Iconic West Lancashire Yacht Club 24 Hour Race returns to Southport for 53rd event

Families can enjoy the spectacle of watching the West Lancashire Yacht Club 24 Hour Race in Southport this weekend – dinghy sailing’s premier endurance race.
Under the umbrella of West Lancashire Yacht Club (WLYC), this much-loved event will mark the 53rd edition of the race on the picturesque Marine Lake in Southport.
The race will start at 12 noon this Saturday, 21st September 2024, and finish at 12 noon on Sunday, 22nd September 2024, with a colourful 24 hours of non-stop sailing excitement on display.
With the pandemic now behind us, we’re thrilled to bring back the WLYC 24 Hour Race. This event has always been a major highlight in the UK’s dinghy sailing calendar, not just for the sailors, but for our local community as well.
Sailing is a fantastic sport that offers physical, mental, and social wellbeing benefits, and this race demonstrates the spirit of teamwork and resilience that we all depend on in sport and in life…
…because the essence of the WLYC 24 Hour Race is not only challenge and endurance, but also the teamwork, on and off the water.
The return of this iconic race has evolved into a wide-ranging collaboration between the participating clubs, the GP14 and Enterprise associations, the Royal Yachting Association ( RYA ), and Marine Supplies Direct, which is sponsoring the event.

WLYC has updated some aspects of the event, with entry, registration, volunteering and parking reservations now handled online.
The party on Friday night featuring the HOBOT rock band and DJ Enterprise will add to the excitement that the visiting clubs have come to love.
Originally launched in 1967, the WLYC 24 Hour Race has been a key fixture in the UK dinghy sailing calendar ever since.
After a five year break, the club is excited to bring the race back, maintaining the spirit and tradition that has long made it one of the most cherished events in the sailing year.
The format remains a 24-hour, non-stop team race, testing skill, strategy, and endurance, while offering spectators the chance to witness a unique and thrilling challenge unfold.
The multiple ‘races within the race’ sustain the excitement throughout.
We’re looking forward to welcoming the competing teams back to Southport.

We both grew up on the island Orust where we live today. The sea has always been a part of our life and we love sailing. Of course the Nord West boats will be close to our hearts because it is the brand that we have developed for over more than 20 years – our life’s work. Together, we have always been a good team.
Benny has spent a lifetime of working with boats. As the fisherman’s son, he grew up practically at sea, and when he was little his uncle transferred an interest to build boats. Having first worked as a boat builder for 10 years at Hallberg-Rassy, Benny founded his own company in 1985 with just a toolbox. In addition to boats, he has always had a passion for production systems and production efficiency.
Jessica began working with Benny in 1994 and over time has evolved relationship. After studying for a master degree in Computer Science with a focus on system development, computers are like part of Jessica. Interests that have emerged over the years , photography , layout and marketing.

Workshop at yacht club stresses mariner safety during wind farm construction

“We don’t like seeing pylons and turbines in our ocean, but if built responsibly, it is better than burning coal or other fossil fuels to generate electricity,” Kristen Smith stated during Wednesday night’s mariner safety workshop at the Wickford Yacht Club in North Kingstown.
Smith, her husband, Matthew, and about 25 other members of the Wickford Yacht Club were at the mariner safety workshop conducted by the Better Bay Alliance and wind farm developer Ørsted. The Danish company will be laying cable from their Revolution Wind project offshore up the West Passage of Narragansett Bay, under the Jamestown Bridge to Quonset Point. The purpose of the meeting was to alert mariners about the project, specifically when and where construction activities will be occurring.
Winnie Hagen, the Wickford Yacht Club's seminar organizer, kicked off the meeting by welcoming members and guests: “This workshop is part of a continuing series of educational and informative seminars we will be conducting for members.”
She then handed the meeting over to David Lussier, president of the Better Bay Alliance. “We are not for offshore wind, or against offshore wind," Lussier said, "but merely here to promote mariner safety on the Bay. Changes to Local Notice to Mariners and Light Lists
The U.S. Coast Guard Navigation Center announced this week upcoming changes to the Local Notice to Mariners, or LNM, and the Light List, as part of its efforts to modernize and improve the accessibility, accuracy and overall user experience for mariners and other stakeholders.
The LNM and the Light List are used to relate current navigational changes and important navigational notices.
The Coast Guard plans to transition from using NOAA Paper Chart Numbers, editions and dates for disseminating Marketing Safety Information to using Official Waterway Names. The LNM and Light List data will be available in a geospatial format, which will allow users to visualize information interactively on a chart.

