Ukraine seizes 55 homes, 26 cars and yacht from Putin ally Medvedchuk

Ukrainian authorities announced Thursday that they had seized a sum of 154 assets from pro-Kremlin opposition politician and mogul Viktor Medvedchuk, who was captured this week following an escape from house arrest shortly after Russia invaded Ukraine.

Among the long list of property seized from Medvedchuk and his family: 30 plots of land, 23 houses, 32 apartments, 26 cars and one yacht.

The seizures add further intrigue to the circumstances of the escape and recapture of one of Ukraine’s most notorious oligarchs, known for his close relationship with Russian President Vladimir Putin, who acts as godfather to Medvedchuk’s daughter.

Who is Viktor Medvedchuk, the pro-Russia mogul arrested in Ukraine?

Despite humble beginnings, Medvedchuk was one of the richest people in Ukraine. He appeared to enjoy a lavish life: After escaping his house arrest in a mansion at an upmarket spa town near Kyiv in February, activists found that the location housed an ornate replica of a 19th-century railway dining car, replete with a gold-gilded toilet and bidet hose.

Ukrainian authorities had already charged Medvedchuk with treason last year and placed him under house arrest, freezing some of his assets. As tensions increased between Russia and Ukraine, the opposition leader was accused of taking part in Russian plans to impose a puppet government on Ukraine.

In January, the U.S. Treasury Department said Medvedchuk and two members of his political party were involved in a plot to “recruit current and former Ukrainian government officials to prepare to take over the government of Ukraine and to control Ukraine’s critical infrastructure with an occupying Russian force."

Shortly after Russia invaded Ukraine on Feb. 24, the 67-year-old mogul escaped from his house arrest in a mansion in the town of Pushcha-Vodytsya.

Medvedchuk’s location was a mystery for 48 days before the surprise announcement of his capture this week. In photographs shared by President Volodymyr Zelensky, the disheveled fugitive was shown wearing camouflage fatigues with a Ukrainian flag patch.

Speaking on Ukrainian television, the head of Ukraine’s SBU state security service revealed details of his capture, alleging that agents from Russia’s FSB intended to take Medvedchuk across the border by boat into Moldova’s breakaway Transnistria region, where Russian forces are stationed, and from there to Russia.

“In fact, they allegedly wanted to take Medvedchuk to the Ukrainian border under the guise of a member of the Ukrainian armed forces, accompanied by colleagues,” Ivan Bakanov said. His comments were later posted on the Ukrainian security service’s Telegram channel.

Bakanov said that an “evacuation group of FSB special forces” was waiting in Transnistria, which was then supposed to take Medvedchuk to Moscow. The Russians, he said, were assisted in their plan by members of Ukraine’s criminal world and “corrupt law enforcement officers.”

Medvedchuk was a leader of Ukraine’s main pro-Russian political party, the Opposition Platform-For Life party, and is among Putin’s strongest Ukrainian supporters. Zelensky’s government suspended Medvedvcuk’s party, along with other smaller pro-Russian parties, in March.

Outside of his political career, Medvedchuk was also one of the wealthiest people in Ukraine, with a net worth of $620 million in 2021 according to Forbes Ukraine. Ukrainian officials said he had control over three television channels, though these were blocked last year as Zelensky’s government said they were “one of the instruments of war against Ukraine” and bankrolled by Russia.

Dmitry Medvedev, deputy chairman of Russia’s Security Council and former Russian president, rejected Zelensky’s offer of a prisoner swap for Medvedchuk on Wednesday and appeared to threaten his Ukrainian captors.

“These people should watch out and lock the doors well at night to make sure they do not become the people who are going to be exchanged themselves,” Medvedev said, according to an account from Reuters.

In its statement released on Thursday, Ukraine’s State Bureau of Investigation said it would continue to “prosecute traitors and confiscate their property, as is required by law" but did not offer more details of Medvedchuk’s property.

Ukrainian media reported this week that a 300-foot yacht called Royal Romance owned by Medvedchuk was being transferred to a government agency that recovers seized assets. The $200 million boat had been docked in the port of Rijeka, Croatia.

Kremlin dismisses Ukraine’s offer to free Putin ally in prisoner exchange

The Kremlin has turned down Ukraine’s offer of a prisoner exchange for Vladimir Putin’s closest ally in Ukraine, the oligarch and opposition politician Viktor Medvedchuk, arrested on Tuesday in what was described as a “lightning-fast and dangerous” operation.

