Las Vegas Business Owner Sentenced To Prison For Submitting Over $700,000 In Fraudulent Invoices To Hospital

LAS VEGAS – A Las Vegas business owner was sentenced Tuesday to 21 months in prison for submitting over $700,000 in false invoices to a hospital, causing the hospital to mail checks to the defendant for products not provided to the hospital.

According to court documents, beginning in 2020 and continuing through June 14, 2022, Roland Sagun Torres devised a scheme to defraud a hospital located in Nevada. As part of the fraudulent scheme, Torres used the names of at least 100 patients and doctors at the hospital to submit false invoices from his business for products that he did not provide to the hospital. In total, Torres’s submission of these false invoices caused the hospital to mail checks to Torres’s company in the amount of $712,000 for products he never provided.

On November 3, 2023, Torres pleaded guilty to one count of mail fraud. In addition to imprisonment, United States District Judge Gloria M. Navarro sentenced Torres to three years of supervised release and ordered Torres to pay $712,000 in restitution.

United States Attorney Jason M. Frierson for the District of Nevada and Special Agent in Charge Spencer L. Evans for the FBI made the announcement.

This case was investigated by the FBI. Assistant United States Attorney Edward Veronda prosecuted the case.

Horse dies from stress following fireworks, owner says

TUCSON, Ariz. (KGUN) – A horse’s life was cut short after the Fourth of July from overwhelming stress caused by nearby fireworks, according to the animal’s owner.

Holly Hansen owned 20-year-old Sunny for 18 years.

“She was a platinum palomino Tennessee Walker, she had blonde hair,” Hansen said. “And so, a lot of people said we were alike.”

Hansen said Sunny was healthy and happy, but skittish about fireworks.

She said neighbors set off illegal aerial fireworks on the Fourth of July, which could have led to Sunny’s untimely death.

“It’s different than nature sounds like thunder and lightning, you know? The fireworks sound like gunshots and there’s a sizzle and it’s all quite foreign for animals,” Hansen said.

Before the fireworks started, Hansen was feeding her horses who were playing and running around.

“I never took her for granted and those memories will live with me forever,” Hansen said.

Sunny entered a freeze mode soon after the fireworks began. Hansen said this caused an impaction to the horse’s bowels, giving her colic.

“She was dehydrated from not drinking, she wasn’t drinking because of the fireworks because of the shock to her system and the trauma response,” Hansen said. “The vet told me this was a stress-related death.”

Pain medications couldn’t help Sunny calm down. An emergency veterinarian did bloodwork on Sunny which showed high cortisol levels.

“She was flinging herself against the bars of the stall,” Hansen said. “She had broken her leg, she was drenched in sweat.”

Hansen couldn’t stand to see Sunny in a huge amount of pain and made the difficult decision to euthanize her.

'Yacht trip to Russia': Senators publish list of Clarence Thomas’ gifts from benefactors

T wo Senate Democrats have published a list of roughly three dozen lavish gifts Supreme Court Associate Justice Clarence Thomas received from right-wing billionaires during his time on the Court.

On the eve of the Independence Day holiday, Sens. Sheldon Whitehouse (D-Rhode Island) and Ron Wyden (D-Oregon) called on Attorney General Merrick Garland to appoint a special counsel to investigate Thomas for "possible violations of ethics and tax laws" in his "repeated and willful omissions" of gifts from wealthy benefactors.

"The scale of the potential ethics violations by Justice Thomas, and the willful pattern of disregard for ethics laws, exceeds the conduct of other government officials investigated by the Department of Justice for similar violations," Whitehouse and Wyden wrote. "The breadth of the omissions uncovered to date, and the serious possibility of additional tax fraud and false statement violations by Justice Thomas and his associates, warrant the appointment of a Special Counsel to investigate this misconduct."

On page 14 of the PDF Whitehouse posted to his Senate website, there are two lists of gifts to Thomas. The first list describes gifts from far-right real estate magnate Harlan Crow, and the second list shows gifts from other wealthy sponsors, like entrepreneur Anthony Welters — who "loaned" Thomas a luxury RV and then later forgave the loan — and billionaire Wayne Huizenga.

The gifts from Crow date back to 2003, and list excursions like "Yacht trip to Russia and the Baltics" and Helicopter to Yusipov Palace, St. Petersburg." Out of the roughly two dozen gifts Crow gave to Thomas, four are private school tuition payments for his grand-nephew. Many of Crow's other gifts were private jet flights and yacht cruises, including one Sens. Whitehouse and Wyden described as "around Greek islands."

And out of the gifts on the second list, three were from Huizenga, two were from Welters, and five were from former Berkshire Hathaway board member David Sokol. Billionaire Warren Buffett, who owns Berkshire Hathaway, forced Sokol out in 2011 after he learned that Sokol bought a stake in a company he later convinced Buffett's company to buy. Buffett called Sokol's actions "inexplicable" and "inexcusable."

"No government official should be above the law. Supreme Court justices are properly expected to obey laws designed to prevent conflicts of interest and the appearance of impropriety and to comply with the federal tax code," the senators wrote. "We therefore request that you appoint a Special Counsel authorized to investigate potential criminal violations by Justice Thomas under the disclosure, false statement, and tax laws; pursue leads of related criminal violations by donors, lenders and intermediate corporate entities; and determine whether any such loans and gifts were provided pursuant to a coordinated enterprise or plan."

