New bridge to be built across Mississippi River

MEMPHIS, Tenn. (WMC) - A new bridge is set to be built across the Mississippi River, connecting Memphis and Arkansas.

The United States Department of Transportation will provide $393.75 million to help fund the project.

The states of Arkansas and Tennessee will chip in around $250 million each.

The new I-55 bridge will be known as America’s River Crossing. The previous bridge will be torn down and the new one will replace it.

Officials say there are concerns over the existing I-55 bridge being vulnerable to serious damage in an earthquake and that it is far out of date.

Tennessee Congressman Steve Cohen announced the federal investment today.

“I’m proud to have worked with the President, the U.S. Department of Transportation, as well as the outstanding team in Memphis and the governor’s office in successfully getting this extremely large and necessary grant for the construction of the new bridge,” Congressman Steve Cohen (D-TN) said. “As President Biden would say, ‘This is a big…deal!’ And it sure is: Probably the biggest investment made in Memphis by the federal government ever.”

Congressman Cohen is a senior member of the Transportation and Infrastructure Committee in D.C. and has been advocating for this project for years.

Renderings of the new bridge were released earlier this year.

The project is estimated to cost nearly $900 million, but that number could go up.

“It’s expected to cost anywhere from $800 million to $1 billion, said Dave Parker with the Arkansas Department of Transportation. “Certainly, by the time we get through everything and it’s built, it will probably be in that $1 billion range.”

City and state leaders hope a new bridge will add more lanes, ease traffic congestion and both Memphis and West Memphis mayors hope will bring not only jobs but more business to both cities.

“We know that there’s going to be much more commerce that’s going to be allowed to travel over the Mississippi River as a result, so we know that there’s going to be construction jobs which people from our community are going to be able to benefit from, so overall, it’s going to be a significant one for our region,” said Memphis Mayor Paul Young.

TDOT shared three different design proposals with the public.

“When we were looking at the designs and just looking at all the ways it’s going to be, it’s not only gonna beautify our cities and our Mid-South, it’s going to revolutionize it as well,” said West Memphis Mayor Marco McClendon.

Memphians and visitors who Action News 5 caught up with can’t wait for it to be built, and some of them tell Action News 5 they avoid taking the old bridge altogether.

“It shakes and feels not safe. It’s not secure,” said Alexander Agyakyn. “I feel like it’s shaking and something could happen.”

One reason city and state leaders wanted to replace the current bridge is that they fear it is vulnerable to serious damage from natural disasters.

The bridge was built in 1949.

“I think it’ll be nice.,” said Leonard Tidwell. “I think it’ll just update and give us something new to look forward to.”

TDOT officials say there is no date yet on when construction will begin.

It could be a few years before Tennesseans or Arkansans see any movement.

“Unfortunately, we can’t snap our fingers and say, ‘Ta Da! Here’s a brand-new bridge everyone!‘ But we do have to have the dollars obligated by 2026. So hopefully, in the next two to three years, we can see some breaking up the ground and get moving on this much project,” said TDOT Community Relations Officer Nichole Lawrence.

“This historic investment in Memphis will help further connect our community with the region and the world,” Mayor Young said. “Memphis’ prominence as a logistics hub is made stronger by the investment in this key piece of infrastructure, and we are honored by the grant.”

The I-55 bridge project is expected to support 64,000 vehicles per day by the year 2050.

Additional public meetings on the replacement project will also take place in August; no dates have been announced yet.

US Transportation Department to invest nearly $400 million for new Interstate 55 bridge in Memphis

MEMPHIS, Tenn. (AP) — The U.S. Department of Transportation is providing nearly $400 million to build a new Interstate 55 bridge connecting Tennessee and Arkansas across the Mississippi River, replacing the existing 75-year-old span, officials said Friday.

In separate news releases, Republican Tennessee Gov. Bill Lee and Democratic U.S. Rep. Steve Cohen of Memphis said the Transportation Department informed Congress on Friday that it is investing more than $393 million to build the new bridge.

The existing I-55 bridge was built in 1949 but it remains a vital and heavily traveled artery, with thousands of cars and commercial vehicles crossing it each day. The aging bridge is one of two that connects Memphis with Arkansas, along with the Interstate 40 bridge.

Officials have been pushing for a modernized I-55 bridge since the I-40 bridge was closed for weeks in 2021 to repair a crack in the structure . The new bridge will be built to modern seismic codes and is projected to accommodate approximately 64,000 vehicles daily, significantly higher than the current 48,000 vehicles, by 2050, Lee’s office said.

The governor’s office said the transportation departments in Tennessee and Arkansas have each committed up to $250 million to the project.

“This unprecedented investment in Memphis marks the single-largest transportation investment in Tennessee state history and will be transformative for our infrastructure,” Lee said.

Cohen, a senior member of the House Transportation and Infrastructure Committee, has discussed the project in committee hearings, most recently with Transportation Secretary Pete Buttigieg on June 28. Buttigieg visited Memphis when the I-40 bridge was shut down.

Cohen said the Infrastructure Investment and Jobs Act passed in 2021 helped provide the funds for the project.