The capture of Medvedchuk, one of Ukraine’s richest men, who escaped house arrest on treason charges days after the Russian invasion, was first announced by President Volodymyr Zelenskiy, who posted a picture of the detainee on social media, dishevelled, in handcuffs and dressed in army fatigues with a Ukrainian flag patch.

“A special operation was carried out by the security service of Ukraine. Well done!” Zelenskiy wrote on Telegram. On Wednesday, the president gave more details saying that Medvedchuk had disguised himself as a Ukrainian soldier in a bid to flee the country.

“He’s been in hiding for 48 days. And finally he decided to try to escape from our country,” the president said. “I find his use of military camouflage particularly cynical. He tried to disguise himself like that. What a warrior. What a patriot.”

Zelenskiy suggested exchanging him for Ukrainian prisoners of war held by Russia.

“If Medvedchuk himself chose a military uniform, he is subject to the laws of war. I’m offering Russia to swap this guy of yours for our guys in Russian captivity. Therefore, it’s important that our law enforcement agencies and the military also consider such a possibility,” he said.

The Kremlin shrugged off the exchange offer, and warned Ukrainian leaders to “watch out”, threatening them with abduction in response. Spokesman Dmitry Peskov said: “Medvedchuk is not a Russian citizen. He has nothing to do with the special military operation. We don’t know if he wants anything to do with it at all.”

Russia’s former president and deputy chairman of its security council, Dmitry Medvedev, warned of reprisals for the arrest.

“Those freaks who call themselves the Ukrainian authorities say that they want to beat testimony out of Viktor Medvedchuk, ‘quickly and fairly’, convict him and then exchange him for prisoners,” Medvedev said. “These people should watch out and lock the doors well at night to make sure they do not become the people who are going to be exchanged themselves.”

Medvedchuk grew rich from Russian oil interests and his proximity to the Kremlin.

Putin and Medvedev’s wife are godparents to his daughter, and Medvedchuk’s coalition, Opposition Platform – For Life, pursued a pro-Moscow agenda until he was charged with treason in May 2021, accused of selling military secrets to Russia and exploiting the natural resources of Crimea under Russian occupation. He denied wrongdoing and was under house arrest before fleeing during the first days of the invasion.

Investigators who went to Medvedchuk’s house found a replica of a vintage Pullman railway carriage, opulently furnished with gold fittings, standing at a mock-up of a railway station, all hidden under a tarpaulin.

His $200m 93-meter yacht, the Royal Romance, was seized in the Croatian port of Rijeka last month.

In January, the US put Medvedchuk and three other Moscow-backed Ukrainian politicians under sanctions, accusing them of involvement in a plot to set up a collaborator government in the wake of the Russian invasion.

Zelenskiy also suspended Medvedchuk’s party – Ukraine’s largest opposition grouping – and several other smaller political parties tied to Moscow in March.

Medvedchuk’s arrest and indictment angered Putin who threatened to respond to what he deemed to be political persecution.

It was not immediately clear where and how he was captured.

Ivan Bakanov, the head of the security service (SBU), thanked his investigators and counterintelligence officers, who “proved their professionalism and conducted a lightning-fast and dangerous multi-level special operation to detain deputy Medvedchuk”.

“You can hide from justice. You can even wear a Ukrainian military uniform to disguise … But will it help you escape from punishment? Not at all!” the SBU said in a tweet.

Kyiv’s crackdown on Medvedchuk had sparked anger in the Kremlin, with Putin vowing at one stage to “respond” to what he called a political persecution.

The Kremlin spokesman, Dmitry Peskov, would not comment on news of Medvedchuk’s capture, telling Russian reporters that “there are a lot of fakes coming from Ukraine” and “this needs to be checked first”.

Ukrainian oligarch Viktor Medvedchuk, a Putin pal who fled Ukrainian house arrest when the Russian invasion began, may be on the run — but his $200 million megayacht is firmly anchored in Croatia. 

If Ukraine falls, Medvedchuk is Putin’s top choice to head a puppet government in the shattered country. He has been on US sanctions lists since Russia’s 2014 invasion of Crimea. In May, Ukraine arrested Medvedchuk for high treason and for plundering state resources in Crimea, which was unlawfully annexed by Russia in 2014 . 

