I have never sailed one but about 10 years ago a broker insisted on showing me one and I was not impressed. I have a feeling that their limited quantities in the US make them difficult to sell as the broker was very intent on selling me that boat. I had already told him I was not interested but he persisited until I broke the relationship. Tim is too modest to tell you this. If you really want a fine moderately priced sailboat it would be hard to beat his Caliber. A much better boat than the Dufour IMHO.

Dufour's have been available on and off in the US since at least the late 70s. Not sure if the company is the same group, but they have always been out of France. I have been told their availability new in the US varies depending on currency values. From what I see they are a decent boat. Completely different philosophy than the Caliber, which also a good boat.

fwiw, I crew on a 2005 dufor 34 shoal. the shoal draft hurts us in racing upwind, but we are very fast downwind. nice well built boat, Except for the wire. I do not think its tinned, since the front bow lights wires fell apart. (but the runs were nice, and had a plastic junction box int he anchor well so I could splice in new run to the bow light. Oh, this boat has a sail drive. very quiet, but it doesn't have enough hours to make an opinion on maintenance.  

Dufour has new owners Bavaria group. Dufour and Grand Soleil are under the new ownership of Bavaria. They will remain as three seperate boatbuilders as as the owners discribe the product lines like the car world. Bavaria is the Volkswagon (German), Dufour is Audi (French) and Grand Soleil is the Porsche (Italian). To compare the Caliber it's a long range "cruiser" with skeg hung rudder, simi full keel, and not the performance hull shape as the Dufour. The Dufour line of boats are more performance cruisers rather than long range cruisers and they have a line of performance racers also. Have sailed the Dufour 525 and 405 with the local dealer and they are easily driven hulls with wide open deck areas and low cabin structures. Great lines ! Let me know about your experience on the trial sail.  

Guys it was cool, Also because of a nice 12 knt !! I loved those electric winches! The D405 grand Large was pretty fast for a cruising boat we were cruising beam reach at 8 knt! And there were free sandwiches!!  

I really like Dufours, they are well made and sail very nice. I believe the hulls are vinylester and manufactured using "scrimp" technology. However, unless you plan on keeping the Dufour forever I might consider something else. Selling a sailboat when you are finished with it becomes a challenge especially if you have a rare model or something that is not mainstream. You limit you future buyers and in turn will probably get less money that you were expecting. I chose my boat (Beneteau 36.7) for its sail performance capabilities but more for its future marketability. I figure the brand name is well know and the type of boat with its huge following may also help me when it comes time to sell. But what do I know, the economy could tank just when it comes time for me to sell and nothing will matter at that point.

The objectives of the Association are to:

Provide the opportunity for the exchange of information, knowledge and news, produce a newsletter “dufour news” and maintain a web site, introduction to the dufour association.

The Dufour Association’s prime purpose is to exchange information about the maintenance, spares, modifications and improvements to Dufour boats and to share people’s knowledge and experience of their boats and sailing or cruising. The Association also supports the organisation of “meet-ups” to enable members to meet and socialise.

Additionally it publishes three Newsletters a year, the “Dufour News”. It is a high quality document and contains articles from members concerning their boats, work carried out, their cruises and details forthcoming events.

It is this accumulated knowledge that makes membership of the Association so valuable.

We are not just concerned with the technical aspects of owning boats, but to assist newcomers to sailing who buy a Dufour as their first boat, to share knowledge and experience of our boats, provide information for people who wish to sail in new areas, tales from the more adventurous and the lessons learned from those who have tales to share.

The Association holds its informal AGM early in the New Year, following a lunch. Here the officers for the year are elected and set the events calendar for the year.

There are also a number of Facebook groups including Facebook page which provides another way to exchange information.

We provide a For Sale and Wanted listing where members may advertise their boats and other items for sale, as well as for items that are wanted.

Review of the Dufour 425 GL

All of Dufour’s Grand Large (GL) range of cruising yachts were designed to maximise internal volume and therefore carry their ample beam all the way from midships to transom.

That said, they also offered a good turn of speed and a stable, well-balanced sailing performance in most conditions.

Design & construction of the Dufour 426 GL

The Dufour 425 GL was never classed as a blue water cruising yacht, but is steadfast enough to cross oceans with the right gear and was built solidly enough to easily withstand heavy seas and high winds.

Her fine bows, plumb stem and long waterline made her quick and slam-free to windward, while her shallow bilge sections and broad stern made her slippery off the wind.

The hand-built hull and deck was robustly constructed using waterproof resins for integrity and durability.

With substantial Twaron-reinforced longitudinal hull stringers and a hefty, moulded floor framework, she is stiff and strong.

Her deck is a vacuum-infused polyester resin moulding with a balsa core for insulation and extra stiffness.

She sports a deep fin keel with a cast iron ballast bulb at the foot, which means she’s stiff in a blow.

An equally deep, semi-balanced spade rudder ensures she tracks well and doesn’t lose her grip on the water when heavily heeled.

A spacious and practical deck layout ensures ease of handling for short-handed crews, with the running rigging kept simple and convenient.

Her side decks are wide and uncluttered, thanks to inboard genoa tracks and narrow shroud base.

This allows easy and safe access forward to where an equally clear foredeck allows the crew to work at the ground tackle and headsails.

A below-deck windlass and deep, deck-accessible anchor chain locker make anchoring simple, as do the chunky twin bow rollers, which enable a second anchor to be deployed in bad weather.

