BOARD OF DIRECTORS

The SBMA Chairman, the Administrator and the members of the Board of Directors are appointed by the President of the Philippines to serve for a term of six (6) years, except for the representatives of the local government units who serve for a term of three (3) years.

As provided for in Sec. 13 (c) of Republic Act 7227, or the Bases Conversion and Development Act of 1992, the SBMA Board of Directors "shall be composed of fifteen (15) members, to wit:

  • Representatives from different sectors such as the local government units that concur to join the Subic Special Economic Zone;
  • Two (2) representatives from the National Government;
  • Five (5) representatives from the private sector coming from the present naval stations, public works center, ship repair facility, naval supply depot and naval air stations; and
  • The remaining balance to complete the Board shall be composed of representatives from the business and investment sectors."

Chairman & Administrator

is a seasoned businessman with a keen attention to detail. He is a devoted spouse of 37 years to Stella Gatmaytan del Pilar with whom he is blessed with 4 very handsome boys. Born with an astute number sense, he finished his Mechanical Engineering course with flying colors at the De La Salle University in Manila.

Alino’s humble beginnings taught him that nothing in life comes easy and that belief in oneself, hard work, coupled with luck and prayers would help him achieve his success goals. He rose from the ranks having started as a sales engineer and climbed his way up the corporate ladder in the various companies he had worked with. In 1983, he was appointed as Director in a Bulk Indenting Services Corporation for vessel operations engaged mainly in the unloading of dry bulk cargo from vessel to warehouse. This then opened doors of opportunities leading to his extremely successful career in logistics when he established Mega Equipment International Corp which specialized in ship brokerage and integrated cargo handling services. Among his popular clients were San Miguel Corp, Purefoods and Universal Robina to name a few.

In 2002, with the rapidly expanding bulk grains industry and emergent positioning of Subic Freeport as a bulk port, Mega Subic Terminal Services, Inc was formed, which eventually became the MEIC’s operating arm in the Port of Subic. And, together with other investors, MEIC established the Subic Bay Freeport Grain Terminal Services, Inc or Subic Grain, a bulk grain handling terminal facility in Subic Freeport. Before he assumed his post as Chairman and Administrator of the Subic Bay Metropolitan Authority, his other significant affiliations included the STAR Group of Companies which established other port operating companies in Manila, Cebu, Batangas and Subic, and the Subic Bay Yacht Club. Chairman Alino is a man with the purest of intentions to bless other people thru his active involvement in various socio-civic organizations. One who sees only the good in people while he positively impacts the lives of anyone who is fortunate and providentially lucky to know him.

Board of Director

is an economist by profession. He is currently the Director of Allado Construction Company, Inc. and Northstream Power Corporation, and the President of Molave Capital, an alternative investment fund that is registered in the British Virgin Islands. He also held top management positions, mostly dealing with finance matters, in various leading companies in the country namely, Amalgamated Investment Bank, JP Morgan Securities Philippines, Inc., Development Bank of the Philippines in charge of Daiwa Securities Philippines, Inc., and Philippine Asia Equity Securities, Inc.

He also served as the manager of the Research and Business Analysis Department of ABS-CBN Broadcasting Corporation from 1992 - 1994.

Director Yuri as he is fondly called, is a candidate for a postgraduate degree in Masters in Science and Industrial Economics from the University of Asia and the Pacific. He graduated from the Ateneo de Manila University with a degree in Bachelor of Arts in Economics.

Board of Director

is a well-experienced manager from the private sector, specializing in shipping, particularly on vessel and container yard management, customer service, documentation, and cargo claims. She is currently doing part-time consultancy on process improvement for a manufacturing and logistics firm and water port/terminal projects for a budding player in the local and foreign seaport scenes.

As a long-time player in the international shipping and logistics industry, she has developed expertise in handling exceptional situations in cargo shipping and has played key roles in promoting and implementing corporate programs and special projects for extra yields. She is also a homegrown talent of American President Lines who has risen from the ranks. Her years as a booking representative and regional director for two key departments in a shipping line operating internationally have made her contribute substantially to the company.

Dir. Cecile Bobadilla-Bitare earned her Bachelor of Science in Business Administration, Major in Economics, from Aquinas University in 1983, and graduated cum laude.

 

- is a former councilor in the City of Olongapo, who had served in the early days of the Subic Bay Metropolitan Authority (SBMA). He made his way back to the SBMA as member ofthe Board of Directors for the first time in 2005 until 2011, and then again in 2018.

Dir. Del Rosario earned his bachelor’s degree in Criminology from the Dela Salle University in Dasmariñas, Cavite in March 1987 and passed the Career Service Professional Eligibility in September that year. He went on to study law at the San Sebastian College but did not finish the course.

He started his career as Executive Assistant to the SBMA Chairman in 1992 to 1993. Then he transferred to the private sector and became Administrative Officer of International Freeport Traders, Inc. in 1993-1995; Liaison Officer for the same company in 1995-1996; Account Manager of Branded Warehouse in 1996-1997; Director of the Subic Bay Provident Fund, Inc. in 1996-1998; and Branch Manager of Veloci Motors Phils., Inc. in 1997-1998.