Where’s the bite?
Striped bass, bluefish, bonito . “The striped bass bite has been hit or miss from shore with metal lures [that mimic mullet] and bucktails working," said Steven Orefice of Watch Hill Outfitters in Westerly. "The bonito bite continues to be strong, too.” Oliver Zannini of Quaker Lane Bait & Tackle in North Kingstown reported: “Customers haven’t been getting out much this week with rough seas but those fishing are catching some striped bass and bluefish in Narragansett Bay as well as along the coastal shore.” Declan O’Donnell of Breachway Bait & Tackle in Charlestown said: “The fall striped bass season is off to a great start, some great nights and mornings across the south shore. The amount of bait is off the charts and a great mix of sizes for bass. From 10-inch school striped bass up to 40-inch fish. Bonito are still plentiful popping up very randomly.” "East End" Eddie Doherty, Cape Cod Canal fishing expert and author, reported: “Fish continue to devour bait in preparation for the southern migration. I caught a fat fish that I eyeballed to be about 27 inches, but the expanded girth caused the optical illusion of a shorter length, which really measured out to 30 inches."
Fluke (summer flounder), black sea bass, scup and cod. The black sea bass bite is still good, however, the summer flounder (fluke) bite is starting to fade. Angler Kevin Fetzer of East Greenwich fished with Joe Klinger of South Kingstown at Austin Hollow off Jamestown and boated a 24-inch, 5.2-pound fluke. “All the other fish we caught were undersized, including several fluke, scup and black sea bass," Fetzer said. “Fluke and seabass fishing is starting to taper off,” O’Donnell said. “Black sea bass and scup fishing continues to be outstanding along the southern coastal shore," Orefice said. "And a big treat this month — anglers are catching keeper cod fish on rock piles and wrecks close to shore.”
Tautog fishing is hit or miss for anglers. Those finding fish seem to be in lower water where there is water movement.
Tuna. Tuna fishing continues to be good. “The bite south of Block Island and Montauk is good with anglers hooking up with 60-inch school bluefin tuna jigging and chucking,” Orefice reported.

NYYC AMERICAN MAGIC: EXCELLENCE, DETERMINATION AND PASSION
Representing the New York Yacht Club in the America’s Cup comes with a huge amount of responsibility and a serious weight of expectation. The most famous yacht club in the world, the architects of ‘America’s Cup,’ is an elite organisation built on excellence and a reputation that is peerless. Standing on the shoulders of the giants of the sport, the club’s glittering Cup roster includes names that both inspire and enthral for legendary endeavour.
The America’s Cup is a richer place with the New York Yacht Club's involvement so when the members of the famous West 44 th Street Clubhouse rounded their support behind American Magic ahead of the 2021 campaign, it was a welcome inclusion.
Going one step further in 2024 with the renamed ‘NYYC American Magic’ confirmed the club’s seat firmly at the top table with an outstanding organisation from top to bottom and a very real prospect of success.
Sadly, that prospect was extinguished on September 19 after a thrilling semi-final against Luna Rossa Prada Pirelli in the white-hot cauldron of the Louis Vuitton Cup. Such was the level in 2024 that even the most well-funded and supported, fell by the wayside.
This had been a continuity challenge. One that never stopped since the heart-breaking capsize and near-sinking in 2021 that ended what was deemed to be a potent challenge for the Cup with a very fast boat. Undeterred and with outstanding leadership shown by Terry Hutchinson, along with the superb backing and vision of Doug de Vos and Hap Fauth, NYYC American Magic were quick to appoint, in August 2021, Scott Ferguson as Design Co-Ordinator.
Immediately the complex design work started as the team started to pull apart the details of the Louis Vuitton 37 th America’s Cup Protocol. In January 2022, the Royal New Zealand Yacht Squadron confirmed the American syndicate's challenge as the third formally accepted for the event.
With the design, shore, technical, and administrative teams coming together quickly – many returning from the Auckland campaign in 2021 – Hutchinson set about assembling the sailing team and picked a mix of emerging talent and experience. Paul Goodison, gold medallist and three-time International Moth World Champion was a key signing alongside Olympic bronze medallist Lucas Calabrese, Andrew Campbell, Michael Menninger, Riley Gibbs and Dan Morris.
The well-respected Tom Burnham came onboard as Team Coach and in March 2022, Hutchinson commented: “We are excited to announce this group of talented sailors. We are confident we are putting together a balanced team of experienced America’s Cup sailors with new blood to help American Magic accomplish this goal.”
