Humanitarian aid for Gaza is loaded on a cargo ship in the port of Larnaca

Ship carrying 200 tons of aid approaches coast of Gaza to help alleviate humanitarian crisis

WADI GAZA, Gaza Strip (AP) — A ship carrying 200 tons of aid approached the coast of Gaza on Friday in a mission to inaugurate a sea route from Cyprus to help alleviate the humanitarian crisis in the enclave five months into the war between Israel and Hamas.

The ship, operated by the Spanish aid group Open Arms, left Cyprus on Tuesday towing a barge laden with food sent by World Central Kitchen, the charity founded by celebrity chef José Andrés. It could be seen off Gaza’s coast Friday morning.

READ MORE: First aid ship leaves Cyprus to Gaza, where hundreds of thousands face starvation

Israel has been under increasing pressure to allow more aid into Gaza. The United States has joined other countries in airdropping supplies to the isolated region of northern Gaza and has announced separate plans to construct a pier to get aid in.

Aid groups said the airdrops and sea shipments are far less efficient ways of delivering the massive amounts of aid needed in Gaza. Instead, the groups have called on Israel to guarantee safe corridors for truck convoys after land deliveries became nearly impossible because of military restrictions, ongoing hostilities and the breakdown of order after the Hamas-run police force largely vanished from the streets. The daily number of supply trucks entering Gaza since the war began has been far below the 500 that entered before Oct. 7.

Earlier in the week, Israel allowed six aid trucks to enter directly into the north, a step aid groups have long called for.

World Central Kitchen operates 65 kitchens across Gaza from where it has served 32 million meals since the war started, the group said. The aid includes rice, flour, lentils, beans, tuna and canned meat, according to World Central Kitchen spokesperson Linda Roth.

It plans to distribute the food in the north, the largely devastated target of Israel’s initial offensive in Gaza , which has been mostly cut off by Israeli forces since October. Up to 300,000 Palestinians are believed to have remained there despite Israeli evacuation orders, with many reduced to eating animal feed in recent weeks. The aid is a tiny fraction of what is required, but the shipment was intended to pave the way for other larger shipments, officials working on the route have said.

WATCH: Gazans struggle with starvation and displacement this Ramadan

A second vessel being loaded with even more aid will head to Gaza once the aid on the first ship is offloaded and distributed, Cyprus’ Foreign Minister Constantinos Kombos said. He declined to specify when the second vessel would leave, saying it depends in part on whether the Open Arms delivery goes smoothly.

The Israel-Hamas war was triggered by Hamas’ Oct. 7 attack on Israel that killed 1,200 people and left another 250 taken into Gaza as hostages. Israel’s offensive in Gaza has killed over 31,000 Palestinians and driven most of Gaza’s 2.3 million people from their homes. A quarter of Gaza’s population is starving , according to the United Nations.

The ship could be spotted from the coast hours after the Palestinian Health Ministry in Gaza accused Israeli forces of launching an attack near an aid distribution point in northern Gaza, killing 20 people and wounding 155 others.

The Israeli military said in a statement that Palestinian gunmen were the ones to open fire and that none of its forces, who were securing a convoy of 31 aid trucks, fired toward the waiting crowd or the convoy. Some of those in the crowd were run over by the trucks, it said.

The health ministry said a group waiting for aid near the Kuwaiti roundabout was hit by Israeli shelling late Thursday.

The ministry said Friday that 149 people were killed over the past 24 hours, bringing to at least 31,490 the number of Palestinians killed in the war. The ministry doesn’t differentiate between civilians and combatants in its count, but says women and children make up two-thirds of the dead .

Bloodshed surrounding an aid convoy on Feb. 29 killed 118 Palestinians in northern Gaza. The Israeli military said some of its forces fired at people in the crowd who were advancing toward them. Witnesses and hospital officials said many of the casualties were from bullet wounds. The Israeli military said many of the casualties were caused by a stampede over the food and people being run over by the aid trucks.

After that, plans for the sea route took shape and the United States and other countries joined Jordan in dropping aid into the north by plane .

But people in northern Gaza say the airdrops are insufficient to meeting the vast need. Many can’t access the aid because people are fighting over it, said Suwar Baroud, 24, who was displaced by the fighting and is now in Gaza City. Some people hoard it and sell it in the market, she said.

A recent airdrop that malfunctioned plummeted from the sky and killed five people.

Another drop landed in a sewage and garbage dump, said Riham Abu al-Bid, 27. Men ran in but were unable to retrieve anything, she said.

“I wish these airdrops never happened and that our dignity and freedom would be taken into consideration, so we can get our sustenance in a dignified way and not in a manner that is so humiliating,” she said.

The war has exacerbated tension throughout the region and threatened to flare into broader violence.