The Dufour 425 GL has twin wheels, which open the cockpit up and, along with the wide, drop-down helm seat, allow excellent access through the transom gate and onto the boarding platform and folding ladder.

In the centre is a stout, twin-leaf table with grab bar, compass and instrument console.

In the three-cabin model both seat lockers are shallow, whereas with only two cabins one is full-depth and positively cavernous.

The liferaft even has its own dedicated locker.

All sheets, reefing lines and the kicker are led aft.

The genoa winches are immediately beside the helms, but the mainsheet terminates on the coachroof and can be annoying to use if you are single-handing in gusty conditions.

Rig & sails

Her rig is 15/16ths fractional, with twin swept spreaders, 135% furling genoa and a two-reef, semi-battened mainsail.

The cap shrouds and lowers terminate on a single chainplate each side, but this is massively reinforced below with sturdy backing fillets moulded into the hull sides.

The backstay is bifurcated with chainplates low on the transom and no quick adjustment possible.

The 425GL is spacious down below and headroom is a lofty 2m/6ft 6in.

The dinette, with linear galley, is the nautical equivalent of the popular domestic kitchen-diner.

Some love it, others loathe it, but in general it works well for a family cruising boat at anchor.

Cooking at sea can be precarious, but not impossible and the cook is aided by using the seatback as a bum rest.

The galley is well equipped with plenty of stowage, though the fridge is small.

For long-term cruising, I would convert the bench seat into a fridge-freezer.

Worktop lighting is excellent.

There is an abundance of sturdy handholds all round, including a full length one above the galley.

The saloon seating comprises a large, U-shaped settee with thick, contoured cushions and an equally well-padded bench seat opposite.

If the convertible saloon option was chosen, the table drops down to create an additional double berth.

There is good stowage under the cushions, except aft where the hot water tank sits, and more in cave lockers behind the seat backs.

There are also two good lockers above and a decent bookshelf with fiddle rail.

Ventilation is good, with plenty of opening ports and hatches keeping it bright and cheerful.

The large, forward-facing navigation station is great for those into full-size paper charts and wide-ranging below deck instrumentation.

There’s ample console space, some of which is angled to allow a radar-chart plotter to be seen through the companionway, as well as a decent circuit breaker panel with voltmeter and tank gauge.

There is stowage in the seat and in the table support and another useful stowage bin alongside.

A choice between two or three cabins, and two or three heads was offered.

The 3/3 version was primarily for chartering and can feel cramped.

The 2/2 and 3/2 were more popular with cruisers, and with only two aft cabins there was more room for blue water kit and stowage for extra deck gear.

The forecabin is the largest cabin and has a large, comfy island berth, ample stowage, a small seat and a compact heads with a shower.

The aft cabin berths were equally generous, although head clearance above the berth was more limited.

Each had good clothes stowage, ample dressing area and two opening ports for cross ventilation.

The standard, naturally aspirated 40hp Volvo is easily accessed for maintenance, both via the companionway steps, which raise on a top hinge, and/or by removing the quarter panels in each of the aft cabins.

The 425’s limited wetted surfaces and lengthy waterline give her an impressive turn of speed both in light and heavy airs.

Thanks to her fine bows and plumb stem, she also slices through the chop, rather than slamming and dumping spray on the decks.

The Dufour 425 GL also has a deep, balanced rudder for maximum bite, but effortless helm, and for increased stability the bulk of her cast iron ballast is in a large bulb on the bottom of the hydrodynamically designed foil keel.

She is close-winded on a beat, keeping up momentum until just below 35° off the apparent wind.

Freeing off to a close reach nudges the log closer to 8 knots in 16-20 knots apparent, and she remains stiff, well-balanced and predictable even in strong gusts.

Off the wind, she flies with the right sails and is well capable of 8-9 knots with a full gennaker in 16-18 knots of true wind.

Swept spreaders do limit the boom angle, though, so gybing downwind is the safer option.

A comfortable point for the first reef is around 20 knots apparent, although she’ll hang on in there confidently up to 24 knots if you don’t mind risking your tea!

Under power, the engine is powerful enough to push this easily driven hull through a chop at a steady 6 knots cruising speed.

She handles well and bites quickly astern, although some will have had the optional bow thruster fitted for easy close-quarter manoeuvring in tight marinas.

Owners’ experiences

S/Y Olieta (2008)

Mike and Carol Perry bought Olieta in October 2019 and currently keep her in the UK, although they plan to move out to Greece soon.

She is a three-cabin two-heads model launched in 2008.

Asked how she has been so far, Mike said: ‘I have not had sufficient opportunity to sail her much just yet, but the construction appears to be of good quality. However, the previous owner had severely neglected her and much time has been spent on repairs and renewals. So far, I have had to fit new running and standing rigging, have the Webasto heater and the bilge pump rebuilt, fix a domestic water leak (filter fitted after the pump, strangely, causing it to jam with debris), remake all the electrical connections and fully service the sails and furling systems.

‘The windlass also disintegrated on first use,’ Mike added, ‘and the engine, with only 950 hours use, now requires a full overhaul of its fuel system.

‘Our first big purchase was a bespoke cockpit enclosure. I have also fitted carpets and a new sprung mattress in the master cabin while we lived on her during the first lockdown.’

Mike started sailing 60 years ago in dinghies with his father.

He then spent the next 45 years racing dinghies throughout Europe, starting with National 12s and then graduating to trapezing asymmetrics.

For the past 20 years, he has cruised Greek waters, crewing for friends and family.

In the 2000s he had a share in a Beneteau 321 in the Ionian, before purchasing a Bavaria 38 in the same area in 2011.