The sailing roster, however, was about to get a huge boost with rumours circulating for months about the possible signing of the then World Sailor of the Year, Olympic gold medallist and double International Moth World Champion, Tom Slingsby.
Australian by nationality but with dual citizenship, the mercurial Slingsby was announced in May 2022 and his sense of excitement was matched by the enormity of task ahead of him: “I’m extremely excited to return to the America’s Cup arena. The AC75s are remarkable craft, and I look forward to doing whatever I can to help our team in their quest to bring the trophy back to the United States and the New York Yacht Club. We’ve got world-class talent onboard the boat and backing us on the shore, I’m proud and excited to be a part of it.”
With everything set, the next piece of the puzzle was confirmed a month later in June 2022 with Pensacola, Florida becoming the team’s home-venue. Later (in early 2024) the team would confirm the establishment of a high-performance sailing centre at the Port of Pensacola – a cutting-edge facility to serve as the team’s headquarters for designing, building, hosting regattas, and developing the current and next generation of America's Cup, Olympic, and international sailors.
By the middle of October 2022, the team relaunched ‘Patriot’ their warhorse AC75 from the Auckland campaign, and began testing at full scale, implementing systems and configuration changes almost weekly as they pushed the development enveloppe hard. Caught on recon, on windy days, ‘Patriot’ was hitting speeds unseen before, with the sailors and shore team growing in confidence.
The rest of the Cup world eyed their progress eagerly and it could even be argued that what NYYC American Magic began to achieve in their AC75 programme, arguably kick-started some of the other teams into full-scale sailing.
The campaign pushed forward through to the New Year in 2023 and at the beginning of March, the team took delivery of their first of two, AC40s and named her ‘America’ after the club’s most famous yacht that started it all in 1851. A second AC40 followed at the end of June 2023, christened ‘Magic’ – the name of the yacht that first defended the Cup in 1870.
By the time of the first Preliminary Regatta in Vilanova i La Geltrú in September 2023, NYYC American Magic were looking impressive and aced a tricky regatta, securing a one-point win in the series after an abandoned Match Race Final, but crucially scoring first blood, real momentum and creating a growing belief in their campaign.
Training continued in Barcelona with the team undertaking extensive two-boat match-race practice in the AC40s and bringing through the underlying talent of the likes of Harry Melges IV, Severin Gramm, Kyle Navin and Helena Scutt who, for sure, are all potential Cup stars of the future whilst the senior team rotated regularly to find the best combinations.
All was set for the second Preliminary Regatta in Jeddah, Saudi Arabia but for a myriad of reasons, the team struggled and performed below par, by their own admission. Speaking at the beginning of December 2023, Terry Hutchinson, emphasized the importance of learning from both successes and setbacks: “Winning hides a lot of things and losing unfolds some of that. We will take a good, hard look at ourselves and understand what that means.”
The team bounced back strongly from the experience in Jeddah and doubled down on training through the winter in Barcelona, piquing interest on a daily basis as they pushed ever harder, whilst Brandon Linton’s build-team at the American Magic facility up in Portsmouth was well into the construction of a truly innovative AC75, with lines drawn by Britt Ward and Pete Melvin. In total, some 30 designers, CFD analysts, engineers, naval architects, and boatbuilders completed over 108,000 hours of design time, and 65,000 construction hours were dedicated to refining every aspect of the boat.
At the end of March 2024, the boat dubbed ‘B3’, was safely packed onto an Antonov cargo plane for its final delivery to Barcelona and immediately gossip sprung up around its radical nature. Those rumours were confirmed at the end of April 2024 with the boat being unveiled and revealing a low-profile scow bow and recumbent cyclor pods that significantly reduced aerodynamic drag.
Design co-ordinator Scott Ferguson highlighted the ambition saying: “We followed our own design path with Patriot as we pushed the limits of the AC75 rule while tailoring for the Barcelona venue. Our overall philosophy is minimalistic, as we've tried to squeeze down our volumes to the base minimum while still fitting the crew and systems into the boat. There are trade-offs for every decision regarding performance, weight, energy, and forgiveness. The design team, together with the sailing, shore, and build teams, have developed what we feel is a strong package for competing at a high level here in Barcelona.”
After some impressive commissioning work, ‘Patriot’ was soon at full speed with Slingsby and Goodison pushing ever harder and Andrew Campbell and Mike Menninger emerging as the key trimmers and flight controllers. The Louis Vuitton Preliminary Regatta saw the team come out with early wins against INEOS Britannia and Alinghi Red Bull Racing before a loss to Luna Rossa Prada Pirelli and then a breakdown ahead of the race with Orient Express Racing. On the final day, the American team bounced back and scored a brilliant, dominant race win against Emirates Team New Zealand.