At Al-Aqsa Mosque in Jerusalem, the third-holiest site in Islam, the first Friday prayers of the Muslim holy month of Ramadan were held without a major outbreak of protest or violence.

READ MORE: Israel denies claim that military killed 20 near Gaza aid distribution center

The mosque has been a frequent flashpoint for Israeli-Palestinian violence in the past. Hamas hopes a fresh eruption now would put more pressure on Israel and improve the militant group’s leverage in cease-fire talks.

But Israel put restrictions in place limiting West Bank Palestinians’ access to the compound for Friday’s prayers to men over 55, women over 50 and children under 10 and required all of them to have special permits. Palestinians without the permits were prevented from crossing into Jerusalem from the West Bank.

The compound has long been a deeply contested religious space, as it stands on the Temple Mount, which Jews consider their most sacred site.

Cruising the Moskva River: A short guide to boat trips in Russia’s capital

yacht go location

There’s hardly a better way to absorb Moscow’s atmosphere than on a ship sailing up and down the Moskva River. While complicated ticketing, loud music and chilling winds might dampen the anticipated fun, this checklist will help you to enjoy the scenic views and not fall into common tourist traps.

How to find the right boat?

There are plenty of boats and selecting the right one might be challenging. The size of the boat should be your main criteria.

Plenty of small boats cruise the Moskva River, and the most vivid one is this yellow Lay’s-branded boat. Everyone who has ever visited Moscow probably has seen it.

yacht go location

This option might leave a passenger disembarking partially deaf as the merciless Russian pop music blasts onboard. A free spirit, however, will find partying on such a vessel to be an unforgettable and authentic experience that’s almost a metaphor for life in modern Russia: too loud, and sometimes too welcoming. Tickets start at $13 (800 rubles) per person.

Bigger boats offer smoother sailing and tend to attract foreign visitors because of their distinct Soviet aura. Indeed, many of the older vessels must have seen better days. They are still afloat, however, and getting aboard is a unique ‘cultural’ experience. Sometimes the crew might offer lunch or dinner to passengers, but this option must be purchased with the ticket. Here is one such  option  offering dinner for $24 (1,490 rubles).

yacht go location

If you want to travel in style, consider Flotilla Radisson. These large, modern vessels are quite posh, with a cozy restaurant and an attentive crew at your service. Even though the selection of wines and food is modest, these vessels are still much better than other boats.

yacht go location

Surprisingly, the luxurious boats are priced rather modestly, and a single ticket goes for $17-$32 (1,100-2,000 rubles); also expect a reasonable restaurant bill on top.

How to buy tickets?

Women holding photos of ships promise huge discounts to “the young and beautiful,” and give personal invitations for river tours. They sound and look nice, but there’s a small catch: their ticket prices are usually more than those purchased online.

“We bought tickets from street hawkers for 900 rubles each, only to later discover that the other passengers bought their tickets twice as cheap!”  wrote  (in Russian) a disappointed Rostislav on a travel company website.

Nevertheless, buying from street hawkers has one considerable advantage: they personally escort you to the vessel so that you don’t waste time looking for the boat on your own.

yacht go location

Prices start at $13 (800 rubles) for one ride, and for an additional $6.5 (400 rubles) you can purchase an unlimited number of tours on the same boat on any given day.

Flotilla Radisson has official ticket offices at Gorky Park and Hotel Ukraine, but they’re often sold out.

Buying online is an option that might save some cash. Websites such as  this   offer considerable discounts for tickets sold online. On a busy Friday night an online purchase might be the only chance to get a ticket on a Flotilla Radisson boat.

This  website  (in Russian) offers multiple options for short river cruises in and around the city center, including offbeat options such as ‘disco cruises’ and ‘children cruises.’ This other  website  sells tickets online, but doesn’t have an English version. The interface is intuitive, however.

Buying tickets online has its bad points, however. The most common is confusing which pier you should go to and missing your river tour.

yacht go location

“I once bought tickets online to save with the discount that the website offered,” said Igor Shvarkin from Moscow. “The pier was initially marked as ‘Park Kultury,’ but when I arrived it wasn’t easy to find my boat because there were too many there. My guests had to walk a considerable distance before I finally found the vessel that accepted my tickets purchased online,” said the man.

There are two main boarding piers in the city center:  Hotel Ukraine  and  Park Kultury . Always take note of your particular berth when buying tickets online.

Where to sit onboard?

Even on a warm day, the headwind might be chilly for passengers on deck. Make sure you have warm clothes, or that the crew has blankets ready upon request.

The glass-encased hold makes the tour much more comfortable, but not at the expense of having an enjoyable experience.

yacht go location

Getting off the boat requires preparation as well. Ideally, you should be able to disembark on any pier along the way. In reality, passengers never know where the boat’s captain will make the next stop. Street hawkers often tell passengers in advance where they’ll be able to disembark. If you buy tickets online then you’ll have to research it yourself.