Mike continued: ‘Carol, my wife, is my regular sailing partner (not crew, because she is more than that to me). We are often joined by family, including grandchildren and friends. We cruise the Ionian if our guests are less experienced and further afield for the more adventurous.

‘My reason for choosing Olieta is perhaps curious. Late in 2018, I came across a Dufour 425GL for sale and I was struck by her lines. Moving forward to May 2019, I was sailing in the Ionian and met up with sailing friends at a favourite mooring-restaurant. With them was Alan, the owner of a Dufour 425 GL. In conversation it transpired that Alan had also competed in National 12s in the 1970s and we must have competed against each other. He had gone on to be a professional sailmaker. So, if a professional sailmaker chose the Dufour 425 GL, that was a pretty good endorsement for me.

‘ Olieta is presently in the UK and was our home while we were between houses. Subject to circumstances, we will sail her out to Greece in 2021 or 2022. I have only properly sailed her on my delivery trip from Ipswich to Brighton, but I was extremely pleased with the performance, which was balanced and responsive.

‘So far Carol and I have only had one opportunity to take her out this summer and this was a long weekend to Chichester with no wind. We are both pleased with her but still need more time to adjust to her extra size. I was a little surprised at the amount of prop walk going astern, by comparison with our Bavaria, which had effectively the same saildrive. Having twin wheels makes access to the dockside so much easier, particularly when Med mooring, and allows Carol to see more easily from the helm.’

When asked if Olieta is comfortable to live on for extended periods, Mike exclaimed, ‘Very! We were liveaboards during the lockdown. She has a very similar layout to our Bavaria 38, but the additional space makes it so much more comfortable. Now that we are retired, we will be making an extended cruise in the next year or two. But before we depart, we shall be adding radar, AIS, solar charging and perhaps a wind generator.’

S/Y Cdream (2010)

Cdream is owned by Derek and Glynis Beaumont and kept on the Mediterranean coast of Spain.

She has the three-cabin layout with two heads, plus reversible air conditioning throughout, LED lighting, carpets for the winter, a full bimini and Tek-Dek in the cockpit.

They have been sailing for 50 years, their previous boats being a Westerly Konsort and a Westerly Vulcan.

‘Under sail, the Dufour 425 performs extremely well and she is surprisingly fast,’ says Derek.

‘We sail mainly as a couple and find her easy to handle thanks to everything being controlled from the cockpit. Her only fault is she doesn’t like to reverse to starboard under power.

‘She is very comfortable living aboard and we also have the conversion for an extra double berth in the main saloon.’

The Dufour 425 GL’s beamy stern requires twin steering wheels, which might require attention in 20 years time, but Dufour deck hardware and steering gear is generic, well tested and no different to that found on twin-wheel Beneteau Oceanis and Jeanneau Sun Odyssey yachts.

Dufours are a joy to survey as everything is easily accessible.

They were designed with the charter market in mind, where access to steering gear, keel bolts, seacocks and engine is important.

Two problems that I encounter on the Dufour 425 GL are the toilet holding tank hoses, which can degrade and begin to perish, and some flexing on the deck.

Creaking decks are a bit of a feature on Dufours and not normally a problem, but check that the teak slats bonded onto the deck, cockpit seats and cockpit sole are not coming away as they will one day become a liability and are expensive to replace.

This problem, however, is common to all moderately priced cruising yachts.

The Volvo Penta diesel engine is excellent.

You might need to flush the coolant system and replace the exhaust elbow as they can clog up with limescale and salt.

Like most other modestly-priced and even high-priced yachts, Dufour fitted cheap and nasty nickel-plated brass seacocks.

Be prepared to replace them with plastic, DZR or bronze seacocks that are less susceptible to corrosion.

I have found fewer issues with keels and rudders on Dufours, compared to other reasonably priced yachts, and the hull stiffening around the keel is definitely better.

I consider the 1966 designed Arpège to be the grandmother of modern yachts.

It was such a departure from the narrow beamed GRP yachts of the time, many derived from the classic Folkboat lines, mostly wet boats with deep, long keels.

The beamy Arpège with her spacious, well-designed modern interior must have come as a shock as they were fast.

Stability was provided by beam buoyancy, not just by a heavy keel, and this trend prevails to this day with Beneteau, Jeanneau, Bavaria and Dufour.

Dufour began as builders of fast mid-range cruisers and has kept that standing despite a few ups and downs.

Under the ownership of Olivier Poncin, Dufour bought Gib’Sea in 1998 and continued some of the Gib’Sea range under the Dufour name.

The Dufour 425 Grand Large was a reasonably well put together vessel from Dufour.

Many went into the charter market, so I would recommend finding out the history of the boat before purchase as charter work adds years of wear and tear.

All of the wiring on the Dufour 425 GLs I’ve surveyed has been tin coated to American specifications which reduces corrosion.

The sail drive was a compact fit — check the service history.

Some manufacturers recommended that the main gasket rubber be replaced every five to seven years, others prefer seasonal checks.

Look out for corrosion, and for signs of water in the oil, especially if the boat was used commercially.

The working deck could have more grab rails and locations to clip on.

I surveyed one Dufour 425 GL where the saloon deck vent had become caught in the genoa sheet, which is believed to be a common issue if the vent is left open.

Lastly, if you do a lot of anchoring I recommend fitting a stem shield as the bow roller is quite upright.