In 2023, Pulitzer Prize-winning investigative reporter Davide Cay Johnston commented that it was possible Thomas could face " criminal prosecution " by not paying taxes on the previously undisclosed gifts from Crow and others. He opined that any lower-level court judge would not be able to avoid the charges if they failed to pay taxes on gifts worth millions of dollars.

"What Clarence Thomas has done would result in not only any judges in America being removed from the bench, but there is a good chance it would result in criminal prosecution for income tax fraud and for false filings in his mandatory financial ethics disclosure statements," Johnston said in December.

Last month, anti-corruption watchdog group Fix the Court totaled Thomas' gifts and found that the conservative jurist had received approximately $4 million in gifts dating back to 2004 – far more than any other justice on the Supreme Court. And of the 193 gifts Thomas received, he only listed 27 on his required financial disclosure reports.

Targeting super yachts owned by Russian oligarchs could hit a nerve in Moscow

With sanctions levied and financial assets seized, Russian oligarchs have been scrambling to get their super yachts out of Western ports in search of safer harbours. 

One yacht, said to belong to Russian President Vladimir Putin himself, abruptly left port in Hamburg, Germany, just weeks before the Russian invasion of Ukraine prompted wide-reaching sanctions. Others were not so quick to leave European ports. 

Authorities in La Ciotat, on France's Mediterranean coast, seized a yacht they say is linked to sanctioned Russian oligarch Igor Sechin, the CEO of state oil company Rosneft. He was Russia's deputy prime minister from 2008 to 2012.

Industry watchers say oligarchs everywhere are trying to keep their yachts from being taken.

​​"There's a few yachts that we are watching at the moment in the Atlantic," said Sam Tucker, head of super yachts at the firm VesselsValue, which tracks and estimates the value of these giant luxury yachts. 

"I'm expecting some of them to start doing U-turns in the middle of the ocean," he told CBC Radio's Day 6 .

Western countries have imposed a punishing package of sanctions and export control restrictions on Russia in response to the invasion of Ukraine. Russia's biggest banks were hit, as was the country's central bank. Major state-owned companies and some of the country's wealthiest individuals have seen overseas assets frozen.

The investment bank JP Morgan Chase believes Russia's economy will shrink 35 per cent in the second quarter of 2022 and seven per cent for the entire year.

White House spokesperson Jen Psaki says the suite of sanctions is meant to make every aspect of life difficult on Putin and the oligarchs who protect him.

"What we're talking about here is seizing their assets, seizing their yachts and making it harder for them to send their children to go to colleges and universities in the West," Psaki said in a briefing this week. "These are significant steps that will impact the people who are closely around President Putin."

Symbolic target

The yachts themselves are worth hundreds of millions of dollars, but experts in Russian sanctions say this isn't just about the dollar value.

"They don't have much value compared to the total net worth of an oligarch," said Bill Browder, a long-time advocate for stiff sanctions against Russian oligarchs, in an email to CBC Radio. 

But they are "a highly symbolic attack on something coveted by the oligarchs."

These ultra-luxurious ships became a status symbol for the oligarchs as they amassed fortunes in the 1990s and early 2000s.

"There is a bit of oneupmanship," Tucker told Day 6 . He says the biggest and most expensive ships are cloaked in secrecy. They have extreme privacy and security features, including bulletproof glass, and some require crew to sign non-disclosure agreements.

But Tucker says the biggest security and privacy feature of all is the opaque ownership structure of the yachts. He says precious little information about who actually owns these ships is available.

"[Only] basic information is disclosed — for example, the registered owner — which is often a shell company or a 'special interest vehicle' registered in Monaco, Malta, [or the] Cayman Islands," he said.

Untying those knots is a notorious problem, but one usually confined to taxation issues.

"One thing that I think may come out of this whole situation is the increased call for transparency and transparent ownership," said Tucker.

Yachts on the move

So far, only four super yachts have been seized, including a 213-foot yacht owned by Alexei Mordashov in Imperia, Italy.

While authorities sift through the byzantine paper trail of ownership, other oligarchs have scrambled their crews to get the yachts to somewhere safe.

"One of the things I've been trying to figure out is, where do they go [next]?" asked Alex Finley, a former CIA officer living in Barcelona, in an interview with  As It Happens host Gillian Findlay .

This week, Finley tweeted photos tracking a ship said to be owned by Roman Abramovich, the Russian billionaire who owns the Chelsea Football Club.

"A lot of these yachts that we've been looking at are heading towards the Maldives or the Seychelles. A few are in Montenegro, but they look like they're probably going to be on the move," Finley said in the interview .

Neither the Maldives nor the Seychelles signed onto the sanctions, so the ships are probably safe from seizure there. Another major hub is Dubai.

"I think we're going to see Dubai as a big hotspot for these yachts," said Tucker. "It has hot weather all year round and … Russians can fly to Dubai without going through the EU airspace."

Tucker agrees that targeting the yachts is a symbolic move.

"It's really sending the message that they aren't untouchable. We've closed the skies on both sides of the Atlantic so their private jets can't operate, and now we're going after their super yachts," he said.

"I'd be feeling quite vulnerable if I was an oligarch right now."