There’s a chance that the captain won’t make any stops at all and will take you back to where the tour began, which is the case with Flotilla Radisson. The safest option is to automatically expect that you’ll return to the pier where you started.

SpaceX’s Starship completes third test flight, its most successful yet

The spacecraft, powered by the world’s most powerful rocket, flew for nearly an hour in space, though it didn’t survive reentry into earth’s atmosphere.

yacht go location

SpaceX’s Starship spacecraft made it to space and traveled more than halfway around the world Thursday before coming to a fiery end over the Indian Ocean, in the most successful demonstration to date of the vehicle NASA has chosen to one day land astronauts on the moon.

While the spacecraft did not survive reentry into Earth’s atmosphere, it completed a number of key milestones that were hailed as major steps toward helping SpaceX perfect the art of flying the world’s largest and most powerful rocket.

In addition to a near-perfect launch, the craft flew for nearly an hour after lifting off from SpaceX’s private launch site in South Texas near the Gulf of Mexico at 9:25 a.m. Eastern time. All 33 of the booster’s engines ignited successfully, and after nearly three minutes, the Starship spacecraft separated and began a journey across the globe powered by its six engines.

The mission, SpaceX’s third test flight of the Starship system, was eagerly awaited by NASA, which is investing $4 billion in developing Starship. It intends to use the system to transport astronauts to the moon in the first two human landings since the Apollo era. SpaceX also intends to use the massive vehicle, which stands nearly 400 feet tall, to deploy the next generation of its Starlink internet satellites. Many in the science community are eager to use it to deploy large scientific instruments and telescopes into space.

“Congrats to @SpaceX on a successful test flight!” NASA Administrator Bill Nelson wrote in a post on X . “Starship has soared into the heavens. Together, we are making great strides through Artemis to return humanity to the Moon — then look onward to Mars.”

The vehicle, collectively called Starship, is composed of the Super Heavy booster and a spacecraft that sits on top. The company already has several other rockets under production and hopes to fly again soon, SpaceX CEO Elon Musk has said.

On this flight, the rocket achieved a speed of more than 16,000 mph, which would have allowed the spacecraft to enter orbit around Earth. Instead, SpaceX commanded the spacecraft to reenter the atmosphere over the Indian Ocean. After slamming into the thickening atmosphere, it generated heat of about 2,600 degrees Fahrenheit and did not survive. The booster was also lost after it began to tumble as it fell back to Earth over the Gulf of Mexico.

Still, it was the most successful Starship flight by far.

“It’s incredible to see how much further we got this time around,” Dan Huot, a SpaceX spokesman, said during the company’s live broadcast.

“This is just a phenomenal test so far,” SpaceX engineer Siva Bharadvaj said. “Super Heavy is performing beautifully today.”

With each flight, SpaceX has gotten better at flying Starship, learning from each test mission and then using the data that it collects to continue to tweak the vehicle’s hardware, software and ground systems.

“Each of these flight tests continue to be just that: a test,” SpaceX said in a statement before Thursday’s flight. “They aren’t occurring in a lab or on a test stand but are putting flight hardware in a flight environment to maximize learning.”

During the first flight in April 2023, several of the main engines failed during liftoff and more failed as it ascended. The force of the rocket blew up its launchpad and sent debris flying into the Texas shoreline. That triggered a lawsuit from environmentalists, who are concerned about the massive rocket’s impact on the surrounding area.

For the second flight , SpaceX installed a water deluge system to its pad, which dampened the blast, and made upgrades to the rocket’s engines. The vehicle made it through stage separation, and the upper-stage engines fired as well. But as the booster started to ignite 13 of its engines to fly the rocket back to Earth, one engine failed, “quickly cascading to a rapid unscheduled disassembly” — the phrase SpaceX uses to describe the loss of a vehicle. The spacecraft was lost after a leak led to a fire, and its autonomous onboard flight termination system destroyed the vehicle.

After the flight, the Federal Aviation Administration oversaw SpaceX’s investigation and said in February that it had accepted the company’s report. As a result, the FAA required SpaceX to complete 17 corrective actions, which included hardware redesigns, updates to engine-control algorithms and the installation of fire protection measures.

SpaceX said that “upgrades derived from the flight test will debut on the next Starship and Super Heavy vehicles.”

On this mission, SpaceX also tested opening and closing the payload doors through which it would deploy satellites to orbit. And because SpaceX intends to eventually refuel its Starship spacecraft while in orbit, the company also attempted to transfer propellant on this flight from one tank to another.

It was not immediately clear if those tests were successful. “We do still need to do some data review on those,” Bharadvaj said. “So as we get that data back, we’ll be sure to update you on social [media] for how those tests went.”