Nominee Spotlight: Dufour 41

For more than 50 years, the name Dufour has been synonymous with fast, fun sailing and elegant lines, but behind the gleaming finish has always been an exceptionally stable and comfortable yacht that prioritizes space and comfort at sea.

Conceived and designed by the shipyard’s design team, in collaboration with Umberto Felci (Felci Yacht Design) and interior designer Lucas Ardizio (Ardizio Design), the Dufour 41 adds another pillar under that ceiling, with a distinct new offering that reaffirms its emphasis on living spaces and entertaining.

It starts in the cockpit, whose volume is well appointed with numerous handrails for added safety and is comparable to that of a larger sailing vessel. From there, attention to space and flow allows effortless movement both on deck and below. The Dufour 41’s interior is said to be a celebration of modernity and natural light. According to Dufour, the 41 offers 60 percent more natural light inside than its competition via “catamaran-style” hull windows.

The yard respects that every yacht owner has different priorities and sailing aspirations, which is why each model in the Dufour range offers a variety of layouts, trim levels and rigging options to suit any taste. The 41 comes with a choice of two atmospheres: Europe and Boston. The 41 also comes in three versions: Adventure, Ocean and Performance—each optimized for different uses of the boat—and with three different options for layouts.

The three-cabin layout version has a large and bright owner’s cabin with plenty of storage space and a private bathroom. Guests get their choice between two spacious cabins, each with a bathroom en suite.

The four-cabin version can accommodate up to ten guests. According to Dufour, it’s the only one on the market currently offering two forward cabins with full-size beds and soundproofing between the two cabins. The four-cabin version has two heads.

In all versions, the Dufour 41 offers loads of storage space and a large streamlined galley, allowing for ease of movement around the boat.

Sailing performance is courtesy of legendary designer Umberto Felci. While the 41 is assuredly a robust build, agility on the ocean is also paramount. The 41 has twin helms and a deep, single rudder (to minimize drag) positioned forward to keep it submerged. The decks are clear, with mainsheet and optional genoa car tracks led aft along the coachroof. A self-tacking jib is standard. Weight savings in the hull were redistributed to the keel, allowing for a taller mast for better performance in light air.

   Engineer Michel Dufour was not originally a yacht builder. He worked at a factory for the production of components for steam locomotives. And just loved sailing. In the early 60s, he decided to combine his professional talents with the passion of his life. So in 1964, the Dufour shipyard appeared in the French La Rochelle.

Michel Dufour was one of the first to realize that the advent of manufacturing technologies for durable and lightweight fiberglass and the production of sandwich panels from it will forever change the world of yachting. For a long time, the mass production of large fiberglass parts was hindered by the lack of pultrusion technology (pulling polymer-impregnated fiber through a heated die) and vacuum molding. It was from fiberglass and precisely with the help of these technologies that chippers were made to protect the front parts of steam locomotives, as well as window frames and doorways for them at the factory where Dufour worked. He told the management of the enterprise about his idea to create a fiberglass boat. His boss, seeing that he was devoting more time to sketches of the future yacht, said: “Go and draw a great boat!”

Dufour began work with his colleague Francis Deschamps. Enthusiasts designed the first Dufour Sylphe yacht literally on their knees, having no experience in building ships, and relied solely on their knowledge of sailing and the laws of hydrodynamics. As soon as all the drawings were ready Dufour sold his car, his old yacht, took several thousand dollars and began to build the first boat in the workshop on the outskirts of La Rochelle. Production took 8 months. In the fall of 1964, Dufour sold the first Sylphe to his fellow countryman from Northern France, Dominique Transu. The 21-foot Sylphe was destined to become a true best seller: from 1964 to 1974 more than 400 yachts were sold. Even greater success awaited the second Dufour model - the 29-foot L’Arpege. From the start of production in 1967 until 1977, more than 1,500 boats were sold. So Dufour Yachts was one of the first shipyards that began to use fiberglass in shipbuilding for the manufacture of hulls.

By 1973, Dufour's capitalization grew by 1,400%. The shipyard has become a leading exporter of French fiberglass sailing yachts. By that time, Dufour boats were delivered to 40 countries, and more than 400 employees worked at the shipyard. Another breakthrough is the world's first 40-foot fiberglass boat.

However, by the 1980s, the shipyard began to experience financial difficulties and production had to be temporarily stopped. Dufour's triumphant comeback is associated with a partnership with the Lacoste brand. The result of this alliance is the emergence of a 42-foot branded yacht that made a splash on the 1985 Paris Boat Show.

    The desire for a gradual enlargement of the lineup led to the fact that by the beginning of the 1990s, Dufour decided to allocate large purely cruise boats, unsuitable for regattas, but extremely comfortable in a separate line - Prestige. By 1994, the lineup already included 4 models - Prestige 54, Prestige 48, Prestige 56 and Prestige 65. The separation of the Prestige in a separate direction allowed the company to keep in the portfolio the very “Dufurs” that we still love - maneuverable, sporty and fast 30-40 foot sailboats.

The beginning of the 2000s was marked by the work with the star naval architect Cantiere Del Pardo in 2001, the awarding of the Boat of the Year 2003 title in Düsseldorf (Dufour 40) and the European Yacht of the Year award (Dufour 34). Since 2004, the Grand ’Large series has been launched, replacing the Prestige, large cruise yachts for a relaxing family vacation.

In 2010, Dufour is recognized as the European Yacht of the Year, and the editorial board and expert council unconditionally give the title of Boat of the Year to the yacht Dufour 45E. Then the shipyard comes under the control of the German Bavaria Yacht Group. However, in 2013, after the reorganization, Dufour management regained control of the shipyard. Since then, Dufour boats every year become yachts of the year according to one or another expert advice.