By the end of the second Round Robin stage of the Louis Vuitton Cup, momentum was draining from the sailors and an injury to Paul Goodison, who fractured five ribs during a post racing incident, meant a change of the afterguard configuration with Olympic medallist Lucas Calabrese stepping in. The team finished third overall with a win/loss ratio of 4/6 and with INEOS Britannia selecting to race Alinghi Red Bull Racing in the semi-finals, NYYC American Magic faced the speed and determination of Luna Rossa Prada Pirelli.
What greeted the Americans on the racetrack was immediate fire and brimstone from the Italian team on the opening two days of the Louis Vuitton Cup Final and the scoreline of 4-0 was certainly not reflective of how close the racing was, with NYYC American Magic ruing small handling errors that cost them possible race wins.
A comeback was always possible, and the tide began to turn on day three, ahead of a planned Reserve Day, when ‘Patriot’ eked a win in light conditions with the lower wind speed of 6.5 knots being tested at the start. What Tom Slingsby and Lucas Calabrese showed was a growing trust in their partnership and a feeling all around the team that the impossible could happen.
On the next race day, again in light airs, the Americans secured an opening win to take the series to 4-2 and then were the beneficiaries of a dramatic breakdown on Luna Rossa who damaged their mainsheet traveller system and were forced to retire.
At 4-3, everything was possible, but the American dream was extinguished ruthlessly on the final day with a repaired Luna Rossa coming out firing, acing the windshifts in a moderate breeze to close out a 61-second win that ended the NYYC American Magic Challenge.
Speaking afterwards, Terry Hutchinson reflected on the campaign, saying: “I think we’ve to go and take a good hard look at things that we did well and things that we didn't. We've got so many great people; plus we've got so many great assets and technologies inside American Magic that I don't think it's the end. The thing that we have to continue to do is figure out what we can do well and how we can improve this team. It’s a much better team than it was four years ago and look how we've evolved. It’s a lot of hard work and it's an incredible organisation with some incredibly passionate people.
“We've had a lot of support from the members of the New York Yacht Club and their engagement has been spectacular. Commodore Cross and Commodore Harrington have both been on site here, as well as some past Commodores, and we held an event here in Barcelona where Commodore Cross got choked up when he was speaking because that's how significant it is for the club and for the membership. Sure it's not everybody's cup of tea and that's okay, but it is a part of our club history and we are fortunate to have the club as a partner as New York Yacht Club’s presence helps perpetuate the value and allure of the America’s Cup.”
Race Director Iain Murray was full of praise for the NYYC American Magic challenge saying: “American Magic have come here with an incredibly powerful and professional group that clearly looked outside the design window – with the recumbent cyclors, a more extreme boat than others, very low profile, everything very driven by windage concerns.
"But they're a great team. They've sailed really well. The races have been incredible, but they’ve just been missing that little bit of speed and that is a difference between winning and losing America's Cup races. The loss of Paul Goodison off the boat at a critical time was the last thing they really needed and to have to reset and go into really tough races where every second counts was hard. Hopefully the New York Yacht Club, with their tradition and history in the America's Cup and the people behind American Magic continue, because they are a great team.”
The New York Yacht Club will be back at some point in the future. That is for certain as the club seeks to regain the most famous trophy in yachting and one that they held famously for 132 years. This time, in 2024, it was not to be, but what is being created in Pensacola by Doug de Vos and Hap Fauth, and the magnificent sailing squads that Terry Hutchinson assembled and corralled, are a cornerstone and marker for the future. The next generation is coming through fast with the NYYC American Magic Youth & Women’s teams demonstrating serious talent from top to bottom.

BERLIN — Two days after a pair of explosions under the Baltic Sea apparently ruptured giant natural gas pipelines from Russia to Germany, the consensus hardened on Wednesday that it had been an act of sabotage, as the European Union and several European governments labeled it an attack and demanded an investigation.
Experts said it could take months to assess and repair the damage to the Nord Stream 1 and 2 pipelines, which have been used as leverage in the West’s confrontation with Moscow over Russia’s invasion of Ukraine. News of a possible attack on the lines heightened already intense fears of painful energy shortages in Europe over the winter.
But the central mystery remains: Who did it?
“All available information indicates those leaks are the result of a deliberate act,” the European Union’s foreign policy chief, Josep Borrell Fontelles, said in a statement on Wednesday. “We will support any investigation aimed at getting full clarity on what happened and why.”