As the Starship spacecraft began reentering the atmosphere, cameras onboard the spacecraft showed images of the intense heat building up around the vehicle, engulfing it in a fireball. SpaceX had installed terminals for its Starlink internet satellite system on the spacecraft, which allowed for the stunning video to broadcast on its live stream until the heat finally overtook the system.

As expected, communication with the spacecraft was lost as it plunged through the thickening atmosphere. After a few minutes, however, SpaceX said the spacecraft — known as Ship 28 — did not survive reentry.

“We are making the call now that we have lost Ship 28,” he said. The company had hoped to fly the ship all the way to the surface of Indian Ocean, where it was expected to hit hard and explode.

It was unclear where exactly the ship was when the mission ended, but Jonathan McDowell, an astrophysicist at the Harvard-Smithsonian Center for Astrophysics who tracks spacecraft, said his analysis showed that it probably was lost about 620 miles southeast of Mauritius over the Indian Ocean.

Still, the flight will give SpaceX engineers lots of information to review that they will use in the next flight.

“The further we could fly, and the more data we could collect, was always the biggest win,” SpaceX engineer Kate Tice said.

What to know about SpaceX’s Starship

The latest: SpaceX’s third test flight of Starship was the most successful so far. It made it to space and traveled more than halfway around the world before coming to a fiery end over the Indian Ocean.

Starship: SpaceX’s massive rocket is the world’s most powerful rocket , a towering two-stage vehicle that NASA intends to use to land astronauts on the moon .

Previous flights: Starship’s first test was hailed as a success , though the landing pad was damaged after the ship exploded . The second test Starship successfully had liftoff, sparing the launch pad, but exploded amid separation from the boosters .

SpaceX launches Starship rocket on third test flight

By Jackie Wattles and Adrienne Vogt , CNN

We've wrapped up our live coverage for the day. Read more about the launch here , or scroll through the posts below to relive the test flight as it happened.

SpaceX already has more Starships built

A rocket booster and three Starship spacecraft are lined up near massive assembly buildings at SpaceX's Starbase fascilities in South Texas.

SpaceX is OK with discarding rockets after flight in the early stages of development.

That's because the company uses a completely different approach to rocket design than, say, NASA. The latter focuses on building one rocket and strenuously designing and testing it on the ground before its first flight — taking years but pretty much guaranteeing success on the first launch.

SpaceX, however, rapidly builds new prototypes and is willing to test them to their breaking point because there's usually a spare nearby. During a drive by the company's facilities on Thursday — three Starship spacecraft and one Super Heavy booster could be seen from public roadways.

The launchpad appears to have avoided a "rock tornado"

Members of an unaffiliated cleanup crew pick up debris around SpaceX Starbase after the Starship launch near Brownsville, Texas, on March 14.

During a visit to the Starship launchpad after Thursday's test flight, at least a dozen workers in reflective vests could be seen collecting debris, piling pieces into orange buckets.

The launchpad itself appeared to be in good shape. Before SpaceX's last test flight in November, the company installed a water deluge system designed to shoot more than 300,000 gallons of water up toward the Super Heavy booster to dampen the blow of the vehicle's massive engines.

SpaceX installed the feature after the first Starship launch in April 2023 tore the pad to bits and created what Elon Musk called a "rock tornado."

SpaceX competitor Blue Origin offers congratulations on Starship launch

Jeff Bezos' Blue Origin congratulated Elon Musk's SpaceX in a post on X, formerly Twitter, after Starship's launch on Thursday.

The two billionaires and space industry rivals regularly top lists of the world's richest people .

In December, Blue Origin’s tourism rocket New Shepard — designed to vault paying customers on brief trips to the edge of space — successfully launched on an uncrewed science mission from a private ranch in western Texas.

And in July 2021, Amazon founder Bezos himself  launched into space  on an 11-minute ride aboard a Blue Origin spacecraft he funded.

Regulators will oversee routine "mishap investigation"

SpaceX Starship after taking off near Brownsville, Texas, on March 14.

SpaceX and NASA may be busy cheering all the success achieved during Thursday's mission, but in the eyes of the Federal Aviation Administration — which licenses commercial rocket launches — the loss of the Super Heavy booster and Starship spacecraft is still considered a setback that has to be thoroughly reviewed.

The FAA routinely oversees mishap investigations when spacecraft are lost during flight. And even though SpaceX knew going into the flight that Starship and Super Heavy likely wouldn't survive, regulators still need to hash out what happened.

SpaceX and the FAA have had a sometimes contentious relationship, as SpaceX has said the agency's reviews have taken longer than the company would like, delaying testing.

Musk pledges that Starship will "make life multiplanetary"

Founder and CEO of SpaceX Elon Musk reacted to the latest Starship launch on Thursday, saying the world's most powerful rocket will "make life multiplanetary."