At the moment, Dufour produces two lines of sailing yachts - Performance racing cruises from 10 to 14 meters long and purely Grand ’Large cruises from 10 to 15 meters long.

Meet the oligarchs: the Russian billionaires whose jets, yachts and mansions are now in the crosshairs

Some of Russia’s super rich are finding their assets in the west under threat of sanctions from the US

For a growing number of Russia’s richest and most powerful men, now would be a very bad time to take their private jets and superyachts to their mansions in the United States.

Yesterday, the White House announced it would expand the list of Russian oligarchs subject to full blocking sanctions – the highest level of restrictions – as it ramps up punishment against Russia for its invasion of Ukraine. Some of the newly named oligarchs overlapped with a list of Russian elites on whom the European Union imposed sanctions earlier this week, although there were some notable differences.

The federal government won’t just stop at freezing these targets’ assets, but will seize them, Joe Biden announced in his State of the Union address on Tuesday.

In charge of appropriating these assets will be KleptoCapture , a newly announced justice department taskforce, with support from the treasury department, FBI, IRS and other federal agencies. Under US law, the justice department may use civil forfeiture to confiscate the proceeds from foreign crimes, including corruption, when they are found in the United States.

The Dilbar, a luxury yacht owned by the Russian billionaire Alisher Usmanov, sails in the Bosphorus in Turkey.

Their efforts will complement those of a transatlantic taskforce announced over the weekend between the United States, France, Germany, Italy, the United Kingdom, Canada and the European Commission.

“We are joining with our European allies to find and seize your yachts, your luxury apartments, your private jets. We are coming for your ill-begotten gains,” Biden said.

The Feds may have their work cut out. US regulations are lax when it comes to requiring disclosures of real estate transactions by foreign individuals, making the country a prime destination for Russian’s uber-rich looking to snap up prime properties without scrutiny.

Other favorite toys of oligarchs like planes and boats are commonly registered through shell companies. And many of those luxury craft have begun traveling toward extradition-free territories such as the Maldives, according to Bloomberg News .

Here’s an introduction to the Russian oligarchs now joining the US sanctions list – as well as a few others who haven’t been targeted yet, but have notable US ties.

Alisher Usmanov

Russians know Alisher Usmanov as one of Vladimir Putin’s “favorite” oligarchs. The country’s richest man until 2015, Usmanov owns a majority stake in Russia’s second-largest phone network, MegFon, and a large stake in the iron and steel giant Metalloinvest.

But few Americans know that Usmanov also helped give us Facebook. The billionaire began investing in the social network in 2009, when Zuckerberg’s firm was having trouble accessing funding in the wake of the financial crisis. Usmanov ultimately poured over $900m into the firm, owning as much as 10% of the company before selling his stake in 2014 and netting himself billions. He was also a major investor in Apple, Twitter, LinkedIn, Groupon and Zynga.

Usmanov was subjected to sanctions by the EU on Monday, and on Wednesday German authorities seized his $600m megayacht , the Dilbar – which boasts the world’s largest yacht-based indoor swimming pool. On 3 March he was among those added to the sanctions list by the US. The oligarch still has a $200m private Airbus A340.

The Rotenbergs

Long before brothers Arkady and Boris Rotenberg became two of Russia’s wealthiest tycoons, they were teenage Vladimir Putin’s judo training buddies, a role they continued into adulthood. Clearly they were good at it, because after Putin became president he rewarded the brothers with the control of large state-owned enterprises and lucrative contracts, netting them a massive fortune.

The Rotenbergs have since built a huge family empire of international investments under a web of shell companies, which has made Arkady’s son Igor a billionaire in his own right. Despite Arkady and Boris getting US sanctions after Russia’s 2014 invasion of Crimea, the brothers “continued actively participating in the US art market by purchasing over $18 million in art in the months following the imposition of sanctions”, according to a US Senate report . Rotenberg-linked shell companies continued making transactions in the US financial system worth over $91m long after the sanctions, according to the report.

In addition to Arkady and Boris, Igor and five additional family members were added to the US sanctions list this week.

Igor Shuvalov

Russia’s deputy prime minister from 2008 to 2018, Igor Shuvalov is now the chairman of VEB, the Russian development bank that finances major infrastructure projects, including the Sochi Olympics. He has claimed to be one of Russia’s cleanest officials, telling media he transferred all his wealth to Russia in 2013, and only kept it offshore before that to avoid spoiling his kids . But an investigation by the anti-corruption activist Alexei Navalny found that Shuvalov, through a shell company, bought two London luxury apartments in 2014 for $11.4m and has used a secret private jet to fly his wife’s corgis around the world because, as one of his staffers explained, “it’s not that comfortable in business class”.

He won’t be able to fly his corgis as many places now that he’s on the US and EU’s sanctions lists.

Yevgeniy Prigozhin

Legend has it Yevgeniy Prigozhin began his rise to power selling hot dogs , shortly after getting released from prison for robbery. The wiener venture was apparently a smash hit, and within years he had opened high-end restaurants that counted Russia’s leader among their clientele, earning him the nickname of “Putin’s chef” and catapulting him into the inner circles of Russia’s elite.