“Transportation across America creates jobs and improves our economy — America’s River Crossing,” Cohen said.

The nation's top highway administrator was in Memphis today, celebrating a newly unveiled project - America's River Crossing Project - to help replace the Interstate 55 bridge spanning the Mississippi River between Memphis, Tennessee and West Memphis, Arkansas.

Tennessee is responsible for maintenance and Arkansas is responsible for inspections of the bridge.

Arkansas Department of Transportation Communications, Dave Parker, tells us "Today was a celebration of the 394 million dollar grant that TDOT and ARDOT received from the US Department of Transportation, all for the purpose of building a new Interstate 55 bridge."

Two of the bridges in that region, the I-40 and the I-55, are crucial to the area.

Parker tells us that in May of 2021, ARDOT bridge inspectors failed to notice a crack in the bridge.

This led to the bridge being shut down for maintenance for 83 days.

Travelers had to then use I-55, which is a much older bridge, for transportation.

"Each of those bridges carries about 100,000 people total, 50/50 each day. So, all of a sudden, all that traffic had to go over to the Interstate 55 bridge, which is older, it's not as wide, and there are barely any shoulders. And it really caused a lot of major backups."

The temporary maintenance of the I-40 bridge had a nation-wide impact on businesses and travel.

This put a spotlight on the fact that they needed to build a new bridge.

"What we, ARDOT and TDOT, thought would be best is to replace first the Interstate 55 bridge because it's getting pretty old. And then, we'll have two better bridges. Plus, the current Interstate 55 bridge is not seismic retrofit, meaning if there's an earthquake, it's not going to handle it. Memphis is on the New Madrid Fault line, which is a very active earthquake zone. The Interstate 40 bridge is retrofit, should we have an earthquake."

Parker says the actual work on the bridge won't start until the next year or two, they are expecting to finalize the design by 2025.

ARDOT says the finished product is still 6 to 7 years away.

I-55 bridge project: $394M federal funding secured for rebuild over the Mississippi River

A new and improved Interstate 55 bridge is coming soon.

Officials including U.S. Rep. Steve Cohen and Tennessee Gov. Bill Lee announced Friday that a $394 million grant from the federal government would be going towards the rebuilding of the I-55 bridge, also known as the America’s River Crossing Bridge.

The Tennessee and Arkansas departments of transportation filed a joint application through the Bridge Investment Program, Large Bridge Projects Program, according to a press release. The grant came from the 2021 Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law.

On Friday, the Federal Highway Administration said that the project would move forward.

The $393.7 million federal investment will aid in funding the whole of the bridge rebuild, estimated to cost between $800 million and $1 billion .

"I’m proud to have worked with the President, the U.S. Department of Transportation, as well as the outstanding team in Memphis and the governor’s office in successfully getting this extremely large and necessary grant for the construction of the new bridge," Cohen said.

Deputy governor and TDOT Commissioner Butch Eley praised the bipartisan work at the state level to help secure funding for the project.

“This historic project is four times larger than anything we have previously built. This partnership between states and the federal government underscores our bipartisan commitment to delivering innovative infrastructure solutions that support growth and economic prosperity," Eley said in a statement.

What is next for the I-55 bridge?

TDOT has been seeking grant funding for the project since December 2023. Estimates for rebuilding the bridge, which dates back to 1949, were between $800 million and $1 billion with construction set to begin in 2026. Funding for the bridge was expected to come from the state's Transportation Modernization Act.

In May,  TDOT revealed updated plans for a new I-55 bridge . The concept design featured a 10-lane bridge (three traffic lanes on each side along with two shoulder lanes). The existing bridge features four lanes. In addition, three different design concepts for bridge's tower construction were announced.  The tentative designs are available on TDOT's website.

Memphis Mayor Paul Young said that the "historic investment" would help connect the community with the region and the world. Young said that the city is "honored by the grant."

Greater Memphis Chamber CEO Ted Townsend voiced appreciation for the department of transportation to Young and to former Mayor Jim Stickland for "being local advocates, and the Chamber’s Transportation Committee for being persistent and never taking their eye off of the ball."

Tennessee Department of Transportation and the Arkansas Department of Transportation have each committed up to $250 million for the bridge rebuild, according to a separate press release about the funding from Lee.

“This unprecedented investment in Memphis marks the single-largest transportation investment in Tennessee state history and will be transformative for our infrastructure,” Lee said.

GPS will bring you to the TN Welcome Center but  DO NOT PARK THERE . You will see a “Riverboat Parking Sign” at the entrance of the fenced in lot directly across the street from the Welcome Center. This is a paid parking lot. To park here you will use the instructions on the signs throughout the parking lot to pay on the parking app or you may pay at the kiosk. We do not own this lot.  Once you park you will take the sidewalk South towards the boats. You will pass the River Garden Park on the left before you will be able to physically see the boats on the river. The boats are located at the intersection of Riverside & Monroe. You will see the ramp that goes into the Cobblestone Landing at the top of the hill at Riverside & Monroe where the metal gate is. THIS IS A 8-10 MINUTE WALK. If you have any handicap guests, please drop them off at the boarding location before parking.