In 1998, he was elected City Councilor in Olongapo, his hometown, and was re-elected to the same position until 2005.

From there he became SBMA director in 2005-2011; director at the Subic Bay Development and Management Corporation (SBDMC) in 2007-2011; director of Clark Pipeline and Depot Company, Clark Freeport Zone in 2015 up to present; and Consultant at the Senate of the Republic of the Philippines in 2016-2017.

Apart from these, he also held positions in the academic and civic sectors: director of the Olongapo Tourism Council, 1998-2004; director, Philippine National Red Cross, 1998-present; and chairman and school director of the Olongapo City Christian School , 2006-present.

Board of Director

, more fondly known to his family and close associates as "Boy", was recently appointed as member of the Board of Directors of the Subic Bay Metropolitan Authority, representing the Municipality of Subic, Zambales on November 30, 2023. Born on September 21, 1954, Director Boy is married to Angel Dino Khonghun.

Prior to his appointment as board member, he held various positions in the private sector and in government, most notable of which were as Chairman of the National Electrification Commission from 2004 - 2007, as board member of the Bataan Shipyard and Engineering Company from 2003 to 2011, and as Business Project Development Consultant for the Office of the Mayor of Subic, Zambales from 2007 to 2010.

A strong advocate of brotherhood with a heart for the marginalized and underprivileged populace, Director Boy joined the Freemasonry of the Philippines in 1991 where he served as Past Worshipful Master of Pinatubo Lodge no. 52. Among his other significant memberships were Eaglecom Society of the Philippines, Philippine Chinese Chamber of Commerce, and the Rotary Club of Olongapo North.

He completed his Bachelor of Science in Civil Engineering course from Adamson University in Manila.

Board of Director

is a renowned lawyer, certified public accountant and seasoned organic farm owner.

He is currently the owner-proprietor of Lahom Farms, an organic farm based in Barangay Dona Lucia, Quezon, Nueva Ecija and treasurer of the Board of Directors of the Novo Ecijano Teachers’ Mutual Benefit Association in Cabanatuan City.

He has had a vibrant career in both the private and public sector, starting in 1980 as a Cost Accountant for SyCip Salazar Feliciano Hernandez Law Office in Makati. By 1988, he was a partner at Reyes Coronel Lahom & Madarietta Law Offices and in 1992, made the transition to the public sector when he worked as Chief of Staff for then Philippine Senator, Nikki M.L. Coseteng. From then on, he worked as Provincial Board Secretary for the Sangguniang Panlalawigan ng Nueva Ecija in 1992 and 2004, a Consultant for the Office of the Governor of Nueva Ecija in 1996, a Legislative Staff Chief / Chief Political Affairs Officer for Congresswoman Josefina M. Joson in 1998 and 2010, a partner at Vivero Ferrer Lahom & Bahia Law Offices in 2002, a Political Affairs Officer III for Congressman Eduardo Nonato N. Joson in 2007, and a Municipal Government Department Head (MDRRMO) for Quezon, Nueva Ecija in 2015.

Atty. Lahom is an active member and officer of multiple professional and civic groups. As a veteran lawyer and accountant, he is a member of both the Integrated Bar of the Philippines and Philippine Institute of Certified Public Accountants. He is also a Past Master of Nueva Ecija Lodge No. 73, Free and Acepted Masons of the Philippines; Past District Grand Lecturer for Masonic District R3-D, Grand Lodge of the Philippines; as well as Past Grand Judex of the San Beda Chapter of Lex Talionis Fraternitas, Inc.

Moreover, Atty. Lahom is an avid environmentalist having co-founded the Philippine Lepidoptera Society, a National Geographic recognized group of moths and butterfly enthusiasts involved in the documentation, photography, identification and discovery of Philippine Moths and butterflies.

He earned his Tertiary degree in BSc (Accounting and Auditing) from San Beda College in 1976 and his Bachelor of Laws from the San Beda College of Law in 1981, for both of which, he received numerous awards and citations.

started his corporate career in 1988 as an Account Manager of Jardine Manila Finance, a subsidiary of Jardine Davis. Seeking to further widen his horizon, he moved on to Manila Barclays (MB), and then to Rentacolor, an MB Finance subsidiary, culminating as its Marketing Manager in September 1993. He then transferred to MB Finance Corporation, which is an affiliate of Barclays Bank of London as Branch Manager and concurrent Vice-President of its Quezon City office. From 1996 to 2003, he held top management positions in a number of private companies until he was invited to join the Subic Bay Golf and Country Club as Golf Manager from 2003 until 2005. As word spread around regarding his expertise in handling operations of leisure facilities, he was appointed as Assistant Vice-President for Hotel Operations of Subic Legend Hotels and Casinos, discharging his functions and responsibilities until 2007.

He served as Deputy Administrator for the Business group of the Subic Bay Metropolitan Authority (SBMA) from 2007 to 2014, principally formulating and implementing policies, procedures, guidelines and programs for tourism development.

Director Marcelo was also a former SBMA director from 2015 to 2016, and served as Chairman of the Committee on Corporate Communications, Advertising, Media and Public Relations.