He made the short comment with an accompanying photo of the rocket in a post on X , the platform formerly known as Twitter, which he owns.

Key context: SpaceX considers the Starship system crucial to its founding mission: to carry humans to Mars for the first time.

And critically, NASA has chosen Starship as the landing vehicle that will ferry its astronauts to the lunar surface on the Artemis III mission, which is slated to take off as soon as September 2026.

Musk also posted a video on X Thursday marveling at the plasma created by the extreme heat and pressure Starship endured as it moved back into the atmosphere.

SpaceX's chief operating officer reacts: "HUGE congratulations"

SpaceX's longtime chief operating officer, Gwynne Shotwell, shared a mission recap and some celebratory words on the social media platform X.

"HUGE congratulations to the entire team for this incredible day," the post reads.

She also ticked through what Starship and Super Heavy accomplished.

  • "Clean count (glad the shrimpers could get out in the nick of time!)" she said, referring to a smooth countdown before launch despite some wayward boats encroaching on the launch site and holding things up.
  • "Liftoff, hot staging, Super Heavy boost back and coast (and likely a couple engines making mainstage during landing burn!)"
  • "Clean ship 'insertion' and coast, payload door cycling and prop transfer demo (to be confirmed!), and ship entry!"

Even though Starship was lost, it reached new heights. Catch up here

Spectators on South Padre Island watch as SpaceX's next-generation Starship spacecraft lifts off, near Brownsville, Texas, on March 14.

SpaceX's Starship rocket  launched on its third test flight from the Starbase facility in Boca Chica, Texas, and achieved multiple milestones Thursday morning before likely breaking apart.

Get up to speed:

  • The Starship spacecraft made it to orbital speeds.
  • Both the Starship spacecraft and Super Heavy rocket booster made it much further into flight than during two previous tests in 2023.
  • SpaceX completed a propellant transfer demonstration , and Starship's payload doors were tested. It's too early to say if they're wholly successful, as engineers said they need to review some data.
  • SpaceX did not re-light Starship's engines as expected, but the webcast offered stunning views of the spacecraft plunging back into the atmosphere.
  • It's not clear if the Super Heavy booster landed in one piece.
  • The Starship spacecraft was destroyed, and SpaceX lost communication earlier than expected. But SpaceX never sought to recover the vehicle; it was intended to crash land.

NASA chief congratulates SpaceX

NASA Administrator Bill Nelson speaks during a NASA briefing in Washington, in September 2023.

NASA Administrator Bill Nelson offered cheers to SpaceX for its monumental flight test.

Though the fate of the Starship spacecraft and booster is uncertain, SpaceX never intended to recover either vehicle after this mission.

Even before the flight, SpaceX noted that Starship's fate wouldn't be certain, saying only "Excitement guaranteed!"

Remember: Starship is a critical component of NASA's Artemis program. The spacecraft is the vehicle  selected  to land US astronauts on the moon as soon as September 2026.

Did Starship land? How SpaceX’s third launch got lost over Indian Ocean

SpaceX launched its powerful two-stage Starship rocket into space Thursday, a third test flight that outperformed the previous two last year, before the craft was apparently lost on reentry.

The uncrewed Starship was on its way to a powered splashdown in the Indian Ocean about an hour after launch when signals were lost at an altitude of about 40 miles. That indicated the craft broke up before hitting the ocean.

Read more: Details on flight ; What happened in past launches .

Nevertheless, the upper stage of the spacecraft soared into space after separating from its first stage. Milestones of the flight included:

  • The upper stage of Starship reached orbit for the first time and reentered Earth's atmosphere after about 40 minutes of flight.
  • A payload door on Starship was opened and closed, a test for future orbital flights to deploy Starlink satellites.
  • Controllers were able to transfer 10 metric tons of liquid oxygen propellant between two interior tanks of the spacecraft during the flight, a test for transferring rocket fuel on future missions.

A planned test to restart a Raptor engine aboard Starship was not attempted.

The third test was far more successful than the first two in 2023:

  • April 20: The first test ends with an explosion about four minutes after launch, before the stages separate.
  • Nov. 18: The second test ends with explosions of separated stages about 12 minutes after launch.

SpaceX is owned by Elon Musk. Under a $3 billion contract with NASA , a Starship lunar lander will be developed to ferry astronauts from lunar orbit to the moon's surface as early as 2025. Starship will also be used for missions to Mars in the next decade.

What are the two stages of Starship?

The Starship rocket has two stages. Both are reusable, but on this test, neither would have been recovered. The stages have specific functions:

Super Heavy | First stage: The booster stage with 33 engines that lift the rocket to space.

Starship | Second stage: The spaceship that will carry astronauts in future flights.

How big is Starship?