Jake Sullivan, President Biden’s national security adviser, called the episode “apparent sabotage.”
But with little evidence to go on — American officials said that explosive gas pouring from the broken pipes made it too dangerous to get close to the breach — the United States and most of its European allies stopped short of publicly naming any suspects. Still, some officials speculated about the many ways that Russia might gain, even though the pipeline carries its gas.
Poland and Ukraine openly blamed Russia, which pointed a finger at the United States, and both Moscow and Washington issued indignant denials. U.S. officials and outside experts also speculated over whether Ukraine or one of the Baltic states, which have long opposed the pipelines, might have had an interest in seeing them disabled — and in sending a message.
As the war began, Germany blocked the just-completed Nord Stream 2 from going into service, and Russia later shut off the flow through Nord Stream 1, setting off a frantic effort in Europe to secure enough fuel to heat homes, generate electricity and power businesses.
Some European and American officials cautioned on Wednesday that it would be premature to conclude that Russia was behind the apparent attacks on the Nord Streams, each of which is actually two pipelines. President Vladimir V. Putin likes to show he has his finger on the gas valve, they noted, but wielding that power could mean keeping the pipelines, whose main owner is Russia’s state-controlled energy company, Gazprom, in good working order.
But others noted that one of two Nord Stream 2 pipelines was undamaged, leaving Mr. Putin the possibility of using it as leverage if the winter turns particularly cold.
Many Western officials and analysts said sabotage would fit neatly into Mr. Putin’s broader Russian strategy of waging war on multiple fronts, using economic and political tools, as well as arms, to undermine Ukraine’s allies and weaken their resolve and unity. It demonstrates to an already jittery Europe how vulnerable its vital infrastructure is, including other pipelines and undersea power and telecommunications cables.
“This is classic hybrid warfare,” said Marie-Agnes Strack-Zimmermann, head of the defense committee in Germany’s Parliament, who stressed that for now she had no evidence Russia was behind the attack but believed it was the most “plausible” culprit.
“Putin is going to use every hybrid measure at his disposal to fluster Europeans, from food to refugees to energy,” she said.
Dmitri S. Peskov, the Kremlin spokesman, said that accusing Russia was “predictably stupid and absurd.” He said American natural gas suppliers were reaping “huge profits” from increased sales to Europe, suggesting that the United States was to blame.
“Of course we were not,’’ said Adrienne Watson, the spokeswoman for the White House’s National Security Council, in a rare on-the-record denial. “We all know Russia has a long history of spreading disinformation and is doing it again here.”
Russian news outlets picked up on the Kremlin’s allegation, playing clips of Mr. Biden’s vow on Feb. 7 that if Russian invaded, “then there will be no longer Nord Stream 2. We will bring an end to it.” U.S. officials said he meant diplomatic and economic action, and noted that Mr. Biden had been proved correct when Germany halted the project.
A former Polish foreign minister, Radek Sikorski, a vociferous critic of Moscow, appeared to support its interpretation of events with a tweet saying, “Thank you, USA” above a photo of a patch of the Baltic Sea being churned by rising methane bubbles.
Reached by telephone on Wednesday, Mr. Sikorski declined to get into specifics about his post, but noted that the Nord Stream projects had bypassed Poland, which has tense relations with Moscow, while deepening Western Europe’s dependence on Russia. “Successive Polish governments have been ripping their veins out to stop Nordstream,” he said.
“Why shouldn’t I be overjoyed?” he added. “I would prefer to think it was rather our allies than our enemies.”
The pipelines were damaged at a critical moment in the seven-month war. Kyiv is making unexpected advances in the battlefield, Moscow has challenged Ukraine’s western backers with thinly veiled threats of nuclear retaliation, Russia seems on the verge of annexing large parts of Ukraine, and Mr. Putin’s order to draft hundreds of thousands of men into the military is meeting broad resistance.
At first glance, it seems counterintuitive that the Kremlin would damage its own multibillion-dollar assets. But there is value for Moscow in fueling European fear, which pushes up prices in the gas market.
And in the short term, analysts say, it is not clear what Mr. Putin stands to lose, having already largely cut off gas deliveries to European countries in recent months.
With both Nord Streams already idle, the damage in the Baltic Sea has no immediate effect on European energy supplies. Some officials said that it might not be a coincidence that a gas conduit from Norway to Poland known as the Baltic Pipe opened on Tuesday. It was conceived to ease Warsaw’s dependence on Russia and passes close to the area where the leaks occurred.
