Russian billionaires are heading for Turkey to flee Western sanctions over Russia’s invasion of Ukraine.

A yacht linked to a Russian aluminium tycoon arrived in a bay near the southwestern Turkish resort of Gocek on Saturday, as more Russian billionaires head for Turkey to flee Western sanctions over Russia’s invasion of Ukraine.

Oleg Deripaska, founder of Russian aluminium giant Rusal, has been sanctioned by the United States, United Kingdom and European Union.

A witness saw the 73-metre (239.5 feet) yacht Clio arrive off the coast of Gocek in the Aegean coastal province of Mugla. The Cayman Islands-flagged vessel remains in the bay off Gocek.

Turkey, a member of NATO, shares a maritime border with Ukraine and Russia in the Black Sea, and has good ties with both and has mediated in the continuing conflict.

Istanbul has supported Kyiv, but also opposed sanctions on Moscow, including measures against Russian billionaires.

Ankara has relied heavily on Russian energy imports and tourists and has emerged as a safe haven for Russians fleeing sanctions, and many have invested in Turkish property.

On April 4, the US government seized a mega-yacht in Spain, the first in Washington’s sanctions enforcement initiative to “seize and freeze” giant boats and other pricey assets of Russian elites.

Spain’s Civil Guard and US federal agents descended on the yacht, Tango, at the Marina Real in the port of Palma de Mallorca, the capital of Spain’s Balearic Islands in the Mediterranean Sea.

Documents tied to the US investigation alleged that oligarch Viktor Vekselberg bought the Tango in 2011 and used shell companies to hide his interest in the vessel, the US Department of Justice said.

In early March, customs officers in France seized a yacht belonging to Rosneft oil company boss Igor Sechin as it tried to leave the Mediterranean port of La Ciotat in a breach of EU sanctions on Russian oligarchs.

ISTANBUL (Reuters) - A yacht linked to Russian aluminium tycoon Oleg Deripaska arrived in a bay near the southwestern Turkish resort of Gocek on Saturday, as more Russian billionaires head for Turkey to flee Western sanctions over Russia's invasion of Ukraine.

Deripaska, founder of Russian aluminium giant Rusal, has been sanctioned by the United States, European Union and Britain. He has previously called for peace.

A Reuters witness saw the 73-metre (239.5 foot) yacht Clio arrive off the coast of Gocek in the Aegean coastal province of Mugla on Saturday. The Cayman Islands-flagged vessel remains in a bay off Gocek.

The arrival of Clio in Turkish waters comes after two superyachts linked to Russian billionaire Roman Abramovich, who made a surprise appearance at Ukraine-Russia peace talks in Istanbul this month, docked in Turkish ports.

World governments are seeking to isolate President Vladimir Putin and his allies over Russia's invasion of Ukraine, which the Kremlin calls a "special military operation".

NATO member Turkey shares a maritime border with Ukraine and Russia in the Black Sea, has good ties with both and mediates in the conflict. It has supported Kyiv, but also opposed sanctions on Moscow, including measures against Russian billionaires.

Ankara relies heavily on Russian energy imports and tourists and has emerged as a safe haven for Russians fleeing sanctions, and many have invested in Turkish property.

On Friday, a Ukrainian diplomat said Ukraine is working with Turkey for more support and understands - though it is not happy with - the reality of Ankara's parallel ties to Moscow.

Superyachts belonging to three of Russian President Vladimir Putin’s closest associates were detained in Europe in the past week, part of Western government sanctions against hundreds of Russian financial targets .

The Amore Vero, a $116 million yacht owned by Igor Sechin, head of Russian oil company Rosneft, was seized in France, the Financial Times reported. Forbes published an article Wednesday saying that the world’s largest superyacht, the $600 million Dilbar , owned by billionaire Alisher Usmanov, was seized in Germany, but later retracted that reporting, citing an update from Hamburg’s Ministry for Economy and Innovation.

Meanwhile, Italian police seized the “Lady M,” owned by Alexei Mordashov, one of the richest man in Russia, on Friday, according to a tweet from Ferdinando Giugliano, media adviser to Italian Prime Minister Mario Draghi .

Italian tax police also froze “Lena,” a yacht owned by Gennady Nikolayevich Timchenko, Giugliano added.

The clampdown on Russia’s oligarchs began on Feb. 25, when the U.S. government sanctioned five elite Russian families by  barring them  from accessing any property or engaging in any transactions in the U.S.

The U.K. followed suit,  freezing the assets of 100 individuals  the following day and capping the amount Russians can deposit into U.K. bank accounts. The EU, meanwhile, put 26 Russians on its sanctions list on Monday. The sanctioned billionaires will have their assets frozen, and they won’t be allowed to enter or transit through the EU. 