The Federal Aviation Administration issued flight clearance late Wednesday. It said "SpaceX met all safety, environmental, policy and financial responsibility requirements."

What was planned for the Starship test flight?

Goals of the third test included:

◾ Flight duration: 65 minutes.

◾ Altitude: 150 miles.

◾ Stage separation: Two minutes, 44 seconds after launch.

◾ Super Heavy splashdown: In the Gulf of Mexico, seven minutes after liftoff.

◾ Starship splashdown: In the Indian Ocean, instead of near Hawaii.

What fixes has SpaceX made to Starship?

In the months since the two Starship tests, SpaceX has made several changes to the rocket and its launch systems. During the test, multiple first-stage engines failed and the rocket began to tumble. Engineers activated a self-destruct mechanism while the ship was in mid-air.

Changes include:

◾ A system that sprays water over the launch pad as first-stage engines fire, to reduce vibrations caused during liftoff.

◾ A different way of separating the two stages in flight, using Starship's engines instead of a separate system.

◾ The self-destruct sequence was shortened in length.

◾ Additional tests have been conducted to determine how the engines will work in flight.

Second aid ship expected to set sail for Gaza as Palestinians await distribution from first delivery

JERUSALEM — A shipment of aid that  arrived on Gaza’s shore  on Friday is expected to bring some respite to starving Palestinians in the enclave’s north — but how and when it will be distributed has yet to be seen.

Tons of flour, rice and canned foods were offloaded from the ship Saturday, according to World Central Kitchen, the charity that collected the food and organized the maritime aid shipment. The much-needed aid was was transported 200 miles from the Larnaca port of Cyprus to Gaza by the Open Arms, a ship named after the charity.

On Sunday, World Central Kitchen, which was launched by celebrity chef José Andrés and which runs a network of around 60 kitchens across the Gaza Strip, said the aid was in a warehouse and had yet to be distributed.

Earlier Sunday, COGAT, Israel's military liaison with the Palestinians, said World Central Kitchen trucks had "distributed the aid" from the maritime delivery in northern Gaza. A spokesperson for COGAT later told NBC News that was not correct and said it was a separate aid delivery that was distributed north.

The location of the warehouse where the aid was being held and the plan to distribute the food were not immediately clear, with World Central Kitchen noting Saturday that "this is a constantly evolving mission that changes constantly due to the realities on the ground."

The second vessel from World Central Kitchen.

John Spencer, a retired Army infantry officer who now serves as chair of urban warfare studies at the U.S. Military Academy’s Modern War Institute, said in a phone interview Sunday that it should be no surprise organizers have remained tightlipped around the plans for distribution of the widely covered aid shipment.

Noting a recent string of deadly incidents in which Palestinians have been killed while waiting for or trying to access much-needed aid, he said: “It makes a lot of sense to me that details of the distribution of the aid are being very close-held.”

He also noted that organizers would be unlikely to distribute aid from the same point more than once due to safety concerns. “They’ll probably move points around,” he said. “If you set up one point, that just gives bigger chances for bigger crowds and chaos.”

Spencer was also unsurprised by discrepancies in statements from the charity and Israeli officials.

In addition to statements on the distribution of aid, there have also been discrepancies around how much aid was included in the maritime shipment, with the World Central Kitchen saying 200 tons of aid was on the Open Arms vessel, while COGAT initially said there were 115 tons, before shifting to 200 in a later update.

Spencer said there were “lots of reasons” for such discrepancies, including the general communication issues that can arise while executing a difficult plan in a chaotic environment. But he said it would not be surprising for an aid organization to want to separate itself from military or government efforts in a conflict zone “when there’s two warring parties.”

The IDF said in a statement Friday that the maritime aid shipment was being facilitated in coordination with COGAT and with the Israeli government’s approval.

It said naval and ground forces had been deployed to secure the area upon the Open Arms’ arrival, but it was not clear if the military was expected to be involved in the management or the distribution of aid — or what efforts were being made to ensure that aid would reach civilians safely after several deadly incidents related to aid deliveries.

Humanitarian aid loaded onto pallets.

The Palestinian Health Ministry in Gaza said on Thursday that a number of people were killed and dozens were injured while waiting for a separate aid delivery.

The IDF rejected claims that its forces fired on the crowd and shared footage it said showed “Palestinian gunmen opening fire in the midst of Gazan civilians” about an hour before an aid convoy arrived. NBC News could not immediately independently verify the IDF’s claim or determine what exactly is happening in the video.

It came after several other deadly incidents in recent weeks, including the violence on Feb. 29 during which more than 100 Palestinians were killed as they gathered in anticipation of the arrival of much-needed aid.

The Israeli military said the majority of people were trampled on or run over in the incident, but witnesses said Israeli soldiers killed civilians, shooting at them and firing tank artillery shells.

