The Maltese Falcon
It would not make sense to write an article of some of the most majestic vessels that sailed within Maltese waters, without mentioning the Maltese Falcon . The Maltese Falcon is a new class of yacht. The world’s fourth largest super yacht, a 160-metre vessel called ‘Blue’, was spotted arriving at Malta’s Grand Harbour earlier this week.
This event was captured by freelance photographer Alex Turnbull, who went on to share the image on social media.
Formerly known as ‘Project Blue’, the vessel was built in Germany by leading luxury super yacht manufacturer Lurssen Yachts. It was finished and subsequently delivered earlier this year.
‘Blue’ departed Lurssen’s facilities in Germany earlier this month to set off on its maiden voyage to Malta.
According to boatinternational.com, the vessel is also the fifth longest yacht in the world and just one of 63 motor yachts longer than 100 metres. Impressive, right?

The three super yachts that are larger than ‘Blue’ are ‘Dubai’, a 162-metre vessel built in the United Arab Emirates, ‘Eclipse’, a German super yacht spanning 162.5 metres in length, and Azzam – another German vessel.
Azzam is officially the world’s largest super yacht, spanning a whopping 180.6 metres in length.

The largest luxurious super yacht registered in Malta is 100 metres long

A luxurious superyacht has begun flying the Maltese flag. The yacht, Dream which belongs to a Greek billionaire, is in the Grand Harbour after it was formally registered anther the Maltese maritime flag. Dream, which is more than 100 metres long, is the largest yacht among the 750 which are registered in Malta.
This yacht has been the lifelong dream of George Procopiou, the Greek billionaire who manages a merchant shipping company, which operates around 90 ships. The yacht includes 22 bedrooms, five living rooms, three dining rooms, two bars as well as a spa and gym. There are 28 crew members working on board.
The frescoes in the Grecian style which form part of the decor give the impression of a palace on the sea in an rich, classical environment. The marble floors are also a unique feature of this yacht.
The yacht’s owner, Mr Procopiou told TVM that after spending his career in the maritime industry, he decided to stop dreaming and dedicate a yacht for himself.
“ Dream , the name gives the definition, it was a dream that I had since I was seven years old. So to build a boat and visit the world.”
Mr Procopiou said that the yacht took eight years to build and explained that despite the fact that he comes from a country with a rich maritime history, he decided to register his boat under a Maltese flag.
“Malta was very early wise enough to make laws friendly to ship owners and to the flag and it made a flag that is respected internationally, because this is important, flags are many, but what is important is for the flag to be respected, and it comes to this level when it is recognized and approved by all fora and follows all the international regulations” said George Procopiou .
Mr John Gauci Maistre, who is the maritime consultant for Mr Procopiou said that the yacht Dream marks an important phase for Malta.
Mr Gauci Maistre said that, “when you have a yacht of a certain calibre and owned by a certain owner, automatically the standard of the flag is raised among influential people, and the more of these type of owners we have, the more others are attracted to come to register their yachts in Malta.”
Transport Minister Ian Borg said that in the first six months of this year, the Maltese register saw an increase of 7% in yachts which fly the Maltese flag. Dr Borg said that there are 736 yachts registered in Malta and this has created an industry which provides services to them. Minister Borg added the the Maltese maritime flag has the largest number of registered ships in Europe and is the sixth largest in the world.

Daniel Balzan, Director of Marketing and Communications at Transport Malta took to social media to celebrate the recent record increase of super yacht registrations under the Maltese flag.
Transport Minister Aaron Farrugia recently announced that the Maltese flag witnessed an increase of over 51 per cent in the registration of super yachts over 24 metres, meaning that over 1,030 super yachts are now registered under this jurisdiction.
“Malta’s super yachts registry continues to grow […] Well done to [Registrar General] Ivan Sammut and his team at the Malta Ship Registry,” Mr Balzan wrote.
“These results are a testament that Malta has become the jurisdiction of choice for super yachts,” he continued.
Mr Balzan joined Transport Malta earlier this month following a four-year stint at national carrier Air Malta.
The super yacht registration results were revealed by Minister Farrugia during the Malta Superyacht Symposium, organised by the Malta Chamber of Commerce and the Malta Maritime Law Association.
“This is a record growth, never registered before, and that gives us more strength to continue working towards making this industry a strong economic niche for our country that will continue to help us diversify and exploit our sea and geographical position in the middle of the Mediterranean,” the Minister said.
“Just as Malta has become a global leader in ship registration and as a transhipment hub, so too Malta’s vision is to develop the island as a leading yachting hub in the Mediterranean,” he added.
The Minister went on to note that Malta’s ship register has grown ‘not only in numbers but also in repute,’ with the country increasingly adding high-class yachts to its fleet.