In recent months, Europe has cut its gas consumption, found alternative suppliers and built up its stock, though at a steep price.
“The bad news — from the Kremlin’s perspective — is that weaponization of gas supply is not working as a political strategy,” said Pavel Molchanov, an energy analyst at Raymond James, a U.S. investment bank. “Through its own actions, Gazprom lost nearly all of its market share in Europe.”
On Wednesday, swirling streams of gas continued to escape the three ruptured pipes, roiling the sea surface near the Danish island of Bornholm. The Danish authorities said they had begun a criminal investigation to determine the exact cause of the leaks. The U.S. government offered its assistance.
While some European officials were quick to speculate about Russian involvement, American officials were more cautious, noting the lack of available evidence.
For all their harsh critiques of Mr. Putin and his government, U.S. officials noted that it had been tempting to blame just about every attack on Russia, sometimes wrongly. In July, there was a widespread assumption in Washington that a major cyberattack on Albania was a Russian effort to undermine a NATO ally; this month, officials said an investigation had concluded the culprit was Iran.
Several officials in Washington noted that nongovernmental actors could have committed the pipeline sabotage. Others said the two detonations registered by seismometers in the region pointed to explosives placed by a submersible or dropped by aircraft or boat, suggesting a state had been involved.
“It’s hard to assess; does anybody benefit?” Finland’s president, Sauli Niinistö, told the news outlet Helsingin Sanomat. “That is why this is a mystery so far.”

Efrain "Frankie" Zarazua was attacked outside the restaurant at 10:30 p.m. on Saturday, Sept. 14. The attack was caught on surveillance video.
In the video, a shirtless man is seen approaching Zarazua and hitting him in the face. According to the LASD , he fell and lost consciousness when his head hit the pavement. Then, the man in the video kicked Zarazua in the head and torso 10 times before running off.
Zarazua has been a valet at Barney's Beanery for three decades. A fundraising effort to help aid his recovery has raised over $50,000.
But it turns out, at least five other people were attacked that night, all within a 20-minute span. Deputies said the same man was wanted for five attacks in West Hollywood between 10:15 p.m. and 10:35 p.m. that night. In total, five men, including Zarazua, and one woman were targeted.
Deputies shared photos of the suspect Thursday, showing him shirtless in gray pants. Officials said they're searching for other potential victims, or anyone who may have seen any of the attacks. Anyone with information is asked to call detectives at 310-358-4033 .

By Paul Burkhardt (Bloomberg) South Africa’s government said it has “no reason” to apply sanctions brought against Russian tycoon Alexey Mordashov and that his $500 million megayacht is free to dock at its ports.
Mordashov is the biggest shareholder in steelmaker Severstal PJSC and was sanctioned by the European Union, the UK and US after Russia’s invasion of Ukraine. The mogul’s 465-foot (142-meter) Nord passed north of Banda Aceh, Indonesia, on Tuesday and is expected to arrive in Cape Town on Nov. 9, ship-tracking data compiled by Bloomberg shows.
Geordin Hill-Lewis, Cape Town’s mayor and a member of the main opposition Democratic Alliance, on Monday called for the vessel to be denied entry. But the government, which in March abstained from a United Nations vote condemning the invasion, rejected the plea.
“South Africa has no legal obligation to abide by sanctions imposed by the US and EU,” Vincent Magwenya, President Cyril Ramaphosa’s spokesman, told reporters Tuesday in Pretoria, the capital. “We have no reason to prevent their entry into South Africa.”
Mordashov, Russia’s third-richest person, has been in Moscow since the Nord’s earlier arrival in Hong Kong, a spokesperson for the billionaire said last week . The spokesperson declined to comment on the vessel’s movements.
“South Africa’s obligations with respect to sanctions relate only to those that are specifically adopted by the United Nations,” Magwenya said. “Currently there are no UN-imposed sanctions on the particular individual.”

Hot on the trail of 56 superyachts owned by Russian oligarchs and subject to seizure

The massive superyacht Dilbar stretches one-and-a-half football fields in length, about as long as a World War I dreadnought. It boasts two helipads, berths for more than 130 people and a 25-meter swimming pool long enough to accommodate another whole superyacht.
Dilbar was launched in 2016 at a reported cost of more than $648 million. Five years on, its purported owner, the Kremlin-aligned Russian oligarch Alisher Usmanov, was already dissatisfied and sent the vessel to a German shipyard last fall for a retrofit reportedly costing another couple hundred million dollars.