Friday’s nautical aid delivery came amid mounting frustrations over the lack of aid flowing into Gaza, despite tons of food and supplies sitting on trucks in Egypt awaiting permission to enter the enclave, where Palestinians are facing starvation. The United Nations warned that around a quarter of Gaza’s 2.3 million residents are “one step away” from famine . Already, Palestinian health officials have reported dozens of deaths from malnutrition in the enclave, with most of the victims being children.

World Central Kitchen said it was already loading a second boat with 204 tons of food for a second sailing to Gaza — and it said it planned to “establish a maritime highway” of future boats and barges.

Israel has maintained tight control over the entry of aid, particularly through the country’s Kerem Shalom border crossing and the Rafah border crossing with Egypt.

The U.S. and its international partners have pushed for Israel to ramp up the flow of aid into Gaza, with the Biden administration recently announcing plans to build a temporary port to help facilitate future maritime deliveries.

World Central Kitchen said it had to construct a jetty built from the rubble of the war off Gaza’s shore in order to facilitate Friday’s aid delivery. Video captured by NBC News’ crew on the ground showed trucks carrying goods away from the makeshift jetty.

While aid groups welcomed the recent arrival of aid by sea, as well as via airdrops, they have condemned plans to build the port, as well as the focus on a maritime aid route, when the most practical means of delivering food and other goods to Palestinians in desperate need in Gaza would be by land.

“Any aid that can be provided is helpful and good given the overwhelming levels of need on the ground,” Ciarán Donnelly, the International Rescue Committee’s vice president of crisis response, said in a phone interview Friday. “At the same time, the reality is that the most direct distance between two points is a straight line and there are cheaper and more effective and easier ways to get aid to Gaza than relying on planes and boats from airdrops and maritime routes.”

The San José was traveling to Europe with treasures to fund the war of the Spanish succession when it was sunk by the British off the coast of Colombia.

‘Holy grail of shipwrecks’: recovery of 18th-century Spanish ship could begin in April

The San José, sunk in 1708, has been at the center of a dispute over who has rights to the wreck, including $17bn in booty

S ince the Colombian navy discovered the final resting place of the Spanish galleon San José in 2015 , its location has remained a state secret, the wreck – and its precious cargo – left deep under the waters of the Caribbean.

Efforts to conserve the ship and recover its precious cargo have been caught up in a complicated string of international legal disputes , with Colombia, Spain, Bolivian Indigenous groups and a US salvage company laying claim to the wreck, and the gold, silver and emeralds onboard thought to be worth as much as $17bn.

When Colombia tried to auction off part of the bounty to fund the colossal costs of recovering the ship, Unesco and the country’s high courts intervened.

But eight years after the discovery, officials now say they are pushing politics to one side and could begin lifting artefacts from the “holy grail of shipwrecks” as soon as April.

“There has been this persistent view of the galleon as a treasure trove. We want to turn the page on that,” Alhena Caicedo, director of the Colombian Institute of Anthropology and History, said. “We aren’t thinking about treasure. We’re thinking about how to access the historical and archeological information at the site.”

Cannon from the San José.

The San José was returning to Europe with treasures to help fund the war of the Spanish succession when it was sunk by a British squadron in 1708, close to the Caribbean port city of Cartagena.

Historians say the wreck could help reveal much about the Spanish empire at the height of its power – and the shared, overlapping histories of Europe and Latin America.

Eventually, Caicedo’s team hopes to raise the wreck itself, and put it on display in a custom-built museum where visitors will be able to explore “all the secrets of the bottom of the ocean”, she said.

But as the expedition continues to explore the site, the scale and complexity of the challenge is coming into focus.

Few ships like the San José have ever been recovered – and none has ever been salvaged from warm tropical waters.

“This is a huge challenge and it is not a project that has a lot of precedents. In a way, we are pioneers,” said Caicedo.

The closest comparison would probably be to the Mary Rose, the flagship of Henry VIII’s fleet, which sank in 1545 while in battle with the French fleet off the coast of Portsmouth.

That 16th-century wreckage was explored by hundreds of divers – many of whom were volunteers – for a decade before being carefully lifted in 1981. The surviving section of the ship’s hull is now on display in a £35m ($45m) museum .

Contents of the San José shipwreck.

Colombia’s navy has been studying the Mary Rose and other such marine conservation projects to see how it could lift and conserve the 40-metre-long ship and its contents without it all crumbling to dust.

“The San José is a very, very special ship. It’s comparable to the Mary Rose in that it was in action at the peak of Spanish technology and shipbuilding,” said Ann Coats, associate professor in maritime heritage at the University of Portsmouth.

“There are so many questions the San José could help answer!”