Americans might be more familiar with another one of Prigozhin’s businesses: the Internet Research Agency, which employed a troll army that began by supporting Russia’s 2014 invasion of Crimea, before turning its efforts to influencing the 2016 US presidential election in favor of Donald Trump. Prigozhin and the Internet Research Agency were indicted by a US grand jury in 2018 for interfering with the election, and he was added to an FBI wanted list in 2021.

He’s now on both the US and EU sanctions lists for running disinformation campaigns to support Russia’s invasion of Ukraine.

Sergey Chemezov

A former KGB officer who befriended Vladimir Putin in the 1980s while living in the same apartment building, Sergey Chemezov rose through Russia’s public and private sector in Putin’s wake, and in 2007 was appointed as CEO of Russia’s state-owned defense giant Rostec, a position he still holds today. Chemezov was sanctioned by the US in 2014 amid Rostec’s role as a supplier for Russia’s invasion of Crimea, and Washington is targeting him again, now with his family members.

According to investigative reports and allegations from the jailed activist Alexei Navalny, Chemezov’s relatives have used shell companies to accumulate eye-watering assets , including superyachts and luxury villas around the world. But Chemezov says he’s clean, telling Russian media in 2019: “I do not accumulate wealth. I don’t stuff money in the corners. I don’t have yachts or airplanes.”

Nikolai Tokarev

Another former KGB officer who served alongside Putin and Chemezov, Nikolai Tokarev took over former Soviet state assets as Putin built his political power, and in 2007 became the head of the state-controlled oil giant Transneft. The oligarch has used his position at Transneft to build a business and real estate empire, which reportedly includes sponsoring an extremely fancy palace that’s said to be personally used by Putin. Tokarev was hit by US and EU sanctions this week.

Vladimir Potanin

Reportedly the second richest man in Russia, the banker, metals mining tycoon and former deputy prime minister Vladimir Potanin was among a small circle of oligarchs who met with Putin last week as the invasion of Ukraine began.

Potanin has played a big role in American arts: he has been a board member of New York’s Guggenheim Museum for two decades, until he stepped down on Wednesday. He has also given millions to the Kennedy Center in Washington, which carved his name into a wall. He is also known to have owned property in New York City , which came to light during a divorce fight that could cost him $7bn.

Potanin isn’t currently under US sanctions, which is good news for his three megayachts and two private jets (that we know about).

Leonid Mikhelson

Russia’s richest man in 2016, Leonid Mikhelson is the founder and chairman of natural gas producer Novatek, a close friend of Putin’s, and a business partner of Gennady Timchenko, a billionaire who has been under US sanctions since 2014.

Mikhelson loves art: along with his $200m art collection, he was on the board of trustees at New York’s New Museum from 2013 to 2017, and has sponsored exhibitions at the Art Institute of Chicago and London’s Tate Modern. His ostentatious superyacht, the Pacific, can reportedly accommodate two helicopters.

But his other assets may be harder to trace. In 2017, the Panama Papers revealed that Mikhelson had used an intricate system of shell companies to secretly register a $65m Gulfstream private jet in the United States, which in most cases requires US citizenship or permanent residency.

The tycoon is not currently subject to sanctions, though his company Novatek is.

Petr Aven.

Petr Aven is the head of Alfa Group, a commercial bank subject to US sanctions that helped him amass an estimated $5.5bn fortune. A well-known collector of classical Russian paintings, Aven has lent works from his collection – reportedly worth $200m – to New York’s Museum of Modern Art and the Neue Galerie. Aven reportedly has never bought a plane or yacht, and told the FT “all my money goes in to art.” That is, of course, if you don’t count the millions he spent transforming an 8.5-acre plot in England into a “KGB-proof” mansion , complete with a bomb-proof panic room.

Last year, Aven filed a libel lawsuit against HarperCollins for a book it published about Vladimir Putin’s rise, Putin’s People.

Aven was sanctioned on Monday by the EU, which described him as “one of Vladimir Putin’s closest oligarchs” and one of “approximately 50 wealthy Russian businessmen who regularly meet with Vladimir Putin in the Kremlin”. He has not yet been placed under sanctions by the US or UK.

Mikhail Fridman

Petr Aven’s business partner, Mikhail Fridman, is Alfa Group’s founder and a Ukrainian-born Russian oligarch. Fridman has made substantial investments in the United States, which include spending a reported $1bn in 2011 to buy up distressed properties across the east coast, telling the Wall Street Journal at the time, “The American market is the most well-regulated and liquid market in the world. It has the best protection for investor rights.”

Through Fridman’s investment group, LetterOne, the billionaire also sank $200m into Uber , and $50m into the telecom startup FreedomPop. Fridman also caused a stir in 2018 when he spoke alongside Aven at a closed-door dinner hosted by the Atlantic Council, a major US foreign policy thinktank, in what critics saw as an unofficial Kremlin mission to protest against US sanctions.

Last week, Fridman became one of the first oligarchs to speak out against the invasion of Ukraine, calling it a “tragedy” and writing that “war can never be the answer.” Nonetheless, Fridman was subjected to sanctions on Monday by the EU, which named him as “a top Russian financier and enabler of Putin’s inner circle”. Like Aven, he has not yet been placed under sanctions by the US or UK.

The oligarch has a son, Alexander, who is reportedly attending NYU’s Stern business school, after a stint in Moscow selling hookah .

Alexei Mordashov

Currently Russia’s richest man, Alexei Mordashov owns a third of Tui, Europe’s biggest tourism firm, and gained his billions as the chief executive of Russia’s largest steel and mining firm, Severstal. He is also a large shareholder of the Bank of Rossiya, which has opened up branches across Russia-occupied Ukrainian territory in recent years.