That’s where she lay in drydock on Thursday when the United States and European Union announced economic sanctions against Usmanov — a metals magnate and early investor in Facebook — over his ties to Russian President Vladimir Putin and in retaliation for the invasion of Ukraine.
“We are joining with our European allies to find and seize your yachts, your luxury apartments, your private jets,” President Joe Biden said during his State of the Union speech Tuesday night, addressing the oligarchs. “We are coming for your ill-begotten gains.”
But actually seizing the behemoth boats could prove challenging. Russian billionaires have had decades to shield their money and assets in the West from governments that might try to tax or seize them.
Several media outlets reported Wednesday that German authorities had impounded Dilbar. But a spokeswoman for Hamburg state’s economy ministry told The Associated Press no such action had yet been taken because it had been unable to establish ownership of the yacht, which is named for Usmanov’s mother.
Dilbar is flagged in the Cayman Islands and registered to a holding company in Malta, two secretive banking havens where the global ultra-rich often park their wealth.
Still, in the industry that caters to the exclusive club of billionaires and centimillionaires that can afford to buy, crew and maintain superyachts, it is often an open secret who owns what.
Working with the U.K.-based yacht valuation firm VesselsValue, the AP compiled a list of 56 superyachts — generally defined as luxury vessels exceeding 79 feet in length — believed to be owned by a few dozen Kremlin-aligned oligarchs, seaborne assets with a combined market value estimated at more than $5.4 billion.
The AP then used two online services — VesselFinder and MarineTraffic — to plot the last known locations of the yachts as relayed by their onboard tracking beacons.
While many are still anchored at or near sun-splashed playgrounds in the Mediterranean and Caribbean, more than a dozen were underway to or had already arrived in remote ports in small nations such as the Maldives and Montenegro, potentially beyond the reach of Western sanctions. Three are moored in Dubai, where many wealthy Russians have vacation homes.
Another three had gone dark, their transponders last pinging just outside the Bosporus in Turkey — gateway to the Black Sea and the southern Russian ports of Sochi and Novorossiysk.
Graceful, a German-built Russian-flagged superyacht believed to belong to Putin, left a repair yard in Hamburg on Feb. 7, two weeks before Russia invaded Ukraine. It is now moored in the Russian Baltic port of Kaliningrad, beyond the reach of Western sanctions imposed against him this past week.
Some Russian oligarchs appear to have not gotten the memo to move their superyachts, despite weeks of public warnings of Putin’s planned invasion.
French authorities seized the superyacht Amore Vero on Thursday in the Mediterranean resort town of La Ciotat. The boat is believed to belong to Igor Sechin, a Putin ally who runs Russian oil giant Rosneft, which has been on the U.S. sanctions list since Russia annexed Crimea in 2014.
The French Finance Ministry said in a statement that customs authorities boarded the 289-foot Amore Vero and discovered its crew was preparing for an urgent departure, even though planned repair work wasn’t finished. The $120 million boat is registered to a company that lists Sechin as its primary shareholder.
On Saturday, Italian financial police in the port of San Remo seized the 132-foot superyacht Lena, which is flagged in the British Virgin Islands. Authorities said the boat belongs to Gennady Timchenko, an oligarch close to Putin and among those sanctioned by the European Union. With an estimated net worth of $16.2 billion, Timchenko is the founder of the Volga Group, which specializes in investments in energy, transport and infrastructure assets.
The 213-foot Lady M was also seized by the Italians while moored in the Riviera port town of Imperia. In a tweet announcing the seizure on Friday, a spokesman for Italian Prime Minister Mario Draghi said the comparatively modest $27 million vessel was the property of sanctioned steel baron Alexei Mordashov, listed as Russia’s wealthiest man with a fortune of about $30 billion.
But Mordashov’s upsized yacht, the 464-foot Nord, was safely at anchor on Friday in the Seychelles, a tropical island chain in the Indian Ocean not under the jurisdiction of U.S. or EU sanctions. Among the world’s biggest superyachts, Nord has a market value of $500 million.
Since Friday, Italy has seized $156 million in luxury yachts and villas in some of its most picturesque destinations, including Sardinia, the Ligurian coast and Lake Como.
Most of the Russians on the annual Forbes list of billionaires have not yet been sanctioned by the United States and its allies, and their superyachts are still cruising the world’s oceans.
The evolution of oligarch yachts goes back to the tumultuous decade after the 1991 fall of the Soviet Union, as state oil and metals industries were sold off at rock-bottom prices, often to politically connected Russian businessmen and bankers who had provided loans to the new Russian state in exchange for the shares.