Chief among these assets, of course, are the megayachts beloved by many of the billionaires close to Putin. As more sanctions are prepared for the coming days , more yachts may be confiscated.

Here are six Russian billionaires and their big boats—some of which might be targets of future seizures.

Igor Sechin’s ‘ Amore Vero’

Amore Vero, the yacht of Igor Sechin, CEO of Russian oil company Rosneft, was seized by French authorities on Wednesday as it was preparing to leave, the Wall Street Journal reports. European Union sanction documents call Sechin, the former deputy prime minister of Russia, one of Putin’s “most trusted and closest advisers, as well as his personal friend,” according to CNBC . The vessel, formerly known as the St. Princess Olga, is 280 feet long, with four decks and seven cabins, according to Autoevolution . Sechin was sanctioned by the U.S. and European Union in late February.

Alisher Usmanov’s ‘Dilbar’

The yacht of Alisher Usmanov—the world’s 94th richest person, according to the Bloomberg Billionaires Index —was seized by German authorities on Wednesday in Hamburg, according to Forbes, which later retracted that reporting. Usmanov owns nearly half of USM Holding company, a Russian-based investment group under which ore-producer Metalloinvest and telecommunications giant MegaFon operate. He became head of the International Fencing Federation in 2008 and controls Russian newspaper Kommersant , according to Bloomberg. He also owns the Dilbar, a 500-foot superyacht with a 25-meter swimming pool. The boat, reportedly named after his mother, is worth nearly $600 million, according to Reuters . The U.S. and U.K. sanctioned him this week.

Roman Abramovich’s ‘My Solaris’

Roman Abramovich—Russian billionaire, owner of Chelsea Football Club and Putin supporter—also owns the more than 450-foot My Solaris, worth $600 million, according to superyachtfan.com . Abramovich owns another superyacht, dubbed the Eclipse, worth $700 million, according to the site . He has not yet been sanctioned in the U.S. or U.K.

Vladimir Potanin’s ‘Nirvana’

Vladimir Potanin, among the richest men in Russia, owns the Nirvana, a megayacht that can accommodate 12 guests and boasts a crew of 18, according to superyachtfan.com . He also owns Barbara, another megayacht. Potanin—No. 55 on Forbes ’ Billionaires 2021 list—owns more than a third of Norilsk Nickel, a mining company, as well as stakes in a pharmaceutical company and a ski resort. On Wednesday he resigned as a trustee of the Guggenheim Museum in New York, according to the museum. Its statement didn’t give a reason for his departure but said that “the Guggenheim strongly condemns the Russian invasion and unprovoked war against the government and people of Ukraine,” the Washington Post reported . Nirvana was seen in Maldives waters on Wednesday, Reuters reported . The country doesn’t have an extradition treaty with the U.S.

Viktor Rashnikov’s ‘Ocean Victory’

Russian iron and steel magnate Viktor Rashnikov owns the $300 million “ Ocean Victory, ” featuring six pools, an underwater observation room, an internal helicopter hangar, and a helideck, according to superyachtfan.com . With a net worth of nearly $10 billion, Rashnikov — who began as a mechanic at Magnitogorsk Iron & Steel Works, the company he is now majority owner of — is No. 195 on Forbes’ 2021 billionaires list .

Oleg Deripaska’s ‘Clio’

Oleg Deripaska, who founded the Russian aluminum group Rusal, owns “ Clio,” a $65 million superyacht, with a crew of 21. It’s supported by a boat dubbed “ Sputnik ,” with a crew of 26, according to superyachtfan.com . Sanctions against three of Depripaska’s companies were lifted by former U.S. President Donald Trump. Deripaska has called for an end to the war in Ukraine, joining a handful of oligarchs who have dared to speak out against the invasion. The oligarch is worth nearly $3 billion, according to Forbes . As of Thursday, his ship was docked in Maldives, which doesn’t have an extradition treaty with the U.S., Reuters reported . Deripaska was sanctioned by the U.S. in 2018.

Oligarch Yacht AIS Warns ‘Armed Security Onboard’ As It Sails Towards The Black Sea

After successfully transiting the Suez and entering the Mediterranean the sanctioned Russian oligarch-owned superyacht Clio, transmitted the AIS message “armed security onboard”. According to vesselfinder the yacht is now at anchor in Turkey .

By K. Oanh Ha (Bloomberg) Clio, a $65-million superyacht tied to Oleg Deripaska, the Russian aluminum billionaire whose connections to Vladimir Putin have put him on sanctions lists, is on the move again after being anchored off the Maldives.

The 239-foot yacht had been in the Indian Ocean for at least two months as scrutiny around Deripaska and other oligarchs close to Russia’s president increased following the Feb. 24 invasion of Ukraine. Clio is heading for Gocek, Turkey, and was expected to reach its destination Friday afternoon local time, according to vessel data analyzed by Bloomberg News.

