck with expansive 360-degree views of San Diego Bay along with an exclusive VIP area.