Medvedchuk is believed to be in Russia, or at his lavish Crimean estate. But although he’s sanctioned in the US, the EU is still on friendly terms with him — in part because officials there are said to believe he may be a useful peace broker. In the past, he’s brokered prisoner exchanges between Russia and Ukraine, diplomats say. 

For now, Medvedchuk’s $200 million megayacht — Royal Romance — remains in full view, docked in the pretty port town of Rijeka, Croatia. Royal Romance was built in the Netherlands in 2014, the same year Russia invaded Crimea. 

The yacht comes equipped with a 40-foot long pool that feeds an onboard waterfall, plus four sun-splashed platforms wrapped in glass.

In case anyone gets any ideas to sabotage Medvedchuk’s pricey plaything —  the way Ukrainian Taras Ostapchuk flooded  Lady Anastasia , the Spanish-docked megayacht owned by an arms dealing oligarch  — there’s a local security firm standing guard, noted local resident John Clayton, who formerly headed the democratization department at the Organization for Security and Cooperation in Europe’s Mission to Serbia. 

“It’s been here for the past year. We’ve watched it with some disgust. It’s now guarded by a private security guard,” Clayton told The Post. Clayton provided The Post with a picture he took of the superyacht.

Clayton says he alerted the British and American embassies to the yacht’s location. 

“I’ve been emailing the British Embassy, but they are ignoring me. However, the US Embassy is tracking it now,” Clayton claimed.

Medvedchuk, a legal eagle turned oil and media mogul — whose three pro-Putin propaganda TV stations were taken off the air in Ukraine — is also a pro-Putin politician, and he owes his oil-based fortune to his ties to the Russian dictator. 

The two are so close that Putin is godfather to one of Medvedchuk’s two daughters. The dictator and the mogul reportedly watch Formula One races together. Putin once kept a Ukrainian president waiting because he was having dinner with Medvedchuk, Russia expert Anders Aslund told The Post. 

Medvedchuk is reportedly worth around $620 million, according to Forbes, but Aslund says he’s worth far more thanks to stashing illicit funds in offshore accounts .

Royal Romance

The megayacht is registered in the Cayman Islands. And it is extremely expensive to maintain — perhaps up to $1 million a month. “We have no idea how this is being paid given that he’s now on the run,” Clayton said. 

However Clayton did have some suggestions on what to do with the yacht now. 

“Morally, it should either be seized and sold, with the assets going to support the people of Ukraine, or it should be used to house the Ukrainian refugees now arriving in Croatia. Personally, we prefer the latter option, but it should be up to the Ukrainian people to decide as it was purchased with wealth stolen from their country,” Clayton said.

Feadship’s in-house team was responsible for the yacht’s exterior styling and naval architecture. She is powered by twin MTU 3,004 hp diesel engines lending a combined power of 6,008 hp (4,480 kW). Royal Romance can reach a maximum speed of 15 knots. It is believed the $200 million megayacht is firmly anchored in the port town of Rijeka, Croatia. As per reports, the megayacht is extremely expensive to maintain — perhaps up to $1 million a month.

Viktor Medvedchuk , a Ukrainian businessman and one of the leaders of the banned pro-Russian Opposition Platform — For Life party to whose daughter Putin is a godfather, who was accused of high treason in Ukraine and taken in by Russia in a POW exchange, became the owner of a new yacht worth RUB 886 million, or US$9.627 million.

Details: The publication discovered that Medvedchuk bought a Pershing 9X high-speed yacht called a "fighter" by its manufacturer, Italian Ferretti Group. On board the 28-metre vessel are four cabins with eight beds. In total, the yacht can accommodate up to 20 guests.

According to customs data available to the publication, the vessel named Amore Mio was launched only in 2023. It passed Russian customs on 26 July. The yacht approached Russian waters under the flag of Palau, and its sender was a United Arab Emirates company named Lavel Fzco.

The Russian recipient of the yacht is Renaissance JSC. According to the audit report from 24 February 2021, the company's beneficial owner was Medvedchuk's wife, Oksana Marchenko.

The company issued a "temporary import" of the yacht. This procedure is used when the presence of goods in the customs territory is impractical permanently. In addition, it partially exempts the declarant from paying customs duties.

Previously: In December 2022, the Asset Recovery and Management Agency (ARMA) was going to auction Medvedchuk's super yacht Royal Romance, which had been seized in Croatia.