The Super Yacht Industry Network Malta will once again participate at the Monaco Yacht Show (27-30 September). Andrew Charlier is an experienced transactional lawyer specialising in yachts and superyachts, business aviation and general business and finance. He is a qualified English solicitor.
Prior to joining HFW, Andrew was the global head of yachting for another international law firm and he has extensive experience advising clients on all aspects of the yachting industry, including the purchase and sale, construction, financing, chartering and registration of large yachts. His practice also covers business aviation transactions namely negotiation and documentation of sales, purchases, finance and leasing, management, regulatory issues, corporate structuring and registration.
In general corporate and commercial matters, Andrew provides advice on commercial contracts, employment, insolvency, disposals of companies, businesses and assets, start-ups, joint ventures and shareholder agreements.

Quentin Bargate qualified as a solicitor in 1981 and has since spent his entire career in top City of London law firms, including running his own highly regarded firm, Bargate Murray, where he is head of the firm’s Superyacht and Dispute Resolution Groups as well as being the firm’s CEO. Quentin says: “ In 2004, I fulfilled a lifetime ambition when I set up my own law firm, Quentin Bargate & Co. (renamed Bargate Murray in 2006). We incorporated in 2013. He offers a 30-year experience in senior management, public affairs and communication at the national and international levels. He founded and led various trade associations, such as Wind Europe and drove other organisations through major transformations such as the World Nuclear Association, the European Biofuels association and the European robotics association.
He has been active on the international policy-making scene and was an accredited expert to the United Nations. He participated in the negotiations of the UN Convention on climate change for more than fifteen years. An active speaker, Christophe had delivered more than 300 presentations at conferences worldwide, from United Nations plenary sessions to small village halls in the Arctic.

He has more than 20 years of experience in the development, finance and investment sector within the real estate, trading and energy industries. His work experience expands across multiple managerial positions in various organizations in the UK and in Cyprus.

Maja graduated in 2000 with a BA in Economics from the University of Zagreb in Croatia. She is also a licensed Maritime Agent and holds a Certificate for Superyacht Management from the Maritime Training Academy in the United Kingdom.
Maja began her yachting career in 2005 as a stewardess on various mega yachts. Working on the private, busy charter and new build yachts, she learned firsthand the operational, technical and administrative aspects of running a super yacht.
After gaining this valuable experience while cruising the world, crossing the Suez and Panama channels and the Atlantic ocean, chartering in the Caribbean and West Med, and spending time in some of the best shipyards in Holland, Germany and the USA, Maja left yachts as a chief stewardess in 2008 to open MYS Yachting.

A number of yachting clients followed and they went on to build a strong yachting practice for the firm. After over 16 years in the global and local yachting market and still acting for clients who have been with her since career start Jennifer founded Sea Greece to provide the market with spot on, expert and transparent consultation and advice on cruising and operating in Greece as a commercial or private boat.