Deripaska, who has been under U.S. sanctions since 2018, sits atop an industrial conglomerate that includes a major provider of military equipment to Russia. The European Union sanctioned him earlier this month on the same day the bloc targeted Putin’s adult daughters. The U.S. and EU have levied sanctions on tycoons and those accused of enabling Moscow’s war in Ukraine.

Authorities in the U.S. and allies in the U.K., Italy, France and Germany are trying to locate the luxury boats and other properties of Russian tycoons.

Nearly a dozen yachts have already been seized — Italian authorities confiscated a 530 million-euro ($578 million) superyacht owned by Russian billionaire Andrey Melnichenko, while Spain confiscated Viktor Vekselberg’s $90 million  Tango  as well as the $600 million Crescent believed to belong to  Igor Sechin , head of Moscow-based Rosneft Oil Co. 

Clio, which  sleeps 18  and has its own elevator, previously appeared to be on the move around March 20, heading northwest from the Maldives. On March 21, its automatic identification system, or AIS, displayed a message that would have been inputted by the crew indicating there was “armed security” on board, according to data compiled by Bloomberg. That message isn’t unusual to ward off pirates in the region. 

A few days later, the AIS showed Clio was headed to Dubai, before making a U-turn south, displaying it was en route to Mumbai. It then made its way back to Male, the capital of the Maldives, where it had been anchored, ahead of the 3,000-mile (4,828-kilometer) journey northwest through the Red Sea and Suez Canal toward Port Said.

The actions by the U.S. and its allies have scattered Russian yachts to locales perceived as less likely to seize the pleasure boats, including parts of the Middle East and the Caribbean, according to space-based analytics and data firm  Spire Global Inc . Megayachts owned by Russians account for as much as 10% of the global fleet, according to industry watcher  The Super Yacht Group .

Fijian authorities were surprised this week by the arrival of the $325-million Amadea yacht owned by sanctioned gold tycoon Suleiman Kerimov, local media reported. Fiji port requirements state that any yacht arriving in the country must obtain approval from government ministries.

The Turkish coast seems to be a favored destination for Russian yachts, including Roman Abramovich’s Solaris. Many vessels owned by sanctioned moguls have gone dark and stopped broadcasting their locations, in contravention to international maritime law.

5 superyachts linked to sanctioned Russian oligarchs have each sailed more than 5,000 nautical miles since the Ukraine war began, data shows

Superyachts linked to sanctioned Russian oligarchs have embarked on epic journeys across the world's oceans since war broke out in Ukraine.

Five of these luxury yachts, collectively worth an estimated $1.7 billion, have each traveled more than 5,000 nautical miles since February 24 – further than sailing between Los Angeles and Tokyo – according to an analysis by Bloomberg News and Spire, an analytics firm.

Since Russia invaded Ukraine on February 24, Russian oligarchs have sought to move their yachts, private jets, and other trophy assets to friendly jurisdictions to avoid the impact of war sanctions imposed by Western nations.

Simão Oliveira, a developer at Spire, said that over the past few months, the yachts of sanctioned Russian oligarchs had been traveling more miles than they previously did, and were visiting destinations they previously didn't.

Of the five yachts, the  Amadea, a $300 million vessel linked to sanctioned Russian billionaire Suleyman Kerimov, has sailed the furthest since February 24: nearly 8,400 nautical miles, Bloomberg and Spire's analysis found. Kerimov's ship was seized by Fijian authorities on Friday at the behest of the US.

Oleg Deripaska's $65 million yacht Clio has sailed nearly 7,400 nautical miles since February 24, per the analysis. Deripaska, who cofounded the Russian aluminum giant Rusal , was sanctioned by the US in 2018.

Alexei Mordashov, who has been sanctioned by the EU and UK, is linked to the superyacht Nord, which has sailed more than 6,700 nautical miles since the Ukraine war began, the analysis found. Nord, worth an estimated $500 million, returned to Russia  a month after Mordashov was sanctioned.

Titan, linked to sanctioned Russian oligarch Alexander Abramov , has cruised almost 5,400 nautical miles over the past two months, the Bloomberg and Spire data showed. The yacht was last located in Turkey, having earlier made its way through the Suez Canal from Dubai, Insider previously reported, citing data from Marine Traffic . 

A superyacht linked to sanctioned oligarch Roman Abramovich, the $700 million Eclipse , has sailed around 5,200 nautical miles since Russia invaded Ukraine, per Bloomberg and Spire's analysis. Eclipse was last detected in Turkey, tracking data shows. Another superyacht linked to Abramovich, the $600 million Solaris, was last reported as anchored in Turkish waters, per Marine Traffic .

Turkey — where Clio, Titan, and Eclipse were last located — hasn't sanctioned members of Russia's elite over the Ukraine invasion, meaning the yachts are safe from seizure.