He holds a degree in Bachelor of Science in Commerce, Major in Marketing from San Beda College, Manila.

Board of Director

started his career in media as a volunteer radio newscaster in 1996. During this period, he honed his news writing and radio broadcasting skills with a local AM radio channel, DWWW 774.

In 2005, he made a career move and transferred to DWIZ 882, Aliw Broadcasting Network as a full-fledged radio broadcaster/ beat reporter covering the Department of Justice (DOJ), and the judiciary. He is a regular news contributor/columnist in the "Saksi Ngayon" newspaper from 2019 up to the present.

He is currently the President of the Justice Reporters Organization (JUROR), a radio newscasters group in the said field/section, being elected twice to the position.

Dir. Mozo has been in the practice for over 24 years and prides himself of straightforward news reporting, anchored in integrity and responsible journalism.

is an accountant by profession with a solid ten-year experience in the field as accountant and bookkeeper in two (2) private companies.

In 1990, Paulino shifted to restaurant management, establishing Yummie Bite Resto in Olongapo City after she developed its business plan, which included demand identification, market analysis, competitor evaluation, and sales projections. For the next eight (8) years in the business, she also exercised financial control, successfully meeting financial objectives through budget strategies and forecasts, which she herself developed and implemented.

As current first lady of Olongapo City, Paulino is actively involved in the planning of Olongapo City Fiesta 2013 as City Fiesta chairman. She is also the general manager of R2K Trading Exponents, Inc. and member of the Olongapo Jaycees and the Lions Club International.

Paulino is a Management graduate from Columban College, Olongapo City. She also took up Basic Computer Programming from the Systems Technology Institute. She finished her primary education at Anglo Chinese School as third honorable mention, and her high school at St. Anthony Parish Church in 1977 as fourth honorable mention.

Board of Director

is an expert in the fields of resource mobilization, loan negotiations for Official Development Assistance (ODA) projects, project development and management, agribusiness, integrated area development and rural development, and management of integrated gaming operations, blockchain, fintech and tokenization of assets.

He is currently the President/ Chairman and Founder of InPlan Consultancy Services, Inc., the lead Director and Chairman of the Board of IMPERO Consortium Management Corporation in the Philippines and Japan, and a Director of the Philippines – China Economic Cooperation Industrial Park.

Prior to his directorship in the SBMA, he held the top position as Chairman and Administrator of the Cagayan Economic Zone Authority (CEZA) with a Cabinet rank for 13 years.

In 2004, he served as the Secretary of the Department of Agrarian Reform, having risen from the ranks in the same agency upon entering government service in 1980.

Meanwhile, his career in the private sector started in 1977 as sales supervisor at A.J. Ponce and Associates, and culminated as the Executive Director of Wisbet Digital Entertainment Developing Co., Ltd. Taiwan in 2020.

Director Ponce has been recognized through several awards and citations from local and international organizations notably the World Bank in line with the implementation of the Agrarian Reform Communities Development Project, a plaque of recognition by the Center on Integrated Rural Development for Asia and the Pacific (CIRDAP) in Jakarta, Indonesia, Citations for Resource Mobilization by the UN-FAO, DAR Most Outstanding Performance Award (National), Outstanding Award of Excellence for Agrarian Reform (Presidential Agrarian Reform Council), and in 2004, a Citation from the Catholic Bishops Conference of the Philippines citing him as one of the two best Agrarian Reform Secretaries to serve under DAR.

irector Ponce spearheaded the convening of the International Conference on Agrarian Reform and Rural Development (ICARRD) in Porto Alegre, Brazil, with the objective of brining back agrarian reform into the international agenda. During his leadership in 2004, NEDA has cited the Department of Agrarian Reform in the MTPDP 2004-2010 as one the of top performers and one of the agencies which hit most of its key targets and commitments as compared to other agriculture-related sector agencies.

In 2005, he was appointed as Administrator, Chief Executive Officer and Acting Chairman of the Board of Directors of the Cagayan Economic Zone Authority. Director Ponce, through his leadership, turned CEZA around from a losing government corporation to a self-sufficient and earning corporation, and among the fastest growing economic zones in the country in 2016.

He is married and blessed with 5 children, and presently resides in Quezon City.

Board of Director

is an expert in business process solutions, having authored and initiated the One-Stop Shop Business Processing Center of the Subic Bay Metropolitan Authority, and the increase in the maximum period of validity of business permits.

Dir. Rementilla is a product of the Brightest in the Bureaucracy Program of the Civil Service Commission.

His government service started in 2001 as an Accounts Management Specialist at the Locators Registration and Licensing Department of the Subic Bay Metropolitan Authority (SBMA). He rose from the ranks until he was ultimately promoted to the position of Deputy Administrator for the Business Group, a top management position he held until October 2020.

He thereafter joined the private sector and is a shareholder of RCMPTT, Inc.

Dir. Rementilla holds a degree of Bachelor of Arts in Social Sciences, major in Economics and minor in Political Science from the University of the Philippines. He is married and is blessed with 2 children.