Dom is a Director in the Firm’s superyacht group based in London. Dom advises owners and their representatives on all aspects of superyacht ownership and management.
This includes the negotiation of new build and refit contracts, interior design contracts, contracts for the purchase of toys, tenders and lifeboats, sale and purchase agreements and sale and charter agency agreements, as well as matters relating to the employment of crew members and operational staff.
Dom also has significant experience in the negotiation of yacht finance agreements and re-financings, having started his career in the transportation finance group at Clyde & Co before moving to Bargate Murray in 2019.
Dom is often called upon to offer real-time support for Captains and yacht managers as matters requiring immediate attention arise onboard.
A life-long sailor himself, Dom has a practical understanding of the reality of life on the water and is able to apply his personal experience as both an owner and a charterer to offer clients practical, pragmatic, and realistic advice.
Dom has been involved in projects ranging from the design and construction of some of the largest new-builds in the superyacht fleet to the complex modification and repurposing of older vessels.
With an undergraduate degree in Conservation Biology and Ecology, Dom has a keen interest in the preservation of marine ecosystems and sustainable use of the World’s waters for recreational purposes. This passion also spills into day-to-day life at Bargate Murray where Dom has championed a number of “green” initiatives to help reduce the Firm’s impact on the environment.
When he is not in the office, Dom can often be found sailing on the south coast of England or enjoying the warmer climes of the Mediterranean and Caribbean seas.

Born in 1980, Kurt graduated with first class honours in Naval Architecture and Marine Engineering from the University of Newcastle, UK, in 2003 and also achieved a Master of Science degree in Marine Transport Management from the same University in 2004.
The first professional experience was gained within the technical department of the Malta Maritime Authority (now Transport Malta) where Kurt carried out duties as a Flag and Port State Control Surveyor dealing with Statutory matters on Malta flagged ships and yachts. His responsibilities included the verification of correct implementation of IMO Codes and Regulations on board Malta flagged vessels particularly the SOLAS and MARPOL Conventions. In 2006, Kurt was appointed responsible for the implementation of the first Malta Commercial Yacht Code – an area which the Malta flag had not been geared for until that stage. The subsequent years saw a considerable growth in the registered tonnage, steadily prompting Malta to the prominent regulatory role it holds today.
In the following years Kurt joined the private industry as a Surveyor on various projects ranging from super yacht conversions, ship surveys and certification and ship regulatory consultancy. In 2010 he set up Naval Architectural Services Limited (NAS), a young and dynamic firm specializing in providing high quality design, survey and consultancy services to the marine industry. The company today comprises a team of 20 with offices in Malta and Antibes providing a diverse range of specialist services covering marine design, refit consultancy, structural and stability analysis as well as flag survey and certification.

Malta’s superyacht policy is in the works as steering committee chair calls for ‘ambitious’ targets

A national policy on the superyacht sector, first mentioned by the Minister for Transport, is one step closer to becoming a reality, with a steering committee now appointed to draft Malta’s first dedicated policy on the growing sector.
In July, during the country’s first superyacht symposium, Minister Aaron Farrugia revealed that the superyachts – pleasure boats over 24m long – registered in Malta now number over 1,000, having seen rapid growth over the last few years.
On Monday (today), leading economist Stephanie Fabri announced that she will be chairing the superyacht committee.
“Based on the input of all key stakeholders and a wide consultation process, the committee will develop Malta’s first policy for this industry. This important process will ensure that the superyacht industry will play a crucial role in Malta’s future economic fabric,” she said.
A spokesperson for the Ministry explained that the committee is constituted of two representatives from each of the Malta Chamber, the Chamber of SMEs, the Malta Maritime Law Association, and the Super Yacht Industry Network, and one representative from each of Transport Malta and Yachting Malta, with the chairperson being appointed by the Minister.
Speaking to BusinessNow.mt, Dr Fabri asserts that investment in the industry will play an important role in Malta’s economic growth and development, especially in view of the need to diversify Malta’s economic fabric.
“These are industries that have the potential to generate substantial value added to the local economy,” she says. “We need to be ambitious, and we need to believe that Malta can actually be an attractive market for such business.”
She continues: “Whilst setting high targets like this is important for the economy, we understand that new markets bring new challenges. This is no exception. The superyacht industry ecosystem is complex, involving a number of dimensions revolving mainly around the physical and human infrastructure, legal frameworks, and governance.”
The committee will first identify the parameters within which the superyacht industry would be operating. Based on the results that emerge from this exercise, the committee will then be consulting with a wide range of stakeholders to gather information on the pressing challenges and opportunities.
“Ensuring the adoption and implementation of evidence-based actionable measures is key for the success of any industry,” concludes Dr Fabri.