The San José’s cargo includes articles of glass, porcelain and leather, and historians hope the haul could inform their understanding of global 18th-century trade networks, Spain’s complex colonial hierarchy and the lives of the 600 souls onboard.

after newsletter promotion

But while the Mary Rose lay in frigid coastal waters, the San José sank in deep, tropical waters which will probably have been cruel to the ship and could make the recovery one of the most costly and complex in history.

“The contents are really varied and we have no idea how the remains will react when they come into contact with oxygen. We don’t even know if it is possible to raise something out of the water,” said Caicedo.

The wreck’s precise location is a state secret to protect the site from looters, but Colombian authorities have revealed that it is 600 metres (2,000ft) below sea level – too far for divers to reach.

The country’s military is currently developing underwater robots that will first photograph, video and map the wreckage before carefully attempting any retrieval.

Exactly how much can be salvaged from the wreck will depend on myriad factors: currents, sea temperature, the type of silt the wreck is submerged in, how the ship’s 60 bronze cannons plunged to the seabed, and even which critters are now living there, says the head of the Mary Rose’s research program, Alex Hildred.

“It was also set on fire,” Hildred says. “Lifting the ship and creating a museum will be really difficult, really expensive and incredibly challenging … And then everyone wants a bit of it. It’s just a nightmare.”

The vessel’s international connections mean that historical research has until now been halted by international litigation over who is its rightful owner.

Although the wreck was found in Colombian waters, Spain has argued that the San José was part of the Spanish fleet and was returning from what was then part of the Spanish empire.

Meanwhile, Sea Search Armada (SSA), a US-based salvage company, has been locked in a legal battle with Colombia, arguing that it located the area in which the San José sank in 1981. SSA has argued that Colombia agreed to split any profits, but in 2011 a US court declared the galleon the property of the Colombian state.

Indigenous communities in Bolivia have also voiced a claim to any possible riches, arguing that their ancestors are likely to have mined the silver and gold used in many of the treasures .

The Colombian ministry of culture says the government has self-funded the first stage of exploration with $7.3m and it will not sell any of the precious artefacts as Unesco pleaded in 2018.

“Money has always driven the story of the San José. The British wanted to capture it to deny money to Spain, then the money onboard drove the archaeological search for the wreck,” said Coats. “Then disputes got in the way of studying the ship. It would be nice if for once money wasn’t driving things and a huge cultural collaboration could take place to study it properly.”

Cuyahoga elections board promises new practices will make Tuesday’s voting go smoother

  • Lucas Daprile, cleveland.com

CLEVELAND, Ohio – As voters prepare to cast their ballots at Tuesday’s primary election, Cuyahoga County Board of Elections is rolling out new practices it says will streamline voting.

One notable change from the November general election is that elections officials will not be uploading pictures of ballots on Election Day, which is what slowed down vote totals during the county’s last, major election, said Cuyahoga County Board of Elections Director Anthony Perlatti during a Monday news conference.

Photographs of ballots provide an extra layer of vote security by creating an additional “paper” trail.

The photos of ballots will still be kept and will be used later on in the process, Perlatti said. In November, it took about two-and-a-half minutes to upload a single thumb drive with ballot photos. Without immediately uploading photos, it takes closer to 10 seconds, Perlatti said.

As a result, he is hoping to have elections results several hours earlier on Tuesday than in November, he said.

“We should see a much faster upload” of preliminary elections results, Perlatti said.

Perlatti also said the county was taking steps to print off more ballots than usual for a primary election.

In November, several Cuyahoga County precincts ran out of ballots on Election Day, causing delays. Following that election, poll workers told cleveland.com it took the Board of Elections several hours to deliver additional ballots . To work around the problem, poll workers printed off ballots locally, but it was a slow solution, cleveland.com reported previously.

For the March primaries, elections officials are providing more ballot stock for polling places and dedicating an employee to monitoring when precincts are getting low on ballots.

“We printed more ballots than we typically would for a partisan primary,” Perlatti said. “I have good confidence you won’t see a repeat of what we saw in a few locations last November.”

Though elections officials are printing more ballots than usual, Perlatti is not expecting a particularly high voter turnout, given that Joe Biden and Donald Trump have already clinched their respective party’s nominations.

However, other items remain on the ballot for local voters, including Cuyahoga County Council seats, the county’s Health and Human Services Levy , multiple judicial seats, an Ohio Supreme Court seat primary election, county prosecutor, primary elections for a U.S. Senate seat and several Congressional primaries. School levies for Strongsville, Richmond Heights, Garfield Heights, Cuyahoga Heights and Brooklyn City Schools will also be on Tuesday’s ballot.

Though not all voters will be able to vote in all elections – such is the nature of a partisan primary – there is at least one issue that will appear on all voters’ ballots, Issue 26, the countywide HHS levy, Perlatti said.

“Everyone has something to vote on,” Perlatti said.