Russia’s nouveau riche began buying luxury yachts similar in size and expense to those owned by Silicon Valley billionaires, heads of state and royalty. It’s a key marker of status in Moscow and St. Petersburg, and size matters.
“No self-respecting Russian oligarch would be without a superyacht,” said William Browder, a U.S.-born and now London-based financier who worked in Moscow for years before becoming one of the Putin regime’s most vocal foreign critics. “It’s part of the rite of passage to being an oligarch. It’s just a prerequisite.”
As their fortunes ballooned, there was something of an arms race among the oligarchs, with the richest among them accumulating personal fleets of ever more lavish boats.
For example, Russian metals and petroleum magnate Roman Abramovich is believed to have bought or built at least seven of the world’s largest yachts, some of which he has since sold off to other oligarchs.
In 2010, Abramovich launched the Bermuda-flagged Eclipse, which at 533 feet was at the time the world’s longest superyacht. Features include a wood-burning firepit and swimming pool that transforms into a dance floor. Eclipse also boasts its own helicopter hangar and an undersea bay that reportedly holds a mini-sub.
Dennis Cauiser, a superyacht analyst with VesselsFinder, said oligarch boats often include secret security measures worthy of a Bond villain, including underwater escape hatches, bulletproof windows and armored panic rooms.
“Eclipse is equipped with all sorts of special features, including missile launchers and self-defense systems on board,” Cauiser said. “It has a secret submarine evacuation area and things like that.”
Eclipse was soon eclipsed by Azzam, purportedly owned by the emir of Abu Dhabi, which claimed the title of longest yacht when it was launched in 2013. Three years after that, Usmanov launched Dilbar, which replaced another slightly smaller yacht by the same name. The new Dilbar is the world’s largest yacht by volume.
Abramovich, whose fortune is estimated at $12.4 billion, fired back last year by launching Solaris. While not as long as Eclipse or as big as Dilbar, the $600 million Bermuda-flagged boat is possibly even more luxurious. Eight stories tall, Solaris features a sleek palisade of broad teak-covered decks suitable for hosting a horde of well-heeled partygoers.
But no boat is top dog for long. At least 20 superyachts are reported to be under construction in various Northern European shipyards, including a $500 million superyacht being built for the American billionaire Jeff Bezos.
“It’s about ego,” Cauiser said. “They all want to have the best, the longest, the most valuable, the newest, the most luxurious.”
But, he added, the escalating U.S. and EU sanctions on Putin-aligned oligarchs and Russian banks have sent a chill through the industry, with boatbuilders and staff worried they won’t be paid. It can cost upwards of $50 million a year to crew, fuel and maintain a superyacht.
The crash of the ruble and the tanking of Moscow stock market have depleted the fortunes of Russia’s elite, with several people dropping off the list of Forbes billionaires last week. Cauiser said he expects some oligarch superyachts will soon quietly be listed by brokers at fire-sale prices.
The 237-foot Stella Maris, which was seen by an AP journalist docked this past week in Nice, France, was believed to be owned by Rashid Sardarov, a Russian billionaire oil and gas magnate. After publication of an earlier version of this story, AP was contacted Sunday by yacht broker Joan Plana Palao, who said his company represents a U.S. citizen from California who purchased the Stella Maris last month. He declined to disclose the name of the buyer or the person from whom the boat had been purchased.
On Thursday, the U.S. Treasury Department issued a new round of sanctions that included a press release touting Usmanov’s close ties to Putin and photos of Dilbar and the oligarch’s private jet, a custom-built 209-foot Airbus A340-300 passenger liner. Treasury said Usmanov’s aircraft is believed to have cost up to $500 million and is named Bourkhan, after his father.
Usmanov, whose fortune has recently shrunk to about $17 billion, criticized the sanctions.

“I believe that such a decision is unfair and the reasons employed to justify the sanctions are a set of false and defamatory allegations damaging my honor, dignity and business reputation,” he said in a statement issued through the website of the International Fencing Federation, of which he has served as president since 2008.
Abramovich has not yet been sanctioned. Members of the British Parliament have criticized Prime Minister Boris Johnson for not going after Abramovich’s U.K.-based assets, which include the professional soccer club Chelsea. Under mounting pressure, the oligarch announced this past week he would sell the $2.5 billion team and give the net proceeds “for the benefit of all victims of the war in Ukraine.”
Meanwhile, location transponders showed Solaris moored in Barcelona, Spain, on Saturday. Eclipse set sail from St. Maarten late Thursday and is underway in the Caribbean Sea, destination undisclosed.