Over the last two decades, the billionaire has also poured money into the United States, investing heavily through Severstal in steel companies in the midwest before selling them for $2.3bn in 2014.

Mordashov has been hit with sanctions by the EU, but the US hasn’t taken action yet. They would be interested in his Bombardier Global 6000 private jet and multiple superyachts, including the $500m Nord, which Senator Bernie Sanders noted on Tuesday had been “sailing in the Seychelles region for more than 10 days” in a Twitter thread about Russian offshore wealth.

Roman Abramovich

Roman Abramovich, the longtime owner of Chelsea FC, has been described by a member of the UK parliament as a “ key enabler ” of Putin’s regime, which Abramovich has long denied. An orphan raised by his grandparents in Siberia, Abramovich pulled himself up by his bootstraps the old-fashioned way: wriggling into the inner circles of government and then profiting hugely by selling previously state-owned assets that he acquired after the fall of the Soviet Union.

The billionaire owns one of the world’s most outlandish yachts, complete with an onboard submarine and three helicopters. He has also owned a number of ultra-expensive properties in the United States, including a trio of buildings in New York City’s Upper East Side worth more than $90m combined, which he transferred to his third wife, Darya Zhukova, in 2018.

Abramovich is not currently under western sanctions. Earlier, the British prime minister, Boris Johnson, told the House of Commons that Abramovich was “already facing sanctions” though later said he “misspoke”.

DUBAI, United Arab Emirates — On a clear morning in late October, the jewel-blue hull of the Madame Gu, one of the world’s most luxurious superyachts, gleamed, its aluminum rails shimmering in the sun. Workers on the pier said they had recently seen people painting, cleaning and generally keeping the ship with its helipad and six guest staterooms in pristine condition.

In past years, such a scene would not have been noteworthy. Many superyachts come and go from Dubai’s Mina Rashid Marina, best known as the home of the Queen Elizabeth 2, the trans-Atlantic ocean liner-turned-hotel that dominates the waterfront here.

But Russia’s war in Ukraine has turned an otherwise routine tableau into a diplomatic battleground between the United States and the United Arab Emirates, an important American ally that has established itself as a safe haven for Russian money and assets out of the reach of U.S. sanctions.

The $156 million Madame Gu epitomizes the problem. In June, the United States designated the vessel, which is linked to Andrei Skoch, a Russian steel magnate and lawmaker under sanctions, as blocked property. That means the yacht cannot use American companies for its upkeep, employ U.S. citizens or even use the dollar. The Justice Department is now taking steps to seize the Madame Gu, according to people with knowledge of the plan.

But the United States can’t seize property in a sovereign nation without permission from its government. The Emirates, which has taken a friendlier position toward Moscow, is balking at cooperating with the United States to pursue oligarchs, American officials said. The Kremlin is also using oligarch-controlled companies in the Emirates to acquire war supplies that the West is trying to keep out of Russia’s reach, according to a Western official involved in the sanctions effort against Russia.

Emirati officials did not comment specifically on the Madame Gu but said in a statement that they took their role “protecting the integrity of the global financial system extremely seriously.”

A closer examination of Russian assets in the Emirates shows that even before the war in Ukraine, Dubai had become a playground for Russians with links to President Vladimir V. Putin. At least 38 businessmen or officials with ties to the Russian president own homes in Dubai that are collectively valued at more than $314 million, according to the Center for Advanced Defense Studies. Five of those owners are under U.S. sanctions.

Since the Russian invasion, Dubai has established itself as a safe haven for Russian yachts and aircraft unable to sail or fly elsewhere. After Russian jets were barred from the European Union in late February, the Emirates became the destination for 14 percent of all private flights leaving Russia, up from 3 percent before the invasion.

“It’s frustrating when you see huge assets that are sitting out there and it appears that the country is not cooperating,” said Senator Sheldon Whitehouse, Democrat of Rhode Island, referring to the Emirates. “It would be nice if there were more common cause against Putin while he’s busy shelling hospitals and schools.”

Mr. Whitehouse is sponsoring legislation that would use proceeds of the sales of seized Russian assets to help rebuild Ukraine. Senior officials at the Treasury and State Departments have also complained publicly about the situation.

U.S. officials view the presence of superyachts in places like Dubai and Bodrum, Turkey , as a symptom of wider Russian circumvention of sanctions and continued access to financial markets. Yachts have also come to symbolize the decadence of Russia’s oligarchs, especially at a time when Russian soldiers are scrounging for body armor and sleeping bags on the front lines.

Pursuing the Madame Gu

Built by the Dutch firm Feadship and put into service in 2013, the Madame Gu has a large helicopter pad on its forecastle with a hangar underneath that can double as a squash court when the chopper isn’t on board. The vessel has berthing for 36 crew members, according to one trade magazine.

Mr. Skoch, a member of Russia’s Parliament who is linked to assets worth billions of dollars, according to U.S. court filings, has had sanctions imposed on him twice by the United States, first in 2018 and then after Russia’s invasion this year. The Treasury Department has cited his “longstanding ties to Russian organized criminal groups.”

Mr. Skoch could not be reached and did not respond to messages left at his office at Parliament.

In an interview in October about the government’s broader efforts to go after the assets of oligarchs, Andrew Adams, a federal prosecutor leading the Department of Justice’s KleptoCapture task force, declined to discuss the Madame Gu. But the United States, he said, is warning companies they must not do business with individuals and assets under sanctions. The government, he said, will pursue oligarch-owned assets whose sale could be used to aid Ukraine.