Maltese government cracks down on brokers selling subsidised fuel
A new amendment came into force last friday to prevent the exploitation of malta’s price stability policy on fuel prices….
According to an article by Malta Today , the Maltese government have introduced new measures to prevent brokers from selling subsidised fuel to superyachts. The new amendment, which is titled, ‘The Quality of Fuels Regulations 2022’, states that anyone who is caught illegally distributing diesel could be fined up to €69,800 and could be faced with having their fuel distributors licence suspended.
According to the national paper, experts in the finance ministry had estimated that “A couple of millions of euros” in subsidies have been absorbed by opportunistic yachts in the last couple of months. Malta is a particularly popular spot in the Mediterranean for superyachts looking to fill their tanks, but government officials understandably became worried about how this could be perceived by locals given the current fuel crisis.
The market rate that superyachts should be paying for fuel in Malta is €1.70 plus tax per litre for AGO. There does exist a subsidy in Malta for smaller local recreational vessels which is closer to €1.25 plus tax - this is the subsidy that some fuel brokers were allegedly incorrectly applying to larger vessels.
Considering some of the largest superyachts to have visited Malta in recent months can hold as much as 400,000 litres of fuel, it's easy to see how a potential 36 per cent price reduction might have attracted Captains, Yacht Managers and owners to the island. The amendment comes just as the Ministry of Finance in Malta were told to find €200 million in savings to protect local consumers and industries.
One anonymous source in Malta who spoke to SuperyachtNews said, “It’s a matter of a couple of rogue traders using incorrect pricing. It’s not the first time something like that has happened. But it's a bit of a storm in a teacup at the moment. As far as I’m concerned there is a couple of large yachts which were basically fuelled up at the incorrect price availing of the subsidy when they shouldn’t have.”

Whatever size you’re on we’ll adapt a berth for you. Options vary from berths just below the largest collection of flood lit and well conserved bastion walls to berths in the Yacht Marina in Gozo. Advance notice will help, especially during the summer months.
BERTHING AND SERVICES AT BERTH
We’re on standby from the moment you call to book a berth. We’ll verify documentation and ascertain a straight forward berthing procedure. We will be there to meet, greet and assist.
The size of the Island is an advantage to us. Facilities are never unavailable and nothing takes much time to organise. Marinas as well equipped, fuel bowsers will arrive whenever you need them and from the moment you berth we’ll be set and you can forget the rest.

MARINA DI VALLETTA
Malta’s newest luxury yachting destination, Marina di Valletta is poised to raise the bar with its 3m wide pontoons decked in beautiful tropical hardwood and luxurious finishes throughout.
With luxury touches installed throughout, the Marina boasts a travertine walkway and durable and attractive paver flooring in the parking area shall be accentuated by a well-studied ambient lighting. Our intelligent utility modules in polished stainless steel really highlight the touch of luxury throughout. A concierge service will offer services such as guardiennage, yacht cleaning, fuelling and yacht provisions. Moreover, berthing assistants will deliver a new level of service and equipped with electrical scooters will ferry belongings between the car and the boat. Marina ribs will always be at hand for assistance during mooring.
The Marina Club House shall be fully operational by March 2018. The iconic structure will house the Marina Offices, toilets, showers, a high-end café and a yacht support office.
GRAND HARBOUR MARINA
Grand Harbour Marina, Vittoriosa, is a world-class luxury marina set against the glorious scenic background of a UNESCO World Heritage site. With 500 proud years of tradition, the town today characterises modern Malta's lifestyle, where the historic waterfront buildings now play host to chic restaurants and bars, as well as the internationally famed Casino di Venezia on the quayside. Manoel Island Yacht Marina is centrally located in Gzira. Chandlery shops, major shopping malls, supermarket and tourist services are all accessible within a short walking distance. In the vicinity one also find numerous restaurants, bars, convenience shops and a pharmacy. The marina accommodates vessels up to 80 meters in length stern to or up to 95m on along-side berthing.