“Where we know there is an asset that can potentially provide significant remuneration for Ukraine, that obviously is an attractive case to pursue,” he said.

U.S. officials are likely to use the case they made for impounding a $90 million Airbus business jet linked to Mr. Skoch in August as a blueprint for seizing the Madame Gu, said people familiar with the plan.

That means investigators will aim to show that the owner of the vessel, or the companies that have been providing services to it, have intersected with the U.S. financial system.

“If there are U.S. dollars or a U.S. nexus associated with supporting this vessel, massive enforcement actions could take place,” said Adam M. Smith, a former official overseeing sanctions at the Treasury Department. Companies that provide support to entities under sanctions could potentially face their own sanctions, said Mr. Smith, who is now a lawyer at Gibson Dunn in Washington.

This year the United States has carried out two high-profile seizures of yachts tied to Russians under sanctions, working with cooperative governments. The $300 million Amadea was taken in Fiji in May and sailed to San Diego under an American flag. In April, the United States worked with Spanish police to seize the $90 million Tango.

A Problematic Partner

Diplomatically, the Emirates has been reluctant to take a clear anti-Russian position when it comes to the war in Ukraine. Sheikh Mohammed bin Zayed Al Nahyan, president of the United Arab Emirates, recently met with Mr. Putin in St. Petersburg, and the Emirati foreign minister recently hosted his Russian counterpart. Yet Sheikh Mohammed has also talked with Volodymyr Zelensky, the president of Ukraine, more than once and recently gave the country $100 million in humanitarian aid.

The United States has publicly expressed dismay over the mixed messages.

During a visit to Dubai in June, Wally Adeyemo, the U.S. deputy treasury secretary, warned of the need for vigilance and proactive steps in combating Russian evasion. That same month Barbara Leaf, the State Department’s under secretary for Near East Affairs, said at a congressional hearing that regarding the Emirates, she was “not happy at all with the record at this point” on sanctions enforcement. Mr. Adeyemo reiterated his concerns in a meeting with Emirati officials in October in Washington.

A senior State Department official said in a statement to The New York Times that the agency continues “to reinforce the importance of conducting enhanced due diligence to prevent sanctions evasion and investigating allegations of such activity” to the Emirates.

The Treasury Department declined to comment on the Madame Gu or the relationship with the Emirates.

Last month, the Treasury Department announced it had placed sanctions on an Emirates-based company, Constellation Advisors Ltd., that the American government said was operating on behalf of a nephew of another Russian oligarch, Suleiman Kerimov. Mr. Kerimov, according to American court documents, was the owner of the Amadea superyacht .

American officials are also worried the Russian government is using the Emirates to acquire military supplies for its war in Ukraine. On Nov. 15, the Treasury Department imposed sanctions on two Emirates-based transportation firms that had worked with another Iranian firm under sanctions, which in turn had helped transport drones and personnel from Iran to Russia.

Moored in Dubai

Based on a recent visit to Dubai’s Mina Rashid Marina , where the Madame Gu is moored, it is clear that international companies are playing a critical role in its care.

The Emirates-based company DP World, through its subsidiary P&O Marinas , oversees the pier where the Madame Gu is moored. Employees from another DP World subsidiary , World Security, staff the small guard box at the entrance. That makes DP World, which is owned by Dubai’s royal family, potentially vulnerable to American sanctions.

DP World “fully complies with all applicable local and national laws and intends to continue doing the same regarding the Madame Gu and other vessels utilizing our services,” said Adal Mirza, a spokesman for the company. He added that DP World had not yet heard from the United States or other countries that had placed Mr. Skoch under sanctions, including Britain and the European Union.

A generator set that dock workers said in late October was powering the Madame Gu — two container-like structures near its stern — bore the distinctive orange logo of Aggreko , a British company. The generator set was connected to the superyacht by thick cords; one of the containers was emitting grayish exhaust.

At the Mina Rashid Marina, soon after Aggreko was contacted by The Times, workers removed the generator. “Having identified that the generator was being used to power a vessel that is allegedly connected to a sanctioned person, we immediately terminated this rental and have since recovered the generator,” the company said in a statement.

Mr. Mirza, the DP World spokesman, said the Aggreko generator had been replaced with one from a local supplier.

P&O Marinas arranged for the diesel generator to provide power for the Madame Gu because that part of the pier, a holding area, has no shore-supplied electric power, said a port official in Dubai, who spoke on the condition of anonymity because he is not authorized to talk to the press.

“At the end of the day, if the U.A.E. hasn’t imposed sanctions, it’s not really their job to enforce other countries’ laws within their borders,” said Nabeel Yousef, a Washington-based partner at the law firm Freshfields, where he runs the sanctions practice. Nevertheless, “companies should not take comfort in the fact that their country has not imposed sanctions,” he added, “because even the smallest connection to the U.S. can lead to U.S. penalties.”

There has also been a notable absence onboard the Madame Gu in recent weeks: a flag. Unlike other ships moored nearby, including the Quantum Blue, a superyacht linked to the billionaire Sergei Galitsky, the Madame Gu appears to be stateless, apparently having been deflagged by the Cayman Islands.

Cayman Islands officials didn’t respond to an emailed inquiry about the ship’s status.

If DP World were to face fallout from U.S. sanctions enforcers, it wouldn’t be the first time the company has been the focus of attention in Washington. In 2006, DP World was seeking to manage some terminal operations at six American ports but dropped out of the deal after a bipartisan uproar in Congress.
